FIRST DRAFT There was discussion regarding Unrestricted General Fund 10 and Fund 15.
PRELIMINARY It was noted that Fund 15 is designated for special projects and reserves
BUDGET
over percent. The Garberville School project is currently the only project in
Fund 15. The first draft of the preliminary budget assumes no discretionary
funds, only mandatory. The Forest Reserve (federal funds) and California
Lottery fund (state funds) are expected to be less this year than last year.
There currently are no growth funds projected in the state budget and there
are no provisions for a COLA at this time. Funding for categorical funded
programs such as EOPS has been reduced.
In March each department will begin building their discretionary budgets to
be reviewed by cabinet. Ruth will continue to bring budget updates to the
committee. The following issues were discussed:
 Can the 5 percent budget reserve be reduced to 3 percent
 Grant funded positions only for life of the grant, not to be
institutionalized
 Is there staff to support the projected number of FTES
 Salaries
 New positions
 Golden handshake
