who serves the maritime community with total commitment to ensure safe, secure and efficient
shipping on clean oceans,
whose leadership ensures that the International Maritime Organization remains the primary
forum for the adoption of global maritime rules,
whose dedication to global co-operation is reflected in his unwavering efforts to ensure that the
IMO International Maritime Law Institute contributes to the International Maritime
Organization’s objective of building capacity for the effective implementation and enforcement
of international maritime rules,
