Council Working Group to review the ITU Structure (Resolution 106, Marrakesh 2002)

Dear Sir, Madam,
By Resolution 106 (Marrakesh, 2002) the Plenipotentiary Conference instructed the Council
to establish a group open to Member States and Sector Members to review the ITU
structure. However, as stated in the Resolution, when considering its conclusions and
recommendations, the meetings of the group shall be limited to Member States. The terms of
reference of the Group are as follows:
“On the basis of the annex to this resolution and contributions by Member States and
Sector Members:
a)
review the functions of the three ITU Sectors in the light of the changes that
have occurred in the operation and regulation of the telecommunication sector
at the national level, and define the respective roles of the ITU constituents;
b)
consider the obligations of Sector Members that are not authorized operating
agencies and recommend appropriate measures;
c)
study the current structure, working methods and procedures of the ITU
Sectors and make recommendations as appropriate;
d)
submit a report to the Council containing in particular draft texts of the related
modifications to the Constitution and the Convention that may be used by
Member States in preparing their proposals to the next plenipotentiary
conference”
At its session in May 2003 the Council, by Resolution 1208, created several working groups
with terms of reference consistent with Resolutions 106, 108, 109 and 110 of the ITU
Plenipotentiary Conference (Marrakesh, 2002).
I have the pleasure to inform you that I have been nominated to chair the Working Group to
review the structure of the ITU. The Secretary will be Mr. D. J. Goossen assisted by Mr. A.

Dore. The activities of the four working groups dealing with PP-02 Resolutions 106, 108, 109
and 110 will be coordinated by Ms. J. Doran (Canada).
In accordance with Resolution 106 (Marrakesh, 2002) and Council Resolution 1208, I have
the honour to invite you to participate in the work of this Group. In this respect, I would kindly
ask you to designate a representative to take part in the work of the Group. I should
appreciate it if you could inform the Secretariat at the following e-mail address not later than
Monday 15 December 2003: coordinationunit@itu.int; please include in the subject header
the words "subscribe cwg-structure" and in the body text complete contact details for each
participant designated. Once the list of participants is established, a mail reflector will be
created for use by the Group.
On a final note, I should like to inform you that an informal meeting between Chairmen of the
Council 1208 Resolution Working groups was held on 31 October 2003. It was stated during
that meeting, that the PP-02 Resolution 106 Working Group will need to convene physical
meetings during the period 2004-2005. Due to budgetary constraints, I will endeavour to
schedule these meetings to coincide with other ITU meetings. It is envisaged to hold the first
meeting of this group during the first half of 2004.

disposal, as do Messrs. Dirk Jan Goossen and Antoine Dore for any further clarification or
information you may need.
