At roll call, the following colleges were present: ELAC, LACC, LAHC, Pierce College, and LASC. Absent: LAMC, LATTC (arrived at 9:09 a.m.), LAVC, and WLAC (arrived at 9:15 a.m.). APPROVAL OF STUDENT AFFAIRS COMMITTEE MINUTES (Mr. Ethan Burrall, LATTC, arrived at 9:09 a.m.) Motion by Mr. Burrall, seconded by Mr. Ryan Hall­Allen, to approve the minutes of the Student Affairs Committee meeting of July 14, 2006. APPROVED: 6 Ayes PUBLIC AGENDA SPEAKERS Student Trustee Gomez entertained a motion to extend the number of minutes to ten for the American Red Cross speakers. Motion by Mr. Burrall, seconded by Mr. Hall­Allen, to extend the number of minutes to ten. APPROVED: 6 Ayes Mr. Jed Hostutler expressed his concern regarding the low supply of donated blood in Southern California and discussed the importance of donating blood especially during emergency situations such as hurricanes and earthquakes. He urged each college to hold at least two blood drives per year. (Mr. Frank Gonzales, WLAC, arrived at 9:15 a.m.) Mr. Hall­Allen indicated that LACC will be holding a blood drive on September 27 and 28, 2006. * * * Mr. Carl Friedlander discussed the California Community College (CCC) Initiative with respect to the provision that would reduce the term length of the Student Representative on the CCC Board of Governors (BOG) from two years to one year. He indicated that there are currently two students serving on the BOG each year, but only one of them has voting privileges. The Initiative would provide both of the students with a vote on the BOG.

There was discussion regarding the proposed reduction of the term length of the BOG Student Representative. Student Trustee Gomez indicated that he would e­mail the CCC Initiative language to the Associated Student Presidents and Associated Student Advisors. Mr. Friedlander indicated that the adoption of the CCC Initiative would stop enrollment fees from being increased, reduce the enrollment fee to $15 per unit, and double the number of student votes on the BOG. Student Trustee Gomez indicated that an item to vote on the CCC Initiative would be presented for action at the next SAC meeting. ISSUES FOR THE BOARD OF TRUSTEES None. CONSULTATION ITEMS None. DISCUSSION ITEMS Labor Studies Program Presentation Mr. John Delloro discussed his background with respect to the labor movement and his efforts to address labor issues that affect today’s working class. He indicated that he has applied for the position of Director of the Labor Studies Program. ASO Advisors – LATTC and WLAC Mr. Burrall discussed LATTC’s efforts to hire an ASO Advisor. He indicated that LATTC will not have an ASO Advisor in time for the start of the Fall 2006 semester. * * * Student Trustee Gomez introduced Trustee Nancy Pearlman. * * * Mr. Frank Gonzales discussed WLAC’s efforts to hire an ASO Advisor. Student Senate for the California Community Colleges Mr. Abraham White indicated that he is one of the two Region 7 representatives on the Student Senate for the California Community Colleges. He indicated that the Student Senate is developing a statewide student government directory that will include a list of all the Associated Student Presidents from community college districts throughout the state. Region 7 of the Student Senate will meet following the conclusion of today’s SAC meeting to discuss the community college English and Mathematics requirements. Student Affairs Committee Goals for 2006­07 Mr. Hall­Allen recommended that the SAC request the Board of Trustees to take a stronger position in support of student Workers and their efforts to be paid on time. He also recommended that the Board of Trustees work more closely with the California Governor’s office to get building projects completed on time. Trustee Pearlman recommended that the Associated Student Presidents coordinate for themselves and other students from their colleges to travel to Sacramento to meet with the State Legislators to discuss student issues and concerns. Mr. Burrall discussed his concerns regarding ASO budget and fund management and the need to disclose all funds to the ASO Treasurer so that the ASO knows how much money is available.
Student Affairs Committee ­ 2 ­ August 25, 2006 Trustee Pearlman indicated that she presented a resolution that was adopted by the Board in which the Board pledged its interest in pursuing smoke­free campuses throughout the District. She indicated that it is her goal to have all the colleges be smoke­free and requested that the Associated Students raise this issue during their discussions with the employee unions. Trustee Pearlman also expressed her concern regarding the need for entire campuses to comply with energy­efficient building standards as opposed to only the newly constructed facilities. Student Trustee Gomez recommended that resolutions be prepared for both of these issues—smoke­free campuses and the “greening” of the campuses as a whole. There was discussion regarding the designation of free speech areas on the campuses, the enrollment of veterans who will be returning from Iraq and Afghanistan, and volunteer and internship opportunities for students during the November 2006 election. Trustee Pearlman recommended that each college hold candidate forums for the individuals who will be running for election or reelection to the Board of Trustees in March 2007. * * * PUBLIC AGENDA SPEAKERS (continued) Mr. Ken Maxey and Mr. Jack Song of the California Democratic Party indicated that they are looking for community college students to participate as interns and volunteers during the upcoming election. * * * ACTION ITEMS Revised: Resource Table Representative Assignments for Board Meetings Student Trustee Gomez and Trustee Pearlman emphasized the importance of the Student Representative to take advantage of the opportunity to address the Board as a Representative of the Resource Table regarding any issues and concerns they might have. Student Appointments to Outside Committees

REPORTS/ANNOUNCEMENTS Student Affairs Committee Chair’s Monthly Report Student Trustee Gomez gave a brief report on the Student Trustee Orientation that was held in Santa Clara, California in July 2006. He indicated that LATTC and WLAC are working on hiring new ASO Advisors. With respect to the District’s advertising campaign, he indicated that he has requested that students from the LACCD colleges rather than students from outside districts be hired to participate on the Street Teams that interact with the community to encourage students to enroll in the LACCD colleges. He announced that the Student Leadership Conference will be held on October 13, 2006 and encouraged the Associated Student Presidents to attend. Associated Student Body Presidents’ Reports The following individuals reported on issues, activities, and events at their respective campuses: Mr. Corwin, ELAC; Mr. Hall­Allen, LACC; Mr. Burrall, LATTC; Mr. White, Pierce College; Ms. Jackson, LASC; and Mr. Gonzales, WLAC. With respect to Mr. Corwin’s remarks regarding the elimination of the Student Center at ELAC, Student Trustee Gomez indicated that this would be placed as a discussion item on the next SAC agenda. Trustee Pearlman indicated that she would place this item on the agenda of a future Infrastructure Committee meeting. (Mr. Burrall, LATTC, left at 11:20 a.m.) Trustee Pearlman requested that the Trustees be sent invitations to any student activities and events being held at the campuses. Student Trustee Gomez requested that invitations be e­mailed to him and he will forward them to the Trustees. * * *
Student Affairs Committee ­ 4 ­ August 25, 2006 PUBLIC AGENDA SPEAKERS (continued) Mr. James Acosta of al Punto Advertising discussed the use of Street Teams as part of the District’s marketing campaign. He indicated that there are still opportunities for LACCD students to participate on the Street Teams. There was discussion regarding the marketing campaign with respect to the goal of increasing student enrollment. * * * SAC OUTSIDE COMMITTEE REPORTS Districtwide Budget Committee Mr. Corwin reported on the Districtwide Budget Committee meeting of August 16, 2006 with respect to the 2006­07 Budget and enrollment statistics. District Academic Senate No report. District Curriculum Committee No report. NEW BUSINESS None. SUMMARY – NEXT MEETING Student Trustee Gomez indicated that the next SAC meeting is scheduled for Friday, September 22, 2006. The deadline for the ASO Presidents to submit agenda items is September 8, 2006. He indicated that agenda items for the next meeting would include the ASOs’ position to support or oppose the California Community Colleges Initiative. Trustee Pearlman inquired if anyone has talked to the Associated Students as to whether or not the District should try to pass another Bond measure. Student Trustee Gomez responded in the negative. Trustee Pearlman indicated that a decision needs to be made soon and emphasized the importance of having input from the Associated Students. Student Trustee Gomez indicated that this item would be placed for discussion on the next SAC agenda. He stated that an item regarding the accountability of the Student Representation Fee and Associated Student Budget would also be a discussion item on the next agenda. Ms. Lopez requested that E­mail access for Associated Student Presidents be a discussion item on the next SAC agenda. She also requested that the creation of an individual website for each ASO be an action item on the next SAC agenda. Mr. Corwin requested that an item regarding Associated Student Presidents’ input for the Student Activities section of the web page be an action item on the next SAC agenda.
