Benefits under Council Service :
a. These posts carry usual allowances i.e. Dearness Allowance (DA), House Rent
Allowance (HRA), Transport Allowance (TA) etc. as admissible to the central
government employees and as made applicable to CSIR. Council employees are also
eligible for accommodation of their entitled type as per CSIR allotment rules
depending on availability in which case HRA will not be admissible.

b. In addition to the emoluments indicated against each category of posts, benefits such
as reimbursement of Medical Expenses, Leave Travel Concession, Conveyance
advance and House Building Advance are available as per rules of CSIR.
General Conditions / Information :
a. The appointment is under Council of Scientific & Industrial Research (CSIR) which is
an Autonomous Body.
b. The applicant must be a Citizen of India.
c. All the positions are exclusively reserved for Persons with Disabilities (PWD) fulfilling
the eligibility conditions prescribed under GoI instructions.
DEGREE OF DISABILITY FOR RESERVATION : Only such persons would be
eligible for reservation in services/posts who suffer from not less than 40 percent of
relevant disability. A person who wants to avail the benefit of reservation would have
to submit a Disability Certificate issued by a Competent Authority in the prescribed
format.
d. SC/ST/OBC/PWD candidates are required to produce the ORIGINAL certificate in the
prescribed format signed by the specified Authority at the time of interview for
verification. The OBC candidate should produce the prescribed updated certificate
valid for appointment of posts under the Central Government.
e. The date for determining the upper age limit, qualifications and/or experience
shall be the closing date prescribed for receipt of Application completed in all
respects i.e. 31st August, 2015.
f. The period of experience shall be counted after the date of acquiring the
minimum qualification prescribed for the Post.
g. He/She will be governed by the “New Pension Scheme” based on defined
contributions for new entrants recruited in Central Government Services on
or after 1-1-2004, as adopted by CSIR for its employees. However,
persons selected from
other
Government Departments/Autonomous
Bodies/Public Sector Undertakings/Central Universities having Pension
Scheme on GoI pattern will continue to be governed by existing Pension
Scheme, i.e. CCS (Pension) Rules, 1972.
h. Age relaxation of 5 years will be permissible to those who had ordinarily
been domiciled in the Kashmir division of the State of Jammu & Kashmir
during the period from 1.1.1980 to 31.12.1989 subject to production of
relevant certificate from concerned authority.
i. Candidates belonging to Ex-Servicemen will be eligible for relaxation of
upper age limit as per Government of India Orders applicable to them.
j. Relaxation in age limit up to 5 years may be allowed to regular CSIR/Council/
Government/Autonomous Bodies/Public Sector employees in accordance with the
instructions and orders issued by the Government of India from time to time in this
regard . For Post Code – 3VU-LIB, 3HT-CH, 3OU-PH & 3OB-EL.
k. Relaxation in age, over and above the stipulated limit, educational qualification and/or
experience may be considered in case of exceptionally meritorious candidates or if
sufficient number of candidates possessing the requisite qualification and/or
experience are not available to fill up the posts.

l. No upper age limit for departmental candidates (CSIR employees) for the posts
under Post Code – AGOU and JSOU.
m. Upper age limit is relaxable up to the age of 35 year (upto 40 years for members of
Scheduled Castes/Scheduled Tribes and up to 38 years for members belonging to
the Other Backward Classes in respect of the posts reserved for them) for Widows,
divorced Women and Women judicially separated from their Husbands who are not
remarried,. The person claiming age relaxation under this sub-para would be
required to produce following documentary evidence :

In case of divorced Women and Women judicially separated from their husbands,
a certified copy of the judgment/decree of the appropriate Court to prove the fact
of divorce or the judicial separation, as the case may be, with an Affidavit in
respect of divorced Women and they have not remarried since.
n. Outstation candidates found eligible & called for interview will be paid to
and fro single second class rail fare/ordinary bus fare from the normal place
of their residence or that declared in the application or from the actual place
of undertaking the journey, whichever is nearer to the place of the interview
as per rules.
o.The Director, CSIR-CIMFR reserves the right to not to fill the post. The
decision of Director, CIMFR, in all matters of recruitment for aforesaid post
will be final & binding on all the applicants.
3.
Mode of selection
The prescribed Essential Qualifications are a bare minimum and mere
possession of same will not entitle a candidate to be called for interview. Where
number of applications received in response to the advertisement is large, it
may not be convenient or possible for the Institute to interview all the
candidates. The Institute may restrict the number of candidates to be called
for
interview to a reasonable limit, on the basis of qualifications and
experience higher than that of the minimum prescribed in the advertisement
and/or performance in the written test. The candidates should, therefore,
furnish all the qualifications and experience possessed in the relevant field,
over and above the minimum qualifications prescribed.
4.

format (appended below) published in the Employment News may also be submitted
on A4 sixe thick/Xerox paper.

i v . Applications received after the due date and applications that are incomplete are
liable to be rejected. The Institute will not be responsible for any delay
whatsoever (such as envelopes wrongly address, postal delay, delivered elsewhere
etc.)
v. If any document/certificate furnished is in language other than Hindi and
English, a transcripts of the same duly self-attested is to be submitted.
vi. Any discrepancy found between the information given in application and as
mentioned in Original documents will make the candidate ineligible for appearing in
interview and subsequent appointment . Such candidate will not be paid any fare for
the purpose.
vii. Application for appointment on Lien/Deputation will not be considered.
