EXECUTIVE SUMMARY
McCormick Rankin Corporation, on behalf of the Regional Municipality of York in partnership
with the Toronto Transit Commission and the City of Toronto, is undertaking a Conceptual
Design and Functional Planning Study for a proposed extension of the Yonge Street subway. As
such, Ecoplans Limited has been retained by MRC to conduct a Contamination Overview Study
in support of the transit improvements to the Yonge Street subway, which include alignment
alternatives, station locations and associated facilities.
Based on the findings of this report, broad areas of potential environmental concern (APECs) are
identified by Ecoplans. The red highlights on Figure 3A through Figure 3E illustrate the
areas/activities that could result in potential soil and/or groundwater contamination. These areas
are also briefly discussed in this section.

Area 1 – This area consists of commercial activities located on the east side of Yonge
Street between High Tech Road and Westwood Avenue. According to information
obtained through Ecolog ERIS, fuel storage tanks and pesticide storage are located in
this area.
Area 2 - This area consists of commercial/industrial activities located on the east side
of Yonge Street between Highway 407 and Thornheights Road. According to
information obtained through Ecolog ERIS, fuel storage tanks, registered waste
generators and manufacturing facilities are located in this area.
Area 3 – This area consists of commercial activities located on the east and west sides
of Yonge Street between Colonsay Road and Kirk Drive. According to information
obtained through Ecolog ERIS, numerous fuel storage tanks and registered waste
generators are located in this area.
Area 4 – This area consists of commercial activities on the east and west sides of
Yonge Street between Elgin Street and Centre Street. According to information
obtained through Ecolog ERIS, numerous fuel storage tanks and registered waste
generators are located in this area.
Area 5 – This area consists of commercial facilities on the east and west sides of
Yonge Street between Clark Avenue and Ontonabee Avenue. According to
information obtained through Ecolog ERIS, numerous fuel storage tank, registered
waste generators and pesticide storage sites are located in this area.
Area 6 - This area consists of commercial facilities on the east and west sides of Yonge
Street between Holmes Avenue and Centre Avenue. According to information
obtained through Ecolog ERIS, numerous fuel storage tank, registered waste
generators, pesticide storage sites and manufacturing facilities are located in this area.
Recommendations
It is recommended that a subsurface investigation (i.e. boreholes) be performed for the APECs
identified prior to construction to determine the presence or absence of environmental impacts to
soil and groundwater, and to assess the appropriate management of excess materials
(contaminated and non-contaminated). The subsurface investigation can be performed in
coordination with the geotechnical investigation, where feasible. The number and depth of
boreholes required for each APEC identified will need to be determined on a case-by-case basis,
and should take into consideration the proximity of the preferred route to land use activities

suspected of having a potential for site contamination, the depth of proposed cuts, and geologic
and hydrogeologic conditions.
Based on the results of the subsurface investigation and the proposed earthworks excavations, an
Excess Materials Management Plan (EMMP) should be developed prior to, and implemented
during construction. The purpose of the EMMP is to provide a pragmatic approach to managing
excess materials and groundwater generated during construction of the Yonge Subway with due
regard to environmental regulations and guidelines (Ontario Regulation 347, Ontario Regulation
153/04, OPSS 180, and municipal sewer use by-laws). Excess materials that could be typically
encountered during construction include earth and rock (contaminated and non-contaminated),
concrete, asphalt and other extraneous solid material; and groundwater (contaminated and noncontaminated).
Construction Impacts - as discussed above, the EMMP will be developed prior to construction to
provide a mitigation strategy to effectively manage any contaminated excess materials (both soil
and groundwater) encountered during construction. In addition to managing contaminated
materials generated during construction, it is equally important to ensure that off-site
contamination (i.e. contamination outside of the subway corridor excavation area) does not
migrate back into the corridor. This may require engineered containment barriers/walls such as
grout curtains and sheet piling; and/or hydraulic traps to contain, capture and treat contaminant
plumes. These requirements must be integrated into the detail design of the subway corridor.
Operations and Maintenance Impacts - depending on the whether there is a need to design and
install any engineered contaminant barriers along the subway corridor (as outlined above), there
will be associated long term operation and maintenance of the containment barriers which must
be integrated into the operations and maintenance of the subway corridor.

INTRODUCTION
McCormick Rankin Corporation (MRC), on behalf of the Regional Municipality of
York in partnership with the Toronto Transit Commission (TTC) and the City of
Toronto, is undertaking a Conceptual Design and Functional Planning Study for a
proposed extension of the Yonge Street subway. As such, Ecoplans Limited
(Ecoplans) has been retained by MRC to conduct a Contamination Overview Study
(COS) in support of the transit improvements to the Yonge Street subway, which
include alignment alternatives, station locations and associated facilities. Part of the
process prior to commencing transit improvements includes determining the presence
and significance of any actual or potential site contamination within the study area,
which could have an impact on construction activities.
A COS is intended as a “broad level assessment” of actual and potential sources of site
contamination within a given area, and is based solely on the known current and former
land uses/activities and secondary source information. This study is not a full
environmental liability assessment of each property potentially impacted by the
undertaking, and it does not constitute a Phase I Environmental Site Assessment (ESA)
as defined by the Canadian Standards Association (CSA Z768-01), and Ontario
Regulation 153/04 (O.Reg. 153/04).
1.1
Project Objective
The principle objective of this COS is to identify areas/properties with actual or
potential site contamination, which may impact construction activities.
For the purposes of this study, contamination is defined as a material or condition
present in the soil, groundwater, surface water, air or building materials that may have
an adverse effect on human health or the environment.
1.2
Proposed Works
The scope of work undertaken to complete this study included the following tasks:

Records Review

Review of Physiographic, Geological and Hydrogeological Maps and Reports – to
identify the general physiography, geology and hydrogeology within and
surrounding the study area in an effort to understand the fate of any actual or
potential site contamination.
•
Review of Existing Reports – to review any relevant environmental information
previously collected for the study area.
•
Review of Aerial Photographs – to identify areas of potential environmental
concern within and adjacent to the study area.
•
Review of Ministry of the Environment (MOE) Data – to review any previously
collected information on former waste disposal sites, former coal gasification
plants, brownfield sites registered under the Environmental Bill of Rights Registry
(EBR), and polychlorinated biphenyl (PCB) storage sites located within the study
area.
•
Review of Private Source Data – to provide relevant information on private and
retail fuel storage tanks, automotive wrecking and supply facilities, Andersons

waste disposal sites (including Certificates of Approval), and O.Reg. 347 registered

2.0
PHYSICAL SETTING
2.1
Location and Size
January 2009
The transit project is an underground 6.5 km, six subway station extension of the
Yonge Street subway from its terminus at Finch Station in the City of Toronto to a
proposed terminus in the Richmond Hill Centre (hereafter referred to as “study area”).
For the purposes of this COS, the study area is bounded to the north by Bantry Avenue
and to the south by Finch Avenue, and covers an east-west distance of approximately
500 metres from the centre-line of Yonge Street.
Figure 1 illustrates the study area location.
2.2
Current Land Use
The City of Toronto Land Use Map 16 (August 2007) identifies the study area south of
Steeles Avenue as being “Mixed Use” along Yonge Street, surrounded by
“Neighbourhood Use”. The designation of “Mixed Use” includes a mixture of
commercial/retail and residential land use. The Region of York classifies the land use
along Yonge Street north of Steeles Avenue as “Mixed Density Residential”, and
“Commercial”.
2.3
Topography and Drainage
The surficial topographic relief within and surrounding the study area is flat to gently
sloping, with a southward decrease in elevation towards Lake Ontario. The average
ground surface elevation ranges from 230 m above sea level (ASL) in the north portion
of the study area, to approximately 185-190 m ASL in the south.
The study area is located within the Don River Watershed. The East Don River crosses
Yonge Street approximately 1.5 km south of the Highway 407 interchange, with a
tributary crossing directly though (underneath) the interchange. Another tributary of
the East Don River is enclosed in a pipe and flows southeast underneath Yonge Street
north of Steeles Avenue.
On a local scale, water runoff and precipitation is discharged to roadside drainage
ditches, storm sewers, or local watercourses.
2.4
Physiography
According to Chapman and Putnam’s “The Physiography of Southern Ontario”
(1984), and the Ministry of Natural Resources (MNR) Map 2226 “Physiography of
South Central Portion of Southern Ontario” (1972), the study area is falls within the
physiographic region known as the Peel Plain. The Peel Plain is a level-to-undulating
tract of clay soils and covers an area of approximately 777 km2. Many rivers and
streams drain this region, and swamps and bogs are not common. Much of the Peel
Plain has been modified by a veneer of clay.
2.5
Geology
2.5.1
Overburden Geology
An investigation of hydrogeological conditions was conducted along Yonge Street
from Steeles Avenue to 19th Avenue/Gamble Road, by Jagger Hims Limited in April
2003. According to secondary source information and field data collected, the study
area primarily consists of surficial deposits of Newmarket Till. Newmarket Till is

composed of dense sandy silt to sand. Fluvial deposits of sand, clay and muck are
identified in the vicinity of the East Don River and its associated tributaries.
2.5.2
Bedrock Geology
According to the Ontario Geological Survey (OGS) Map 2544 “Bedrock Geology of
Southern Ontario” (1991), the study area is underlain by the Georgian Bay Formation.
This formation is dominated by shales, but also has interbeds of limestone and
siltstone.
2.6
Hydrogeology
2.6.1
Overburden Aquifer
Newmarket Till
South of the Oak Ridges Moraine (ORM), Newmarket Till is the primary surficial
deposit. This unit is capable of producing only limited quantities of water, and acts as a
confining layer to the sands and gravels of the (deeper) Thorncliffe Formation.
Available groundwater in this till unit likely occurs in fractures caused by wetting and
drying, and in sand and gravel lenses. The frequency and size of fractures will
typically decrease with an increase in depth. Due to the generally fine-textured
composition of the Newmarket Till, and the predominance of paved surfaces,
infiltration and recharge is expected to be low within the study area.
2.6.2
Bedrock Aquifer
According to Singer et al (2003), the Georgian Bay hydrogeologic unit is the main
bedrock aquifer within and surrounding the study area.
This unit consists
predominantly of blue-grey shales with minor limestone and siltstone interbeds, and is
generally regarded as a poor source of groundwater. The pore spaces in the dense
shales of this hydrogeologic unit have relatively poor interconnections, and do not
readily dissolve or fracture thus limiting its porosity.

RECORDS REVIEW
3.1
Existing Reports
January 2009
Ecoplans reviewed a contaminated property report prepared by Golder Associates Ltd
(May 2003) for an Individual Environmental Assessment (EA) in York Region. The
Individual EA was completed as part of the York Rapid Transit Plan, to assess route
options along the Yonge Street corridor between Steeles Avenue and 19th Avenue. The
purpose of the Golder report was to identify potential sources of contaminated
materials along proposed routes being considered for future expansion of transit
services. A summary of the key findings is presented below:
•
Three spill records were identified along Yonge Street between Centre Street and
Highway 7. The spills were related to the release of coolant or diesel fuel.
•
Nine fuel storage tank records were identified through the Technical Standards and
Safety Authority (TSSA) for 24 aboveground or underground storage tanks (ASTs
or USTs) located along Yonge Street between Steeles Avenue and Bantry Avenue.
•
37 properties with the potential for site contamination were identified along Yonge
Street between Steeles Avenue and Bantry Avenue, during a visual reconnaissance.
21 properties were rated as having a high potential for contamination based on the
nature of the land use and activity/operation observed, proximity to Yonge Street,
and due diligence issues.
The report made no recommendations for further environmental investigation.
3.2
Aerial Photographs
Ecoplans reviewed historical aerial photographs of the study area for the year 1946,
1949, 1951, 1954, 1969, 1974, 1981 and 1988. The aerial photographs were obtained
from the National Airphoto Library (NAPL) in Ottawa, Ontario. Ecoplans also
reviewed aerial images for the year 2007, on Google Earth Pro.
Ecoplans did not identify any sources of potential site contamination within the study
area that were exclusive to the aerial photograph review.
A summary of the observations made during the aerial photograph review are presented
in below:
•
In 1946 the study area was largely agricultural with small residential areas located
at Finch Avenue and Steeles Avenue along Yonge Street.
•
Between 1946 and 1951 residential development and basic commercial
development increased within and surrounding the study area.
•
By 1954 Highway 401 was visible south of the study area.
•
Between 1954 and 1974 Highway 7 through York Region was completed, and
residential and commercial expansion continued.
•
From 1974 through to 2007 the study area continued to expand and develop with a
focus on residential and commercial land uses.

Ecolog ERIS Environmental and Historical Information
Ecolog ERIS is a national database service, which provides environmental information
for properties across Canada. The information provided contains Government of
Canada and Environment Canada public records, and private sector records that
provide information pertaining to environmental liabilities associated with the property
in question and the surrounding area. Ecoplans requested that Ecolog ERIS search the
following databases for the study area:

3.3.1
Certificates of Approval (1988-2002)
This database contains the following types of approvals: Certificates of Approval (C of
A) for air issued under Section 9 of the Environmental Protection Act (EPA); C of A’s
(industrial waste water) issued under Section 53 of the Ontario Water Resources Act
(OWRA); and C of A’s (sewage and waterworks) issued under Sections 52 and 53 of
the OWRA.
A review of the C of A database revealed that there are 59 C of A’s filed for 47
properties within the study area. Table 1 includes a complete summary of the
information obtained from the Ecolog report.

Commercial Fuel Oil Tanks (1948-2008)
Since May 2002, Ontario developed a new act where it became mandatory for fuel oil
tanks to be registered with the Technical Standards and Safety Authority (TSSA). This
data would include all commercial underground fuel oil tanks in Ontario.
A review of the Commercial Fuel Oil Tanks (CFOT) database revealed that there are
three registered fuel oil tanks at three locations within the study area. Table 2 includes
a complete summary of the information obtained from the Ecolog report.
3.3.3
Fuel Storage Tanks (current to 2007)
The TSSA, under the Technical Standards and Safety Act, 2000, maintains a database
of registered private and retail fuel storage tanks in Ontario.
A review of the Fuel Storage Tanks (FST) inventory revealed that there are 15
registered tanks at 11 locations within the study area. Table 2 includes a complete
summary of the information obtained from the Ecolog report.
3.3.4
Private and Retail Fuel Storage Tanks (1989-1996)
The Fuels Safety Branch of the Ontario Ministry of Consumer and Commercial
Relations (MCCR) maintained a database of all registered private fuel storage tanks.
Public records of private fuel storage tanks are only available since the registration
became effective in September 1989. This information is now collected by the TSSA.
A review of the Private Fuel Storage Tanks (PST) inventory revealed that there are 31
registered tanks at 22 locations within the study area. Table 2 includes a complete
summary of the information obtained from the Ecolog report.
3.3.5
Retail Fuel Storage Tanks (2000-2008)
This database includes an inventory of retail fuel outlet locations that have on their
property gasoline, oil, waste oil, natural gas and / or propane storage tanks.
A review of the Retail Fuel Storage Tanks (RST) inventory revealed that there are ten
registered tanks at ten locations within the study area. Table 2 includes a complete
summary of the information obtained from the Ecolog report.
3.3.6
Ontario Spills (1988-2002)
This database identifies action, types and sources of spills and approximate locations of
the occurrences within Ontario.
A review of the Ontario Spills database (SPL) revealed that there have been seven spills
at six locations within the study area. Table 3 includes a complete summary of the
information obtained from the Ecolog report.
3.3.7
Waste Disposal Sites – MOE C of A Inventory (1970-2002)
The MOE, Waste Management Branch, maintains an inventory of known open (active
or inactive) and closed disposal sites in the Province of Ontario. Active sites maintain a
Certificate of Approval (C of A), are approved to receive and are receiving waste.

Inactive sites maintain C of As but are not receiving waste. Closed sites are not
receiving waste. The data contained within this database was compiled from the MOE's
C of A database.
A review of the MOE C of A inventory revealed that there are no registered waste
disposal sites located within the study area.
3.3.8
Andersons Waste Disposal Sites (1930-2004)
This database was created to identify sites which are missing from the Ontario MOE
Waste Disposal Site Inventory and to correct site information in the MOE inventory.
This databases also identifies auto wreckers and scrap yards. This database was
compiled for research purposes and is not considered exhaustive.
A review of the Andersons Waste Disposal Site Inventory revealed that there is one
dumping area located within the study area. The disposal area was located at 24
Wedgewood Drive in Toronto in the 1950s. Based on a review of aerial photographs
for 1950-1969, no evidence of large-scale disposal activities was observed. New
residences were being constructed during this timeframe though, so it is likely that the
dumping was related to construction debris or private disposal by one property owner.
Given the they documented location of the disposal area is approximately 200 m east of
Yonge Street and the MOE has no record of a landfill or disposal area located at 24
Wedgewood Drive (in their MOE C of A inventory), the potential for site
contamination within the study is considered to be low.
3.3.9
Automobile Wrecking and Supplies (2001-2007)
This database provides a list of all known locations that are involved in scrap metals,
automobile wrecking, and auto parts and supplies industry. The inventory provides
company name, location and business type.
A review of the automobile wrecking and supplies inventory revealed that there are no
automobile wrecking and supplies companies located within the study area.
3.3.10
Ontario Regulation 347 Waste Generators Summary (1986-2008)
Ontario Regulation 347 of the Ontario EPA defines a waste generation site as any site,
equipment and/or operation involved in the production, collection, handling and/or
storage of regulated wastes. A generator of regulated waste is required to register the
waste generation site and each waste produced, collected, handled, or stored at the site.
This database contains the registration number, company name and address of
registered generators including the types of hazardous wastes generated. This
information includes data from 1986 to the most currently available data (i.e. 2005).
A review of the waste generators inventory revealed that there are 271 registered waste
generators at approximately 97 locations within the study area. Table 4 includes a
complete summary of the information obtained from the Ecolog report.
3.3.11
Record of Site Condition (1997-2008)
The Record of Site Condition (RSC) provides a summary of the final environmental
condition of a site, once an ESA and/or restoration approach has been undertaken. The

database provides information on the site restoration approach used, location of
contaminated site, whether contamination extends past 1.5 m from the surface thereby
requiring “stratified restoration”, soil type, and the date when the RSC was submitted
or responded to by the MOE.
A review of the RSC inventory revealed that there are six properties with an RSC filed
within the study area. Table 5 includes a complete summary of the information
obtained from the Ecolog report.
3.3.12
Pesticide Register (1988-2007)
The MOE maintains a database of all manufacturers and vendors of registered
pesticides.
A review of the pesticide (PES) inventory revealed that there are 41 companies
registered for pesticides at 24 locations within the study area. Table 6 includes a
complete summary of the information obtained from the Ecolog report.
3.3.13
Ontario Inventory of PCB Storage Sites (1987-2004)
The MOE, Waste Management Branch, maintains an inventory of PCB storage sites
within the Province. Ontario Regulation 11/82 (Waste Management - PCB) and
Regulation 347 (Generator Waste Management) under the Ontario EPA requires the
registration of inactive PCB storage equipment and/or disposal sites of PCB waste with
the MOE. This database contains information on: 1) waste quantities; 2) major and
minor sites storing liquid or solid waste; and 3) a waste storage inventory.
A review of the Ontario PCB (OPCB) inventory revealed that there are five records for
two PCB storage sites within the study area. Table 7 includes a complete summary of
the information obtained from the Ecolog report.
3.3.14
National PCB Inventory (1988-2004)
Environment Canada’s National PCB inventory (NPCB) includes information on in-use
PCB containing equipment in Canada including federal, provincial and private
facilities.
A review of the NPCB inventory revealed that there are three properties with PCB
containing equipment within the study area. Table 7 includes a complete summary of
the information obtained from the Ecolog report.
3.3.15
National Pollutant Release Inventory (1993-2006)
Environment Canada has defined the National Pollutant Release Inventory (NPRI) as a
federal government initiative designed to collect comprehensive national data regarding
releases to air, water, or land, and waste transfers of 178 specified substances.
A review of the NPRI revealed that there are five records for one property within the
study area. Table 8 includes a complete summary of the information obtained from the
Ecolog report.

Scott’s Manufacturing Directory (1992-2008)
Scott’s directory is a data bank containing information on over 70,000 manufacturers in
Ontario. It is the most comprehensive database of Ontario manufacturers available.
A review of the Scott’s Manufacturing Directory (SCT) revealed that there are 108
registered manufacturing companies within the study area. Table 9 includes a
complete summary of the information obtained from the Ecolog report.
3.3.17
Federal Contaminated Sites and Solid Waste Landfills (2000-2007)
The Treasury Board of Canada Secretariat (TBCS) maintains an inventory of all known
contaminated sites held by various Federal departments and agencies. This inventory
does not include properties owned by Crown corporations, but does contain nonfederal
sites for which the Government of Canada has accepted some or all financial
responsibility. All sites have been classified through a system developed by the
Canadian Council of Ministers of the Environment (CCME). The database provides
information on company name, location, site identification number, property use,
classification, current status, contaminant type and plan of action for site remediation.
A review of the Federal Contaminated Sites and Solid Waste Landfills (FCS) inventory
revealed that there are no federal contaminated sites or solid waste landfills within the
study area.

STUDY AREA INSPECTION
Ecoplans carried out an inspection of the study area on December 5, 2008. The
purpose of the inspection was to document land uses and/or business operations which
may represent a potential source of site contamination within the study area (e.g. gas
stations, auto repair facilities, industrial operations). The results of the study area
inspection have been incorporated into this report. The land use activities noted
between Finch Avenue and Bantry Avenue include:
•
Residential (condominiums, houses, apartments)
•
Transportation facilities (bus, subway, railway crossings)
•
Hydro electric facilities
•
Retail commercial (restaurants, grocery stores, shopping malls, coffee shops, etc.)
•
Gas stations
•
Car dealerships
•
Dry cleaning facilities
•
Automotive repair and maintenance facilities
•
Institutional facilities (schools, learning centres, cemeteries)
•
Recreational areas (parks, golf courses, etc.)
•
Commercial/industrial facilities (manufacturing)
It should be noted that the inspection did not include any building inspections or
comprehensive exterior inspections of any of the properties in the study area.
Therefore, any interferences regarding the presence or absence of site contamination is
strictly based on visual observations made from the roadside.

KEY FINDINGS OF STUDY
Based on the information collected through this study Ecoplans did not identify any
areas of actual site contamination within the study area. However, areas of potential
environmental concern (APEC) were noted. The areas identified are discussed in more
detail in the following sections, and are illustrated on Figure 3A through Figure 3E.
5.1
Potential Sources of Contamination
5.1.1
Commercial and Industrial Land Use
Potential soil and groundwater contamination may exist within the study area as a
result of current and historical commercial/industrial land uses. Below is a list of
operations and activities associated with commercial/industrial land uses identified
within the study area.
•
Fuel Storage Tanks – Automotive centres and gas stations may operate pump
islands (USTs for storing fuel), small storage areas, and occasionally service areas
for changing engine oil. Gasoline and diesel fuel are transferred from bulk
container trucks to large USTs. Spills at transfer areas and pumps, along with
overfilling of and leakage from the USTs, are potential sources of site
contamination.
•
Manufacturing Facilities, Registered Waste Generators and PCB Storage Sites – A
wide range of chemicals are used at facilities that manufacture and distribute
parts/products for industrial and commercial use. These chemical products may
include acids and bases, dyes and pigments, PCBs, polymers, plastics, surfactants,
solvents, soaps, and waxes. These manufacturing processes are highly variable,
depending on the product being produced. There are, however, certain types of
process components that are frequently encountered in these facilities, including
bulk storage for gaseous, liquid and solid materials, blending and packaging
equipment, storage areas for drums, waste piles and disposal pits.
The fact that an activity or operation appears on the above list does not mean hazardous
substances are used or stored on all sites occupied by that activity or operation, nor that
the land used will have hazardous substances present.
5.1.2
Historical Agricultural Operations
A large proportion of the study area was dominated by agricultural operations until the
mid-1950’s. Since then, significant development has occurred around the study area.
The pesticides used in these agricultural operations can accumulate in the environment
and remain for long periods of time. These contaminants can be transported through
surface water runoff, wind and dust generation, and groundwater. However, Ecoplans
believes that due to a decrease in the intensity of the agricultural operations and the
change in land use overall, there is a low potential for soil and groundwater
contamination associated with historical agricultural operations.

Contaminant Mobility
Contaminants on or in the soils may move within and beyond the study area through a
number of different routes. The soils themselves retain contaminants through
adsorption. The movement of contaminants from soil occurs through evaporation and
dust generation, intake into plants through their roots, and by flushing or dissolution
intro water seeping into the soil. Water transport of chemicals will usually result in
contamination of surface water bodies through surface water drainage, and by way of
groundwater aquifers.
In general, contaminant mobility will be greatest when:
5.2.1
•
Overburden deposits consist of sand and gravel, or other permeable deposits.
•
Fractured bedrock is located at or near the surface, or is overlain by a thin layer of
permeable deposits.
•
Distance to surface water courses is less than 50 m.
•
Water table is less than 5 m below ground surface (bgs).
•
Preferential flow pathways (e.g. trenches, tree roots, ditches) exist in the soils
above the water table.
Significance of Mobility within the Study Area
The surficial geology is largely composed of Halton Till, which is made up of varying
proportions of silt and clay. These deposits tend to act as confining materials,
inhibiting the lateral and vertical movement of contaminants. This can result in
increased time for natural attenuation process to occur. The bedrock geology of the
study area is primarily composed of shale associated with the Georgian Bay Formation.
Shale bedrock is considered to be a poor source of potable water, and is not likely
tapped as a significant source of water within the study area. In addition, the bedrock is
overlain by alternating layers of silt and clay with low permeability. This will
significantly hinder the movement of contaminants into the bedrock aquifer system.
Also, the large extent of paved surfaces will direct most runoff to storm sewers, and
will further act as a barrier to contaminant migration. Overall, based on the known
geologic and hydrogeologic conditions present within the study area, the inferred
mobility of any contamination will likely be low.

AREAS OF POTENTIAL ENVIRONMENTAL CONCERN
Based on the findings of this report, broad areas of potential environmental concern
(APECs) are identified by Ecoplans. These areas have been categorized by assessing
the overall relative potential of contamination from the findings in Section 2.0 through
Section 5.0. The red highlights on Figure 3A through Figure 3E illustrate the
areas/activities that could result in potential soil and/or groundwater contamination.
These areas are also briefly discussed in this section.
•
Area 1 – This area consists of commercial activities located on the east side of
Yonge Street between High Tech Road and Westwood Avenue. According to
information obtained through Ecolog ERIS, fuel storage tanks and pesticide storage
are located in this area.
•
Area 2 - This area consists of commercial/industrial activities located on the east
side of Yonge Street between Highway 407 and Thornheights Road. According to
information obtained through Ecolog ERIS, fuel storage tanks, registered waste
generators and manufacturing facilities are located in this area.
•
Area 3 – This area consists of commercial activities located on the east and west
sides of Yonge Street between Colonsay Road and Kirk Drive. According to
information obtained through Ecolog ERIS, numerous fuel storage tanks and
registered waste generators are located in this area.
•
Area 4 – This area consists of commercial activities on the east and west sides of
Yonge Street between Elgin Street and Centre Street. According to information
obtained through Ecolog ERIS, numerous fuel storage tanks and registered waste
generators are located in this area.
•
Area 5 – This area consists of commercial facilities on the east and west sides of
Yonge Street between Clark Avenue and Ontonabee Avenue. According to
information obtained through Ecolog ERIS, numerous fuel storage tank, registered
waste generators and pesticide storage sites are located in this area.
•
Area 6 - This area consists of commercial facilities on the east and west sides of
Yonge Street between Holmes Avenue and Centre Avenue. According to
information obtained through Ecolog ERIS, numerous fuel storage tank, registered
waste generators, pesticide storage sites and manufacturing facilities are located in
this area.

RECOMMENDATIONS
It is important to identify and characterize environmental impacts early in the study
process in order to develop effective mitigation measures and worker health and safety
protocols prior-to and during construction. As such, it is recommended that a
subsurface investigation (i.e. boreholes) be performed for the APECs identified prior to
construction to determine the presence or absence of environmental impacts to soil and
groundwater, and to assess the appropriate management of excess materials
(contaminated and non-contaminated). The subsurface investigation can be performed
in coordination with the geotechnical investigation, where feasible. The number and
depth of boreholes required for each APEC identified will need to be determined on a
case-by-case basis, and should take into consideration the proximity of the preferred
route to land use activities suspected of having a potential for site contamination, the
depth of proposed cuts, and geologic and hydrogeologic conditions.
Based on the results of the subsurface investigation and the proposed earthworks
excavations, an Excess Materials Management Plan (EMMP) should be developed
prior to, and implemented during construction. The purpose of the EMMP is to provide
a pragmatic approach to managing excess materials and groundwater generated during
construction of the Yonge Subway with due regard to environmental regulations and
guidelines (Ontario Regulation 347, Ontario Regulation 153/04, OPSS 180, and
municipal sewer use by-laws). Excess materials that could be typically encountered
during construction include earth and rock (contaminated and non-contaminated),
concrete, asphalt and other extraneous solid material; and groundwater (contaminated
and non-contaminated).
Construction Impacts - as discussed above, the EMMP will be developed prior to
construction to provide a mitigation strategy to effectively manage any contaminated
excess materials (both soil and groundwater) encountered during construction. In
addition to managing contaminated materials generated during construction, it is
equally important to ensure that off-site contamination (i.e. contamination outside of
the subway corridor excavation area) does not migrate back into the corridor. This may
require engineered containment barriers/walls such as grout curtains and sheet piling;
and/or hydraulic traps to contain, capture and treat contaminant plumes. These
requirements must be integrated into the detail design of the subway corridor.
Operations and Maintenance Impacts - depending on the whether there is a need to
design and install any engineered
contaminant barriers along the subway corridor
(as outlined above), there will be associated long term operation and maintenance of
the containment barriers which must be integrated into the operations and maintenance
of the subway corridor.

QUALIFICATIONS OF THE ENVIRONMENTAL CONSULTANT
Ecoplans Limited, established in 1970, provides consulting services in the biological
and physical sciences, environmental planning, landscape architecture, environmental
impact assessment, and environmental site assessment and remediation. Ecoplans staff
includes specialists in all facets of the environmental field. The Environmental Site
Assessment and Remediation Division of Ecoplans Limited specializes in Phase I, II
and III Environmental Site Assessments, electromagnetic surveys, aboveground and
underground storage tank removals/assessments, groundwater investigations and site
remediation/restoration. Ecoplans has completed numerous Phase I and Phase II
Environmental Site Assessments for both the public and private sector. Some of our
clients include the Ministry of Transportation, GO Transit, Ontario Realty Corporation,
Regional Municipality of Peel, Greater Toronto Airports Authority, Medallion
Properties Inc., and Marshall-Barwick Inc.
Mr. Derek Stewart, M.Sc., P.Geo, as Senior Hydrogeologist, is the head of Ecoplans’
Environmental Site Assessment & Remediation Division. Mr. Stewart has over 16
years experience carrying out site assessments and remediation projects working for a
number of environmental consulting firms. He has been with Ecoplans since 1996. At
the project level, Mr. Stewart provides technical and editorial support to his staff, and
peer reviews all draft and final reports prior to being sent to the client.
Mr. Neil Levesque, B.E.S., CCEP, is an Environmental Consultant with Ecoplans'
Environmental Site Assessment and Remediation group. Mr. Levesque has over seven
years of experience as an environmental consultant in the areas of groundwater
resources/physical hydrogeology, contaminated property mitigation, environmental site
assessments, and Class EA consultation and documentation. He has significant
experience working on transportation planning and infrastructure projects in both the
public and private sectors, and has provided project coordination and technical
expertise for numerous complex assignments across Ontario. Mr. Levesque is
experienced in interpreting and applying a wide range of environmental regulations,
standards, and policies to various projects.
