BACKGROUND:
S4C was a response to the fact that only 10% of entering Cabrillo students assess as ready for college level
English and math. In May 2012, the S4C initiative was formalized by creating a grant-funded project within
the CEED division at Cabrillo, with business instructor Ray Kaupp reassigned to lead the project. Since
then, funding sources have been identified and a budget developed, staffing contracted and assigned,
strategies developed, and activities planned to advance the S4C agenda of improving career and college
readiness and completion of students in Santa Cruz County.
Approach: Based on the theory of collective impact, S4C operates as collaboration among educators,
employers, civic, and community organizations. The strategy is to (1) get students onto a pathway; (2) align
our efforts with employer needs, curricular sequences, and best practices; and (3) measure and adjust as
needed.
Resources: As of 10/1/12, S4C had booked $1.25M of funding from multiple CTE and infrastructure grants.
Staffing totals six contractors and temp-hourly employees, with recruitment underway to convert one temphourly to a full time program coordinator, and a second recruitment to backfill our work-based learning
program coordinator. S4C is housed in building 2100B, adjacent to the Small Business Development
Center.
Implementation: Overall direction of S4C is by a steering committee, comprised of leadership from Santa
Cruz County K-12 districts, the County Office of Education (COE), Cabrillo, and the universities. Most of the
work of S4C is done in collaboratives—shared-interest problem solving groups that cross institutional
boundaries, among K-12 districts, Cabrillo, UCSC, CSUs, and the County Office of Education. Currently
there are standing collaboratives focused on CTE, counseling, English, math, and data reporting.
Key Projects: Among current S4C activities, the most visible projects are:
 AB790 Linked Learning: Our collaboration was selected as one of 20 sites in California to pilot a new
approach to high school instruction that promises improved college and career readiness.
 English and math Collaboratives: Planning is underway for the third meeting among K-12 and college
English and math faculty, to develop recommendations to improve college readiness of county high
school graduates.
 Data Integration: All S4C member institutions are integrating student outcome data through CalPASS.
 Middle School Event: UCSC is piloting a Spring event for middle school students, on the UC campus.
 Samper 4th Grade Experience: The second annual visit of every 4th grader in the county to the Cabrillo
campus is scheduled for May 17th.
 S4C Website: The S4C web site at sccommits.org is under continuing development.
