The impact of rising states on existing hegemonic powers – historical precedents (e.g. Wilhelmine
Germany) and current challenges
Topics for discussion:
1. How similar are the international contexts of the rise of Germany at the end of the
19th century and the rise of China et al at the beginning of the 21st?
2. What, if any, valid generalizations can be derived from a comparison of them for the foreign
policies of Germany and China?
3. What do the BRICSAM states have in common?
4. Do these commonalities indicate similarities in their domestic politics and foreign policy?
