OVERVIEW AND SCRUTINY UPDATE
Summary:
This report updates the Committee on progress with topics in its
agreed work programme (attached at Appendix C) and invites
Members to identify any arising items for future meetings. The
Scrutiny Committee’s working style and role is attached at
Appendix D.
Conclusions:
That progress is being made in some areas, others need to be
monitored and opportunities for scrutiny should be discussed.
Recommendations:
That Members should consider any follow-up actions required
on these topics.

1. Business Support
This item is on the agenda at the request of Members. At the meeting held on 14 December
2010 the Committee commended the performance figures for Business Support and asked
that the Economic and Tourism Development Manager and the North Norfolk Learning and
Skills Manager should attend a meeting to make a presentation about their work.
2. Domestic Violence
At the request of Cabinet the internal Domestic Abuse Policy did not go to committee.
Human Resources are producing guidance for staff rather than a policy.
3. North Norfolk Youth Voice and Youth Inclusion Strategy
It has been suggested, in discussion with the Chairman, that the North Norfolk Youth Voice
and Youth Inclusion Strategy should be included as a 6-monthly update on the Overview
and Scrutiny Committee Work Programme. In the current Corporate Plan one of the stated
values of the Council is “We will help and encourage people of all ages to become active in
their local communities and we will create opportunities for them to participate in and
influence decisions affecting their quality of life”. Regular participation from the North Norfolk

Youth Voice would significantly contribute towards this aim and Members are requested to
agree to this addition to the Committee’s Work Programme.
4. Annual Equalities Report
The Annual Equalities Report was originally on the Overview and Scrutiny Committee Work
Programme. As part of a review of reporting equalities outcomes it was agreed some time
ago that rather than prepare a separate or freestanding report; that future reporting on key
equality indicators and outcomes would be incorporated within the annual report of the
Council as co-ordinated by the Policy & Performance Management Officer. This report is
published in July of each year. More recently following the passing of the Equalities Act
2010 there is a requirement that local authorities should publish key equalities data by 31st
July of each year. The Community Liaison Officer is therefore working with the Policy &
Performance Management Officer to ensure that the Council meets its obligations for
reporting through the annual report, which is usually signed off by Cabinet.
7. Norfolk County Strategic Partnership Joint Overview and Scrutiny Panel
A report from the most recent meeting of the Norfolk County Strategic Partnership Overview
and Scrutiny Panel held on 12 January 2011 is attached at Appendix E.
8. Active Communities Restructure
At the special meeting of the Committee on 18 February 2011 Members resolved to receive
a report on the Active Communities restructure. This has been scheduled for 20 July 2011.
