Background
The Massachusetts Department of Transportation (MassDOT) Highway Division Safety Section has
conducted a Road Safety Audit (RSA) for the intersections of Roosevelt Avenue at Alden Street and
Roosevelt Avenue at Island Pond Road in Springfield, Massachusetts. There is currently a MassDOT
design project (Proj. #605385) for both intersections. The project is at 25% design level with construction
anticipated in autumn 2016. An RSA is required to be performed during the design process for any
MassDOT project that includes a high crash location. The goal of the RSA is to identify safety issues and
provide potential enhancements to improve safety for all roadway users. Additionally, the potential
enhancements are categorized by timeframe and cost which allows responsible agencies to determine
when to make proposed implementation.
Toole Design Group (TDG) conducted the RSA on Tuesday, July 21, 2015. The audit was held at the City
of Springfield’s Department of Public Works Conference Room in Springfield, MA. Members of the
audit team discussed safety issues, conducted a site visit, and determined countermeasures during the
audit on the infrastructure and operating conditions of the two subject intersections. The members of the
audit team comprised of representatives from local, regional, and state agencies ranging from emergency
responders to transportation planners and engineers. The members and their affiliations are provided in
Table 1. Contact information for the audit team members are provided in Appendix B.

Project Location Description
The study area includes the following two intersections in Springfield, Massachusetts, as shown in
Figure 1:
 Roosevelt Avenue at Alden Street; and
 Roosevelt Avenue at Island Pond Road/Island Pond Connector/Arcadia Boulevard.
The intersection of Roosevelt Avenue at Alden Street is a Highway Safety Improvement Program (HSIP)
cluster 2010-2012 according to Pioneer Valley Planning Commission’s recorded high crash locations.
Roosevelt Avenue is a City-owned roadway classified by the MassDOT Office of Transportation
Planning as an urban principal arterial. Roosevelt Avenue is a north-south roadway that runs through the
city and terminates at East Street to the north and Sumner Avenue to the south. Roosevelt Avenue serves
as a major commuter route that provides connections to and from residential and employers and is an
alternative route to Interstate 91. Roosevelt Avenue has a speed limit of 30 miles per hour posted outside
the study area and provides one travel lane in each direction. No bicycle facilities are provided on
Roosevelt Avenue within the study area. Sidewalks are provided on the east side of Roosevelt Avenue
north of Alden Street. South of Alden Street there are sidewalks provided on the east and west sides of the
bridge across South Branch Mill River and Watershops Pond. The bridge is located between the study
area intersections. The sidewalk on the west side of Roosevelt Avenue south of the bridge continue
southbound on Island Pond Road. The sidewalk on the east side of Roosevelt Avenue south of the bridge
terminates at the intersection of Island Pond Road.
Alden Street is a City-owned roadway classified by the MassDOT Office of Transportation Planning as
an urban minor arterial to the west of Roosevelt Avenue and an urban collector to the east of Roosevelt
Avenue. Alden Street is an east-west roadway that runs from Hancock Street to the west and Wilbraham
Road to the east. Alden Street runs through the Springfield College campus. Alden Street has a speed
limit of 30 miles per hour posted outside the study area and provides one travel lane in each direction. No
bicycle facilities are provided on Alden Street within the study area. A sidewalk is provided on northern
side.
Island Pond Road is a City-owned roadway classified by the MassDOT Office of Transportation Planning
as an urban principal arterial. Island Pond Road is a north-south roadway that runs from Roosevelt
Avenue to the north and Allen Street to the south. Island Pond Road has a speed limit of 30 miles per
hour posted outside the study area and provides one travel lane in each direction. No bicycle facilities are
provided on Island Pond Road within the study area. A sidewalk is provided on the west side of Island
Pond Road.

The intersection of Roosevelt Avenue and Alden Street, (Figure 2) is signalized with Alden Street as the
minor street. The northbound approach on Roosevelt Avenue has an exclusive left-turn lane and a shared
through/right-turn lane. The southbound approach on Roosevelt Avenue has a shared leftturn/through/right-turn lane that appears to be wide enough for two vehicles to travel side-by-side. Alden
Street’s eastbound approach has a shared left-turn/through lane and an exclusive right-turn lane. Alden
Street westbound approach has an exclusive left-turn lane and a shared through/right-turn lane. The signal
operates pre-timed with a leading left-turn phase for Roosevelt Avenue northbound, a phase for Roosevelt
Avenue northbound and southbound, a leading left-turn phase for Alden Street westbound, and a phase
for Alden Street eastbound and westbound. There are sidewalks and standard crosswalks with transverse
lines provided on all legs of the intersection. There are no pedestrian indications and pedestrian ramps are
provided without detectable warning panels. There is one cobra style street light provided at the
intersection.
Roosevelt Avenue, Island Pond Road, and Arcadia Boulevard (Figure 3) is comprised of three
intersections in a triangular shape including two T-intersection and a four-way intersection. A bypass lane
is provided between Roosevelt Avenue and Island Pond Road called the Island Pond Connector. The
intersections are all unsignalized and consist of the junction of Roosevelt Avenue/Island Pond Road,
Roosevelt Avenue/Island Pond Connector, Island Pond Road/Island Pond Connector/Arcadia Boulevard.
Between the intersections, a large grass island is provided with a memorial. Roosevelt Avenue turns to the
east when it intersects Island Pond Road becoming an eastbound/westbound roadway.
The junction of Roosevelt Avenue and Island Pond Road is a T-intersection with Island Pond Road
Northbound being stop-controlled. Roosevelt Avenue southbound is one travel lane where drivers are able
to continue straight for Island Pond Road or turning towards the left to continue on Roosevelt Avenue.
Roosevelt Avenue northbound is one travel lane that may continue straight on Roosevelt Avenue as leftturns onto Island Pond Road are restricted by a sign. Island Pond Road northbound is one travel lane that
is stop-controlled where vehicles typically continue straight onto Roosevelt Avenue northbound. No
crosswalks or pedestrian ramps are provided at the intersection.
The junction of Roosevelt Avenue and Island Pond Connector is a T-intersection with Island Pond
Connector being stop-controlled. Roosevelt Avenue southbound is one travel lane that typically continues
straight on Roosevelt Avenue. Roosevelt Avenue westbound is one travel lane that may continue straight
on Roosevelt Avenue or turn left onto Island Pond Connector. Island Pond Connector is one travel lane
that is stop-controlled where vehicles are restricted by a “NO LEFT TURN” sign to turn right onto
Roosevelt Avenue eastbound. There are no crosswalks at the intersection.
The intersection of Island Pond Road, Island Pond Connector, and Arcadia Boulevard is a four-leg
intersection with Island Pond Connector and Arcadia Boulevard being stop-controlled. Island Pond Road
southbound vehicles typically travel through the intersection or turn right onto Arcadia Boulevard. Island
Pond Road northbound vehicles may continue straight onto Island Pond Road, turn left onto Arcadia
Boulevard, or turn right onto Island Pond Connector. Island Pond Connector westbound is one stopcontrolled travel lane that may turn left or right onto Island Pond Road or continue straight onto Arcadia
Boulevard. Arcadia Boulevard is one stop-controlled travel lane that vehicles may turn left or right onto
Island Pond Road or continue straight onto Island Pond Connector. A standard crosswalk and pedestrian
ramps are provided across Arcadia Boulevard only. Each junction has a cobra style street light.

South of the intersection of Island Pond Road, Island Pond Connector, and Arcadia Boulevard is a Tintersection of Island Pond Road and Overlook Drive. Overlook Drive is a residential street that connects
between Roosevelt Avenue and Island Pond Road that is stop-controlled. Overlook Drive has one travel
lane in each direction.
Project Data
Audit team members received a meeting packet prior to the RSA including a meeting agenda (Appendix
A), study area details, and crash data details. The crash data details and collision diagrams, graphical
representation of the crash data, are provided in Appendix C. The audit members were asked to review
the packet and visit the RSA study area prior to the meeting. Safety issues were identified by the team at
the beginning of the RSA, followed by a field visit to the subject intersections. The audit team finished
the meeting by determining appropriate countermeasures for the safety issues discussed.
The crash data and collision diagrams were based on crashes that were reported by the Springfield Police
Department and occurred between January 2011 and December 2014. According to the data, 48 crashes
were reported at the two intersections during the four year time period.
During the study period, 25 crashes were reported at the intersection Roosevelt Avenue at Alden Street.
Of those crashes, the majority were angle and rear-end crashes (40 percent – 10 crashes and 36 percent –
9 crashes respectively). The remaining crashes included two single vehicles crashes, two sideswipe
crashes in the same direction, and two head-on crashes. The most common time period for crashes was
the afternoon period between 2:00 and 8:00 PM. The majority of crashes (31 percent – 8 crashes)
involved younger drivers between the ages of 21-29 years old.
During the study period, 23 crashes were reported at the intersection of Roosevelt Avenue at Island Pond
Road/Island Pond Connector/Arcadia Boulevard. The most common crash type were angle crashes (39
percent – 9 crashes). The remaining crashes included rear-end crashes (22 percent – 5 crashes), three
single vehicle crashes, three sideswipe crashes in the same direction, and three head-on crashes. The most
common time period for crashes was the morning period between 6:00 and 10:00 AM. Again, the
majority of crashes (39 percent – 9 crashes) involved younger drivers between the ages of 21-29 years
old.
Audit Observations and Potential Enhancements
During the RSA, the audit team identified the safety issues and discussed potential safety enhancements
to address the issues. Several of the safety issues identified by the audit team were:




Congestion and control;
Intersection geometry;
Drainage; and
Pedestrian and bicycle accommodations.

The following sections discuss in detail the safety issues and potential enhancements that were identified
during the RSA by the audit team. The safety issues and potential enhancements are separated by
location.
Roosevelt Avenue at Alden Street
Safety Issue #1. Congestion and Intersection Control
Observations:
The audit team noted that there is traffic congestion on Roosevelt Avenue during the morning
peak hour with drivers using Roosevelt Avenue northbound as an alternative to Interstate 91 and
during the afternoon peak hour with Roosevelt Avenue southbound traffic queuing to Wilbraham
Road. The team members noted that it can take up to three or four signal cycle lengths to get
through the intersection which may increase driver frustration. The existing traffic signals consist
of a mixture of 8-inch and 12-inch signal indications. There is one mast arm that provides an
overhead signal for each approach. Of the 25 crashes at this location, 76% are rear-end and angle
crashes involving vehicles turning left. One crash was a result of a vehicle running the red signal.
The audit team noted that the signal faces do not align over the travel lanes. It was also noted by
the team that for the approaches with leading left-turn signals, there was no signage to inform
drivers about the change to permissive phase. Although the intersection has crosswalks, there are
no pedestrian signal indications.
The audit team noted that the Roosevelt Avenue southbound approach is a hill that impacts
visibility to the intersection.
Potential Enhancements:
1. Upgrade the signal equipment with standard 12-inch signal indications with back plates
with yellow retroreflective borders and accessible pedestrian signals including
countdown indications with audible tones and vibrotactile surfaces as required by
MassDOT.
2. In the short-term, consider installing a R10-12 “LEFT TURN YIELD ON GREEN” sign
for the approaches of Roosevelt Avenue northbound and Alden Street westbound.
3. Consider using a flashing yellow arrow signal indication for the protected/permissive
left-turn phases including adding the R10-12a “LEFT TURN YIELD ON FLASHING
ARROW” sign.
4. Align signals to be centered over each travel lane by installing new mast arms.
5. Install advance signal ahead warning signs (W3-3) for Roosevelt Avenue southbound.
6. Review the signal phasing and timing for MUTCD compliance.
7. Review the intersection clearance intervals for MUTCD compliance.

8. Install signal emergency preemption.
9. Review the signal operation and consider installing detection such as loop detectors,
video, or microwave.
10. Consider enforcement strategies for vehicles running red lights.
Safety Issue #2. Pedestrian Accommodations
Observations:
The audit team noted that there are high
volumes of pedestrian activity at the
intersection due to adjacent destinations such
as Springfield College and Watershops Pond.
There were no pedestrians involved in a crash
reported at this intersection during the study
period. There was a reported crash where a
vehicle was yielding to a pedestrian and was
struck by another vehicle; however, the
pedestrian was not involved.

pedestrian ramps that appear to not meet ADA
compliance. The existing pedestrian ramps do
not have detectable warning panels. There is a fire hydrant located in the sidewalk on the
northeast corner of the intersection blocking access. The audit team noted that there are visible
goat paths on Alden Street eastbound indicating where pedestrians are walking on the side of the
street where sidewalks are not provided. Alden Street westbound has sidewalks along the
intersection and Springfield College. The audit team noted that there have been discussions
between the City and Springfield College about installing a shared-use path around Watershops
Pond.
Potential Enhancements:
1. Upgrade pedestrian ramps to meet ADA compliance including detectable warning panels.
2. Relocate hydrant to provide ADA accessible sidewalk accommodations.
3. Extend the sidewalk of Alden Street eastbound or install a shared-use path between the
intersection and Springfield College.

Safety Issue #3. Bicycle Accommodations
Observations:
The audit team noted that there are no bicycle
facilities at the intersection; however, there
were several bicyclists observed riding on the
sidewalks and in the roadway. During the study
period, there were no reported crashes
involving bicyclists.
The audit team discussed the need to provide
bicycle facilities and have been working to
provide a connected network of facilities.
Potential Enhancements:

1. Add bicycle facilities such as bike
lanes or a useable shoulder along Roosevelt Avenue and Alden Street.
2. Provide bicycle detection at the intersection with appropriate signage.
3. If a shared-use path is constructed along Watershops Pond, consider connections for
bicyclists from the on-street facilities to the path.
Safety Issue #4. Pavement Markings
Observations:
The audit team noted that Roosevelt Avenue and Alden Street are wide roadways with a double
yellow centerline that are striped as two travel lanes at the intersection. There were two reported
crashes for sideswipes in the same direction at the intersection. The audit team noted that the
pavement markings at the intersection are faded and need to be restriped. The City of Springfield
informed the audit team that they are schedule to be reinstalled this year but were not at the time
of the audit.
Potential Enhancements:
1. Add edge lines to define and narrow the travel lanes.
2. Maintain and restripe pavement markings annually or as necessary.

Safety Issue #5. Lighting
Observations:
The audit team noted that there was only one light pole for the intersection and bridge. According
to the reported crashes, nighttime crashes were stated as occurring on a dark but lit roadway.
Potential Enhancements:
1. Evaluate installing additional lighting to illuminate the roadway and sidewalks at the
intersection and across the bridge.
Safety Issue #6. Young Drivers
Observations:
The audit team noted that the majority of drivers involved in the reported crashes (31 percent - 8
crashes) were between the ages of 21 to 29 years old. This is likely due to the high volume of
young drivers in the area from nearby colleges such as Springfield College.
Potential Enhancements:
1. Work with nearby colleges to educate students on driver safety.
Safety Issue #7. Wayfinding
Observations:
The audit team noted that the existing wayfinding signage for nearby colleges such as Springfield
College and Western New England University is small and difficult to read. Team members noted
that the wayfinding sign was not MUTCD compliant. The reported sideswipe crash may be from
a driver that last minute changed their direction due to not knowing where to go.
Potential Enhancements:
1. Upgrade wayfinding signage to MUTCD compliant for nearby destinations at Roosevelt
Avenue and Alden Street.

Safety Issue #8. Drainage
Observations:
The audit team noted that ponding at the curb
ramps was noted at the bottom of the hill on the
northern leg of the intersection of Roosevelt
Avenue and Alden Street. Approximately 28%
of reported crashes indicated the road surface
was wet or covered in snow or ice.
Potential Enhancements:
1. Annually clean out catch basins.

2. Evaluate potential drainage improvements.
Safety Issue #9. Maintenance
Observations:
The audit team noted that the pavement is generally in fair condition; however, after winter
potholes commonly occur. The audit team noted that there was vegetation blocking some of the
signal indications. The reported sideswipe or single vehicle crashes may have occurred from a
driver avoiding a roadway hazard.
Potential Enhancements:
1. Repair damage to pavement structure as necessary including filling of potholes and
sealing cracks.
2. Trim vegetation blocking signals.

Roosevelt Avenue at Island Pond Road
Safety Issue #1. Congestion, Controls, and Geometry
Observations:
The audit team noted that there is traffic congestion on Roosevelt Avenue and Island Pond Road
during the peak hours related to the adjacent signal at Roosevelt Avenue and Alden Street. Most
of the congestion occurs during the morning peak due to commuters and local school traffic. The
congestion impacts sightlines for vehicles turning onto Roosevelt Avenue from driveways or
Island Pond Road and Overlook Drive. Of the 23 crashes, 22 percent were rear end crashes, two
of which were categorized as courtesy crashes. Also, 39 percent of crashes were angle crashes
that may be contributed to the sightline issues.
The team members discussed that some drivers make illegal left turns onto Roosevelt Avenue via
Island Pond Connector to avoid queued traffic at the stop sign with Roosevelt Avenue.
Due to the intersection geometry and controls of the intersections, there is confusion for who has
the right-of-way. Drivers waiting at the stop sign on Island Pond Road northbound have a
difficult time determining if the Roosevelt Avenue southbound vehicles are traveling straight onto
Island Pond Road or turning left on Roosevelt Avenue. The audit team discussed several
alternatives for how to reconfigure the geometry of the intersection including modifying to a Tintersection or a modern roundabout. Due to the large right-of-way and sight distance concerns, a
roundabout was discussed with the audit team as one of the preferred alternatives. The City of
Springfield stated that a modern roundabout was presented to the neighborhood as an alternative
and received opposition. It is recommended that a modern roundabout be evaluated as a potential
consideration.
Potential Enhancements:
1. Reconfigure the intersection to improve operations and reduce confusions. Possible
alternatives are:
a. A modern roundabout may be evaluated with potential slip lanes and queue
detection to coordinate with the signal at Roosevelt Avenue and Alden Street to
improve operations.
b. Reroute Island Pond Road through the island to create a 90 degree intersection on
the curve with Roosevelt Avenue and provide a traffic signal.
c. Reroute Roosevelt Avenue through the island westerly to intersect with Island
Pond Road and provide a traffic signal.

Safety Issue #2. Sight Distance
Observations:
The audit team noted that there is limited sight
distance on Roosevelt Avenue westbound
approaching the intersection with Island Pond
Road due to the curvature of the roadway. The
curvature may contribute to angle crashes (39
percent – 9 crashes).
During the audit, a near miss was observed as
a vehicle was exiting a driveway on the
northeast side of the intersection.
Potential Enhancements:

1. Remove the tree located along
Roosevelt Avenue on the northern side adjacent to the residential driveway.
2. On Roosevelt Avenue northbound, install a W1-10c warning sign near the intersection of
Roosevelt Avenue and Island Pond Connector.
3. Provide adequate sight distance for the preferred alternative and consider advance
warning signs depending on the preferred alternative.
4. Review posted speed limit signage and local enforcement.
Safety Issue #3. Pedestrian Accommodations
Observations:
The audit team noted that there are high
volumes of pedestrians but there were no
pedestrians involved in a crash reported at this
intersection during the study period. The audit
team noted there are no crosswalks or crossing
treatments to access the memorial in the center
island of the intersection. The existing
sidewalks continuing south from the bridge
terminate on the eastern side of Roosevelt
Avenue at Island Pond Road. The audit team

Safety Issue #4. Bicycle Accommodations
Observations:
The audit team noted that there are no bicycle
facilities at the intersection; however, there
were several bicyclists observed riding on the
sidewalks and in the roadway. During the
study period, there were no reported crashes
involving bicyclists.
The audit team discussed the need to provide
bicycle facilities and a connected network of
facilities. The team discussed the potential for
narrowing travel lanes to provide bicycle
facilities.

Potential Enhancements:
1. Add bicycle facilities such as bike lanes along Roosevelt Avenue and Island Pond Road.

Safety Issue #5. Overlook Drive
Observations:
There were two reported crashes for vehicles exiting Overlook Drive onto Island Pond Road.
These crashes were assumed to be courtesy crashes where vehicles turning left onto or off of
Overlook Drive were navigating between vehicles queued. It was noted by team members that
residents complain about cut through traffic on Overlook Drive because it serves as an alternative
to congestion on Roosevelt Avenue and Island Pond Road. It was observed by the audit team that
Overlook Drive is stop-controlled with a stop sign. It was also noted that a high school will be
accessed from Overlook Drive once open and will lead to an increase in traffic volumes at this
location, most notably traffic may increase for left-turns onto Overlook from Roosevelt
southbound.
Potential Enhancements:
1. Install advance intersection warning sign (W2-2) on Island Pond Road.
2. Install a stop line on Overlook Drive.
3. Consider traffic calming measures on Overlook Drive to reduce cut through traffic.
4. Consider adding don’t block the box markings and “DON’T BLOCK THE BOX” signs at the
intersection of Island Pond Road and Overlook Drive to highlight the intersection for
southbound traffic and also prevent northbound traffic from blocking vehicles attempting to
enter or exit Overlook Drive.
Safety Issue #6. Maintenance and Drainage
Observations:
The audit team noted that the pavement is generally in fair condition; however, ponding occurs
near the bridge and on Island Pond Connector. In addition, the audit team noted that due to the
standing water potholes are common. Approximately 52% of reported crashes indicated the road
surface was wet, or covered in snow or ice.
Potential Enhancements:
1. Repair damage to pavement structure as necessary including filling of potholes and
sealing cracks.
2. Annually clean out catch basins.
3. Regrade Island Pond Connector to obtain positive drainage.

Safety Issue #7. Lighting
Observations:
The audit team noted that there are cobra-style light poles at the three corners of the island.
According to the reported crashes, nighttime crashes were stated as occurring on a dark but lit
roadway.
Potential Enhancements:
1. Evaluate installing additional lighting to illuminate the roadway and sidewalks at the
intersection.
Safety Issue #8. Pavement Markings and Signs
Observations:
The team noted the width of the roadway around the median is wide with few pavement markings
defining the number and use of lanes. The roadways around the median are striped with double
yellow center lines but no edge lines. Several crashes (13 percent – 3 crashes) were sideswipe
crashes where vehicles may have been trying to pass queued vehicles. The audit team noted that
a dotted center line would assist drivers by providing increased guidance at the intersection of
Roosevelt Avenue and Island Pond Road.
The audit team noted that drivers stopped on Island Pond Road traveling northbound have a
difficult time judging the direction of travel for Roosevelt Avenue southbound vehicles. The team
noted that adding a sign to inform drivers to use their blinker would inform northbound vehicles.
At this location, there were 6 crashes involving an Island Pond Road vehicle and southbound left
turning Roosevelt Avenue vehicle.
At the time of the audit there were no edge lines on the bridge between the study area
intersections; however, the City noted that they will be adding edge lines this year.
Potential Enhancements:
1. Install edge lines at the intersection roadway segments and extend dotted white edge lines
through the Island Pond Road intersection to guide drivers along Roosevelt Avenue.
2. Install a dotted yellow center line to delineate the path through the intersection of
Roosevelt Avenue and Island Pond Road.

Safety Issue #9. Young Drivers
Observations:
The audit team noted that the majority of drivers involved in the reported crashes (30 percent – 7
crashes) were between the ages of 21 to 29 years old. This is likely due to the high volume of
young drivers in the area from nearby colleges such as Springfield College.
Potential Enhancements:
1. Work with nearby colleges to education students on driver safety.

Vehicle lost control crossing the center line and striking vehicle head on
Vehicle turning left into Overlook Dr allowed traffic to exit and then
proceeded to turn left when it was struck by NB vehicle stating they did not
