Project Data
Nitsch Engineering has been retained by TEC, Inc. on behalf of BlueTarp reDevelopment, LLC to
complete a series of Road Safety Audits (RSAs) for the Massachusetts Department of Transportation
(MassDOT), which are associated with the design of a proposed MGM casino redevelopment in
Springfield, Massachusetts. MassDOT requested RSAs for eight locations in the vicinity of the proposed
MGM site, which is located in the City of Springfield and bounded by State Street to the north, Union
Street to the south, Main Street to the east, and East Columbus Avenue to the west. The Locus Map of the
study area, including the proposed MGM site and the eight RSA locations, is shown in Figure L-1.
This report outlines the sixth of the eight locations, referred to as “Main Street North”. Main Street North
is comprised of a corridor roughly 0.25 miles in length, which includes the following intersections:








Main Street at Frank B. Murray Street
Main Street at Gridiron Street
Main Street at Lyman Street
Main Street at Taylor Street / Hampden Street
Main Street at Fort Street
Main Street at Worthington Street
The RSA for Main Street North occurred on Wednesday, November 18, 2015. As indicated in Table 1 on
the next page, the audit team consisted of representatives from the City of Springfield, MassDOT Traffic
Operations and Highway Safety, TEC, Inc., Fuss & O’Neill, Pioneer Valley Planning Commission,
Springfield Department of Public Works, and Davenport Companies. The group observed operations with
respect to safety at the study intersections and this report documents the audit team’s findings. The RSA
agenda can be found in Appendix A. Contact information for the team members can be found in

Background
The Road Safety Audit (RSA) is one of the first steps in the design process as well as a necessary step for
the project to be eligible to receive Highway Safety Improvement Program (HSIP) federal funds for
construction, if applicable. Due to the nature of these RSAs in relation to the proposed MGM Casino
redevelopment, not all locations are HSIP eligible, however, they have been deemed high crash locations.
For Main Street North, the area between Gridiron Street and Taylor Street/Hampden Street is eligible for
HSIP funding.
The goal of the RSA is to identify potential safety issues that can be addressed with short-term
improvements, immediately or in the near future, and long-term improvements that can be incorporated
into a future design project.
The RSA is a multidisciplinary collaborative process by state, municipal, law enforcement, public works,
and design consultants. The process involves conducting a meeting to discuss current crash data and
safety issues at the site, visiting the site to discuss possible solutions that would improve safety, and
preparing a written report that outlines the safety issues discussed along with the costs and timeline for
implementing improvements.
Project Location and Description
The Audit Study Area Map of State Street North is shown in Figure 1. The existing conditions for each
study intersection are described below and aerial maps of each study intersection are shown in Figures 2
through 4.
Main Street North Corridor
The Main Street North corridor is roughly 0.25 miles in length and consists of a central business district
(CBD) with high pedestrian activity and significant parking maneuvers. The land use within the corridor
is primarily retail properties, which drives activity in the area. A significant amount of vehicle crashes
along the corridor involve sideswiping parked vehicles, or crashes attributed to executing parking
maneuvers.
Main Street is classified as an urban principal arterial that runs in a north-south direction through the
study area, with its northern terminus at the Chicopee City Line where it becomes Center Street, and its
southern terminus at West Columbus Avenue. The roadway is maintained by the City of Springfield and
has no posted speed limit in the vicinity of the intersection, however, the City notes a 30 mph speed limit
unless otherwise posted.
Main Street at Liberty Street
Main Street and Liberty Street intersect to form a four-way signalized intersection, with Main Street
approaching from the north and south, and Liberty Street approaching from the east and west.

Approaching from the south, Main Street consists of one exclusive left-turn lane, one exclusive through
lane, and one shared through/right-turn lane separated by a double yellow center line (DYCL) and median
from two departure lanes. A pick-up/drop-off lane for the Peter Pan Bus Terminal is present on the west
side of Main Street south of Liberty Street. Approaching from the north, Main Street consists of one
exclusive left-turn lane, one exclusive through lane, and one shared through/right-turn lane separated by a
double yellow center line (DYCL) and median from two departure lanes.
Approaching from the west, Liberty Street consists of one exclusive left-turn lane, one exclusive through
lane, and one right-turn lane, separated by a DYCL from one departure lane. Approaching from the east,
Liberty Street consists of one exclusive left-turn lane and one shared through/right-turn lane, separated by
a DYCL from one departure lane.
Liberty Street is classified as an urban minor arterial that runs in an east-west direction through the audit
area, with its western terminus at East Columbus Avenue and its eastern terminus at the Chicopee City
Line where it becomes Broadway Street. The roadway is maintained by the City of Springfield and has no
posted speed limit in the vicinity of the intersection, however, the City notes a 30 mph speed limit unless
otherwise posted.
TEC, Inc. evaluated the last four years of available crash data (2011 – 2014) from the City of Springfield
to establish a crash rate at the intersection to compare to the average Statewide crash rate1 of 0.80 per
Million Entering Vehicles (MEV), and the average crash rate for District 2, which includes the City of
Springfield, of 0.82 per MEV, for signalized intersections.
For the four year period of 2011-2014, a total of eight crashes were documented, yielding a crash rate of
0.31 per MEV, which is below both the Statewide and District 2 averages for signalized intersections.
Notably, four crashes included sideswipes with Main Street southbound vehicles and vehicles at the pickup/drop-off lane for the Peter Pan Bus Terminal.
Main Street at Frank B. Murray Street
Frank B. Murray Street is currently closed to traffic due to construction for the Union Station Project.
Main Street and Frank B. Murray Street intersect to form a three-way unsignalized intersection, with
Main Street approaching from the north and south, and Frank B. Murray Street approaching from the east.
For this intersection, Main Street operates freely with no control.
Main Street consists of two northbound and two southbound lanes, separated by median such that there
was no access to or egress from Frank B. Murray Street from Main Street southbound.
Frank B. Murray Street is classified as a local roadway that spans approximately 1,500 feet between Main
Street to the west and Chestnut Street to the east.

Main Street at Gridiron Street
Main Street and Gridiron Street intersect to form a three-way unsignalized intersection, with Main Street
approaching from the north and south, and Gridiron Street approaching from the west and is one-way
eastbound towards Main Street. Main Street operates freely with no control and Gridiron Street operates
under “STOP” control.
Gridiron Street is classified as an urban minor arterial that spans approximately 600 feet between East
Columbus Avenue to the west and Main Street to the east. The roadway is maintained by the City of
Springfield and has no posted speed limit along the roadway.
TEC, Inc. evaluated the last four years of available crash data (2011 – 2014) from the City of Springfield
to establish a crash rate at the intersection to compare to the average Statewide crash rate2 of 0.60 per
Million Entering Vehicles (MEV), and the average crash rate for District 2, which includes the City of
Springfield, of 0.68 per MEV, for unsignalized intersections.
For the four year period of 2011-2014, a total of seven crashes were documented, yielding a crash rate of
1.04 per MEV, which is above both the Statewide and District 2 averages for unsignalized intersections.
The crashes consisted of three angle crashes, two rear end crashes, and two involving
bicycles/pedestrians. The nine crashes involving vehicles striking the overhead portion of the railroad
bridge over Main Street adjacent to the intersection were not included in this total. The crash rate
calculation was combined with the intersection of Main Street at Lyman Street.
Main Street at Lyman Street
Main Street and Lyman Street intersect to form a three-way unsignalized intersection, with Main Street
approaching from the north and south, and Lyman Street due east from the intersection, as it operates as
one-way eastbound.
Lyman Street is classified as an urban minor arterial that spans approximately 0.4 miles between Main
Street to the west and Spring Street to the east.
For the four year period of 2011-2014, a total of nine crashes were documented, including four rear-end,
two angle, one head-on, and one involving a bicycle/pedestrian. The 16 combined crashes between the
Main Street at Gridiron Street and Main Street at Lyman Street intersections yielded a crash rate of 0.44,
which is below both the Statewide and District 2 averages for unsignalized intersections.
Main Street at Hampden Street/Taylor Street
Main Street, Hampden Street, and Taylor Street intersect to form a four-way signalized intersection, with
Main Street approaching from the north and south, one-way westbound Taylor Street approaching from
the east, and Hampden Street due west from the intersection, as it operates as one-way westbound.

Approaching from the north, Main Street consists of one exclusive through lane and one shared
through/right-turn lane, separated by a DYCL from one travel lane. From the south, Main Street consists
of one shared left-turn/through lane and one exclusive through lane, separated by a DYCL from one travel
lane. Approaching from the east, Taylor Street consists of one general purpose lane. Due west from the
intersection, Hampden Street consists of one travel lane.
Hampden Street is classified as an urban principal arterial that runs for approximately 600 feet between
Main Street to the east and East Columbus Avenue to the west. The roadway is maintained by the City of
Springfield and has no posted speed limit along the roadway.
Taylor Street is classified as an urban collector that runs for approximately one mile between Armory
Street to the east and Main Street to the west. The roadway is maintained by the City of Springfield and
has no posted speed limit along the roadway.
For the four year period of 2011-2014, a total of 20 crashes were documented, including five angle
crashes between Main Street southbound and Taylor Street westbound. The 20 total crashes yielded a
crash rate of 1.08, which is above both the Statewide and District 2 averages for signalized intersections.
Main Street at Fort Street
Main Street and Fort Street intersect to form a three-way unsignalized intersection, with Main Street
approaching from the north and south, and Fort Street due west from the intersection, as it operates as
one-way westbound.
Fort Street is classified as local roadway that spans approximately 500 between Main Street to the east
and East Columbus Avenue to the west.
For the four year period of 2011-2014, a total of five crashes were documented, including two rear-end,
one angle, one sideswipe, and one involving a bicycle/pedestrian. No crash rate was calculated.
Main Street at Worthington Street
Main Street and Worthington Street intersect to form a four-way signalized intersection, with Main Street
approaching from the north and south, Worthington Street approaching from the west, and Worthington
Street due east from the intersection, as it operates as one-way eastbound.
Approaching from the north, Main Street consists of one exclusive through lane and one shared
through/right-turn lane, separated by a DYCL from one travel lane. From the south, Main Street consists
of one shared left-turn/through lane and one exclusive through lane, separated by a DYCL from one travel
lane. Approaching from the west, Worthington Street consists of one general purpose lane. Due east
from the intersection, Worthington Street consists of one travel lane.
Worthington Street is classified as an urban minor arterial that runs for approximately 450 feet between
Main Street to the east and East Columbus Avenue to the west and approximately 1.2 miles to the east

and terminates at St. James Avenue. The roadway is maintained by the City of Springfield and has no
posted speed limit along the roadway.
Taylor Street is classified as an urban collector that runs for approximately 1.5 miles between East
Columbus Avenue to the west and St. James Avenue/Dartmouth Terrace to the east. Worthington Street
permits two-way travel east of Dwight Street. The roadway is maintained by the City of Springfield and
has no posted speed limit along the roadway.
For the four year period of 2011-2014, a total of eight crashes were documented, including five rear-end
collisions that occurred throughout the limits of the intersection. The 20 total crashes yielded a crash rate
of 0.44, which is below both the Statewide and District 2 averages for signalized intersection.

Audit Observations
Based on a summary of the existing crash information and the RSA site visit, audit participants identified
both corridor-wide safety issues and safety issues that were unique to each of the individual intersections.
The findings are summarized below.
Main Street North Corridor
The following deficiencies were noted to be corridor-wide issues:

Traffic Operations:
o
The signalized intersections along Main Street between Liberty Street and Court Street,
with the exception of the intersection at Boland Way/Harrison Street, are programmed to
operate within a coordinated system, however the coordination is currently switched off.
The coordinated system has no detection present except for the intersection of Main
Street at Liberty Street, and Main Street is running on maximum recall for all hours of the
day. The audit team agreed that the coordination, however, is not necessary due to the
CBD nature of the study area, with frequent vehicle stops throughout the corridor because
of crossing pedestrians, frequent parking maneuvers and PVTA bus traffic. The audit
team did, however, note that the maximum recall for Main Street may cause frequent
delays on the side streets when no Main Street traffic was present.
o
Several of the intersection approaches on Main Street contain two general purpose lanes,
which function differently based permission and volume of turning and through traffic.
Audit participants noted through vehicles would frequently weave to the left or right
throughout the corridor to circumvent the delay from turning traffic, which caused
conflict with other through traffic. The solid white lane line that defines the two general
purpose lanes extend past the limits of the parking area, creating a narrow lane in advance
of the intersection. Additionally, there is typically only one receiving lane through the
intersection.

Pedestrian Accommodations & Pavement Markings:
o
Although countdown pedestrian signal heads and push buttons are present, the pedestrian
facilities do not comply with the latest Americans with Disabilities Act (ADA) guidance
in several locations with respect to the pedestrian ramp slope, surface, and type and color
of detectable warning panels; type of pedestrian push buttons; depressions/trip hazards
along the sidewalks; and lack of present Accessible Pedestrian Signals (APS).
Non-standard pedestrian push button and


o
There is no concurrent pedestrian phasing at the one-way minor roadways located
throughout the corridor. The audit team noted concurrent pedestrian phases may not be
appropriate for all of the signalized intersections. The Main Street crossings operate with
exclusive pedestrian phases, of which the pedestrian interval may be insufficient.
Additionally, the audit team noted that pedestrians frequently push the button and cross
the roadway, wasting cycle time.
o
The crosswalk pavement markings and decorative pattern located inside the sidewalks are
severely warn or were removed as part of underground utility access.
Bicycle Accommodations:
o

Bicycle accommodations are not present throughout the corridor.
Drainage
o
Several catch basins inlets are clogged with debris and may not process stormwater.

Lighting
o
Decorative lighting is present throughout the corridor, but may not provide sufficient
illumination.
Main Street at Liberty Street

Access Management, Parking Signage, and Lighting:
o
Audit participants observed a significant quantity of pick-up and drop-off traffic on the
west side of Main Street departing the intersection with Liberty Street and adjacent to the
Peter Pan Bus Terminal. The width of the parking lane appears to be insufficient and
encroaches on the adjacent Main Street eastbound travel lane. Audit participants noted
that exiting vehicles from the pick-up/drop-off area on the east side of the terminal had
difficulty merging into Main Street eastbound due to the variable shoulder width and the
existing horizontal and vertical curves, as shown in crashes “N”, “W”, “AA” and “PP”.

o
Main Street southbound merge from two lanes to one lane can be difficult to observe
because the merge occurs at the location of the railroad bridge over Main Street and the
existing horizontal and vertical curves. Additionally, there is no merge signage.
o
The existing Peter Pan Bus Terminal signage along Main Street is missing, confusing to
drivers and is insufficient related to allowable duration, type of vehicles allowed, and
quantity of signage. According to the City of Springfield, there is to be no parking any
time from the intersection to 214 south of Liberty Street, where the taxi parking begins.
o
Lighting along the pick-up and drop-off area on the south side of Main Street adjacent to
the Peter Pan Bus Terminal is poor due to the presence of decorative lighting, which may
provide less illumination than a traditional lamp, and the infrequency of lighting fixtures.

Traffic Operations, Traffic Signal Equipment, and Pavement Condition:
o
There is a post-mounted four-section traffic signal head on the northeast corner of the
intersection to indicate a Liberty Street eastbound left-turn protected phase, however the
audit team observed no protected phase given the presence of vehicles waiting at the
approach. The City of Springfield indicated the protected phase should be active at this
approach. The post-mounted signal head should be supplemental to a five-section head
located on the mast arm.
o
One of the pedestrian heads on the southeast corner is not operational.
o
Some backplates attached to the existing signals are faded and/or broken.
o
The pavement on the Liberty Street eastbound approach is rutted, presumably due to the
significant amount of bus traffic from the Peter Pan Bus Terminal. As a result, the
pavement markings have been stretched and may result in ponding and icing.
Bicycle Accommodations:
o

Bicycle loops, pavement markings, and signage are present at the intersection, but bicycle
facilities are not present within the vicinity of the intersection.
Pedestrian Accommodations:
o
An exclusive pedestrian phase is present, however many pedestrians were observed
crossing during the “Don’t Walk” phase. Audit participants observed a significant
vehicle-pedestrian conflict with buses from the Peter Pan Bus Terminal traveling
eastbound on Liberty Street and turning right onto Main Street southbound with
pedestrians crossing Main Street on the south side of the intersection during the “Don’t
Walk” phase. This is exacerbated by the presence of an eastbound right-turn overlap
phase and the limited sight distance available turning right due to the presence of an iron
fence located at the back of sidewalk.

o
The pedestrian signal push buttons and signal heads are not compliant with current
standards. Pedestrian countdown displays are not present.
Main Street at Frank B. Murray Street

Frank B. Murray Street is currently closed to traffic due to construction for the Union Station
Project and will be reconstructed as part of the Union Station project.
Main Street at Gridiron Street

Traffic Operations, Signage, and Lighting:
o
The DYCL along Main Street breaks at Gridiron Street, though there is no left-turn
permitted into or out of Gridiron Street.
o
Audit participants noted crashes “U”, “EE”, “JJ”, and “MM” that included vehicles
striking the overhead portion of the railroad bridge over Main Street on its north side and
crashes “K”, “Q”, “KK”, “LL”, and “RR” for crashes on its south side. The bridge
clearance signing is insufficient – the sign is extremely small, the text is only legible only
in close proximity, and the sign is not properly illuminated. Lighting in the vicinity of
the bridge is also poor due to the presence of decorative lighting, which may provide less
illumination than a traditional lamp. Furthermore, no signage is provided in advance of
the bridge to designate an alternative route should the vehicle not meet the proper vertical
clearance. We note that bridge and all abutments that are not physical roadway are under
the jurisdiction of MassDOT.

Main Street at Lyman Street

Pedestrian Accommodations:
o
There is limited sight distance available from Main Street southbound approaching the
pedestrian crossing on the north side the intersection due to the relatively low clearance
and the shadow cast by the railroad bridge over Main Street, approximately 150 feet

north of the crossing. Furthermore, vehicles may not correctly observe a pedestrian in the
crosswalk due to adjacent parking located on both the west and east sides of Main Street,
and the lack of crosswalk warning signage in advance and at the intersection.
Main Street at Hampden Street/Taylor Street


Traffic Operations, Sight Distance, and Visibility:
o
Taylor Street westbound is intended for one intersection approach lane, however no
pavement markings or signage are present. Motorists may use the approach as two lanes,
which could cause vehicle conflict. Crash “10” could be attributed to this condition.
o
The intersection sight distance (ISD) looking right from the Taylor Street westbound is
impeded by the presence of a building on the northeast corner. This could cause conflict
with adjacent pedestrians and bicycles. Crashes “2”, “3”, “5”, “8”, “9”, and “19” could be
attributed to this condition. Additionally, the ISD looking left from Taylor Street
westbound may be difficult due to the presence of a building on the northwest corner and
parking on the east side of Main Street. Crash “11” could be attributed to this condition.
o
The “Do Not Enter” signage for Taylor Street is blocked by an adjacent pedestrian signal.
Pedestrian Accommodations:
o

Potential Safety Enhancements
Following review of crash data and traffic counts and a discussion of potential safety issues, audit
participants recommend the following.
Main Street North Corridor

Investigate the coordination and addition vehicle detection along the corridor and reprogram the
recall mode to reduce delays along the side streets when no Main Street traffic is present.

Evaluate the lane utilization of the two general purpose lanes located throughout the corridor and
install R3-8 lane utilization signage and pavement markings. Trim the solid white lane line to not
extend past the limits of the parking area.

Replace or repair all necessary pedestrian facilities, including but not limited to, pedestrian
ramps, detectable warning panels, signal heads, push buttons, and sidewalk surfaces. Install
Accessible Pedestrian Signals (APS).

Reapply faded crosswalk markings.

Explore the use of concurrent pedestrian phasing at the signalized pedestrian crossings located
throughout the corridor, particularly at the one-way streets.

Examine the pedestrian interval timings and increase, if necessary.

Investigate the installation of exclusive bicycle lanes on both sides of Main Street via narrowing
the existing vehicle travel lanes. Bicycle shared lane markings (“sharrow”) may be marked at the
intersections were there are two general purpose lanes.

Clear debris from existing catch basins inlet.

Examine the use of additional lighting fixtures to supplement the existing decorative lighting,
and/or replace the lighting housings in the current fixtures.
Main Street at Liberty Street

Examine the width of the existing parking lane on the west side of Main Street south of Liberty
Street adjacent to the Peter Pan Bus Terminal and restripe the lane and shoulder markings to
provide additional width, if necessary. Provide additional signage and striping to aid in vehicles
exiting the pick-up/drop-off area.

Merge the lanes along Main Street southbound from two lanes to one lane prior to the railroad
bridge over Main Street and the existing horizontal and vertical curves, and furnish merge
signage.

Provide better signage along the Peter Pan Bus Terminal pick-up/drop-off area to specify the
allowable duration, type of vehicles allowed.

Replace the non-operational pedestrian signal on the southeast corner.


Repair the pavement and replace markings at the Liberty Street eastbound approach due to
rutting.

Investigate the use of concurrent pedestrian phasing for the Main Street crossing on the south side
of the intersection. If implemented, install a R10-15 ‘Right Turns Yield to Pedestrians’ signage.

Replace the pedestrian signal push buttons and signal heads for compliance with current
standards and install APS.
Main Street at Gridiron Street

Continue the DYCL along Main Street to extend past Gridiron Street.

Provide enhanced warning signage at the railroad bridge over Main Street, including increased
size, letter height, and background lighting. Provide advanced signage in advance of the bridge
for alternate routes for vehicles that may be higher than the clearance. Evaluate intelligent
feedback systems aimed at warning oversized vehicles in advance of the bridge structure.
Main Street at Lyman Street

Provide advanced warning of the crosswalk located across Main Street on the north side of the
intersection.

Install a curb extension, or “bump-out”, to increase the visibility of pedestrians from the parking
areas on the east and west sides of Main Street.
Main Street at Hampden Street/Taylor Street

Add “No Turn on Red” signage for Taylor Street westbound.

Provide striping along the Taylor Street westbound approach to properly define one approach
lane.

Provide additional all-red and “Don’t Walk” clearance time at the intersection to address the
limited intersection sight distance looking right from the Taylor Street westbound.

Relocate the “Do Not Enter” signage for Taylor Street such that it is not blocked by the adjacent
pedestrian signal.

Furnish an additional pedestrian signal post adjacent to the crosswalk, provide a pedestrian push
button, relocate existing pedestrian signal, and provide a detectable warning panel at the
crosswalk terminus.

Evaluate the duration of the pedestrian clearance interval and increase the allocated time, if
necessary.
Main Street at Fort Street

Remove existing “One Way” and street name sign and replace with signage that is compliant with
current standards.
Main Street at Worthington Street

Provide an additional “Do Not Enter” sign on the northeast corner of the intersection to prohibit
westbound travel west of the intersection.
Summary of Road Safety Audit
TEC, Inc. has retained Nitsch Engineering to prepare this RSA for MassDOT for the Main Street North
corridor. As part of the RSA process going forward, each of the potential safety enhancements is
classified by time frame and cost, as shown in Table 2.

Street EB. MV2 was backing up westerly (the wrong way) on
Lyman Street. MV2 backed into MV1 as MV1 turned onto
Lyman Street EB.

MV1 operating Main Street SB when it attempted to pull over
to the curb to park in front of 1666 Main Street. A pedestrian
was standing in the street waiting for the bus where MV1 was
intending to park. The pedestrian refused to move because
that spot is not a legal parking spot; it's a bus stop. MV1
continued moving forward until it struck the pedestrian &
forced him up onto the hood of the car. MV1 then fled Main
Street SB.

snow bank in front of Peter Pan Bus Station after overcorrecting due to slippery driving conditions. After impact,
MV1 flipped over onto the drivers' side of car.

MV1 was pulling onto Main Street SB from an on-street
parking spot near 1680 Main Street when it was struck by
MV2. MV2 was operating Main Street SB. MV1 failed to yield
the right-of-way to MV2.

MV1 & MV2 both operating Main Street SB. MV1 was slowing
in traffic outside of 1550 Main Street when it was rear-ended
by MV2. MV2 pushed MV1 into another vehicle in front of it.
That vehicle left the scene because it did not sustain any
damage. MV2 claims an unidentified vehicle rear-ended it,
pushing it into MV1.

MV2 (Peter Pan bus) was exiting rear parking lot of 1776 Main
Street onto Liberty Street EB when it collided with MV1. MV1
was operating Liberty Street EB. MV2 was taking up both EB
travel lanes with its turn, so MV1 decided to cross the doubleyellow lines into the WB travel lanes to go around MV2. That
is when MV1 & MV2 made impact. MV1 fled the scene when
MV2 called the police. Police later tracked down MV1
operator who said she fled because she was scared.

stopped in traffic when it was rear-ended by MV2 (PVTA bus)
outside of 1597 Main Street.
