February 20th, 2014

The meeting was called to order by Don Clothier at 1:34 pm.

Approval of Minutes


The January 2014 minutes were approved as written.
Enrollment Update


Annual Benefits Open Enrollment took place October 28th through
November 8th.
The enrollment numbers show that there was an overall decrease in HMO
enrollment by approximately 10% and a 7% increase in the PPO
enrollment.
III. Strategic Plan Update


The Working Committee met on February 6th and the Executive Steering
Committee will meet in early March.
All areas and options are being reviewed by each committee, all while
anticipating possible budget cuts.
IV. Affordable Care Act (ACA) 30-hour Compliance/Measurement Period




Currently, the biggest concern of the university in regards to the ACA is
the requirement to offer coverage to anyone that works an average of 30
hours per week within the measurement period, which will be 12 months in
length.
Strict tracking will be necessary, which many departments do not currently
have in place. A committee has been formed in order to design a tracking
and monitoring system.
Currently, the university offers insurance to those employees working 20
hours per week or more. This may not be beneficial for the employees any
longer, as many may be missing out on subsidies on the insurance
marketplace.
Human Resources will continue to review the ACA and any applicable
changes that may come forth.
V. Affordable Care Act (ACA) Subsidy Discussion




The Segal consultants provided a powerpoint presentation, which
specifically addressed some examples of ACA Exchange plans and
subsidies.
The healthcare.gov plan prices vary depending on the benefits, plan type,
the networks, etc.
The university currently provides affordable coverage, so no full-time
employees are eligible for any subsidies.
One option the Working Committee and Executive Steering Committee
are discussing is developing a 60% plan with the possibility of using onsite
clinics, which would bring some additional savings to employees and the
university. There are many obstacles and details that would have to be
worked out prior to being implemented.
VI. Potential Additional Members for OU Plan - Cameron & Rogers
Universities

In the Fall, Cameron and Rogers Universities approached the University of
Oklahoma about joining our benefits programs, specifically the medical,
dental, and vision.



Over the last several months, Human Resources has been analyzing the
data and has determined the addition, (approximately 1000 members) will
not impact OU negatively.
The next step is getting the Regents’ approval, which is in progress. The
committee will be kept up to date on the progression.
Wellness Update
The wellness team has created a pilot program across all three campuses,
which will include one-on-one health and wellness coaching for a number
of employees. 25 employees on each campus have enrolled in the
program. More feedback will be provided as the program continues.
The University of Oklahoma is in the planning stages of a joint effort with
OSU on the American Heart Association Campaign in Fall 2014.
The University of Oklahoma was recently awarded as a “Certified Healthy
Workplace.”
VIII. Director Comments

Les would like to look at having different data and reports presented at
future meetings, as well as possibly having a variety of speakers present
to the committee.
IX. Other Business

The March 2014 EBC meeting is scheduled during Spring Break, so it will
be rescheduled for March 27th.
