The SOE’s mission and vision intersects with the College of Liberal Arts and Human Sciences’
strategic plan for graduate education. The SOE has unique and distinctive graduate programs
that align with the priorities of our department/school, College, and University. !

SOE’s new motto: Educate. Innovate. Elevate. !
SOE is highly productive in science, technology and the human and social sciences, and
policy-oriented subjects. The faculty provide a broad range of student experiences through
“living labs,” collaboration, and other means. We are invested in an educational portfolio
focused on growing our intellectual, entrepreneurial, innovative, academic, and social
political capital. We address significant science, technology, and social issues within a
challenging geospatial landscape consisting of numerous remote campuses and multiple
partnerships, constituents, and entities. Key areas of scholarship include diversity, social
justice, multiculturalism, social and organizational change, global interdependence, rural
education, and human development.!

The faculty’s outstanding accomplishments in externally and internally funded research
makes the SOE a unique, leading entity both in the College and University. This is a priority
for Virginia Tech. The graduate programs foster knowledge and awareness of global
education and interdependence. Research and
innovation are especially supported through
the ISTEM Education program and various
Learning Sciences programs. Career and
Technical Education, Counseling Education,
and Higher Education are examples of
nationally known, stellar programs.
Competitive, professional accreditations and
institutional memberships are part of the
School, with promise in this respect for the
Virginia Initiative for Science Teaching and
Educational Leadership program through
Achievement (funds awarded to Dr. John Wells)
UCEA membership, professional development,
hybrid and online technologies, and high-quality dissertations.!

STRUCTURE. A new organizational framework built upon Faculties (instead of
Departments) will enable the School to be more efficient, flexible, and adept, as well as to
capitalize on a new research clusters model (to be implemented fall 2014). These clusters will
foster a convergence o f research and development through faculty collaboration and student
participation, while supporting strategically important initiatives in global education, the
human sciences, and social sciences. External stakeholders will become an integral part of the
clusters, to ensure that they are that much more viable, visible, and revenue generating. (These
points are raised below.)

CULTURE. A strong collaborative, interdisciplinary, school-wide culture will be established
in which all faculty and students belong and which different external stakeholders have buyin; the research clusters will be resource generating and faculty-and-student morale will

Collaboration: Faculty collaborated with
Alliance for Social, Political, Ethical, and
Cultural Thought (ASPECT), Science and
Technology Studies (STS), Learning
Technologies, and Institute for Creativity,
Arts, and Technology (ICAT), as well as
departments such as Philosophy,
Engineering Education, Electrical
Engineering, and Agriculture/Life
Sciences.!
"Dr. Brand is our leader of this outstanding
program in science, engineering, and education.
Her robotics program is a model for meeting the
Next Generation Science Education standards
which emphasize engineering design. Her
collaboration with the School of Education and the
College of Engineering is a noteworthy,
groundbreaking event.” !

Creative Technologies: Faculty have been heavily involved in the creation of the
Creative Technologies initiative and are involved in ICAT programs.!

Diversity: SOE faculty view the focus of the department as
promoting inclusion/diversity. Faculty research was heavily
involved in diversity ranging from the effects of high-stakes
testing on minorities to the newly created Hip Hop Archive.
A major thrust involves teaching and learning for all
learners.!

International: International initiatives occurred with Egypt,
Malawi, Thailand, Switzerland, and more countries. Faculty
have taken major responsibility for promoting international
efforts for the SOE and College. Aligned expectations will be
part of any new full-time, regular faculty positions.!

"New SOE Director Initiatives in 2013!
Dr. Carol Mullen introduced new SOE
initiatives in 2013: planning for schoolwide research clusters to be launched in
fall 2014; a communications-and-publicity
program consisting of such elements as a
weekly electronic newsletter titled the
SOE Newsworthy News, (highlighting
achievements of SOE faculty, students
and staff), three special editions of the
News (featuring the advisory board, KDP,
and graduation), preparation for the first
SOE magazine (to be launched Fall 2014),
Kappa Delta Pi event
and a SOE annual report (herein
distributed to SOE faculty, students and staff);
and creation of the VT-SOE Leadership Advisory Council and implemented it. !
Development of a new organizational framework for the school that will generate a strong
collaborative interdisciplinary culture and cultivation of relationships with donors to build
faculty and student success. Also initiated the SOE Featured Speaker Series. Reinstalled the
Kappa Delta Pi (KDP) chapter (with Dawn Knight, co-counselor).
Beginning a new tradition, retiring SOE faculty and staff were celebrated at two New Beginnings events (retirement receptions). "
Also new to the SOE, and open to university faculty, students, and staff, is the SOE Featured Speaker series. This program will bring innovative educators and researchers to the university where they will share their experience, expertise, and encourage currents faculty and students to pursue their passions as related to education. "

"
The first SOE Featured Speaker was Dr. Dale Schunk, a professor of Education at UNC Greensboro. Dr. Schunk has published over 100 scholarly articles and books on motivation, self-­‐‑regulation, and self-­‐‑
efficacy as related to student learning. Dr. Schunk delivered three talks at Virginia Tech titled “Self-­‐‑Efficacy and Motivation,” “Self-­‐‑Regulated Learning Research: Then and Now,” and a workshop/discussion on becoming a successful scholar. VT-SOE’S MOTTO: EDUCATE. INNOVATE. ELEVATE.

Beginning with the academic year 2014-­‐‑2015, SOE faculty and students will have the opportunity to collaborate through research clusters. This idea was spawned during retreats and townhall meetings held in 2013. "
SOE Faculty Scholarly Productivity!

Outstanding faculty productivity included 6 books; 21 book chapters, 58 referred journal articles, 14 papers in refereed and peer-­‐‑reviewed conference proceedings, 21 other creative, research, and scholarly publications (e.g., encyclopedia, program reviews, external reports), 42 papers presented at professional meetings (state and regional), 87 papers presented at professional meetings (national), 26 papers presented at professional meetings (international), 45 artistic and professional performances and productions, and 3 prefaces and introductions. Six faculty were editors of journals and other scholarly publications, 4 were associate or assistant editors of journals or other scholarly publications, and faculty were on more than 30 editorial boards.

SOE submitted 32 course proposals and 2 degree proposals through the Curriculum
committees in 2013. !
A 9-hour graduate certificate in educational research was approved through the
University governance process and became available this spring. Dr. Elizabeth Creamer
took the lead on this project. !
A 9-hour graduate certificate in special education administration was approved through
the University governance process and will become available. Despite a reduction in
special education faculty, this certificate was developed in response to the Special
Education having been designated as a high-need area by the State Council of Higher
Education for Virginia. Drs. David Alexander, Carol Cash, and Ted Price took the lead
on this project.!
A new degree proposal for the MAEd in Higher Education and Student Affairs was
approved by the University governance system and the State Council of Higher
Education for Virginia. Previously, the masters in higher education was offered as a
track in the MAEd in ELPS. !
A new degree proposal for the PhD in Higher Education was approved by the
University governance system. It is before the State Council of Higher Education for
Virginia. At present, the doctorate in higher education is offered as a track in the PhD in
ELPS. !
Course proposals in three of four programs in ELPS were submitted to curriculum
committees. The majority of these changes was technical in nature.!
LST had two new degree proposals—a PhD in Learning Sciences and a MS in
Instructional Design and Technologies—approved by the Graduate Curriculum
Committees (currently seeking degree approval from BOV and SCHEV). These degrees
will be available for students seeking specialization in Educational Psychology, Social
Foundations of Education, or Instructional Design and Technology. Although the IDT
degree will formalize an existing program of study, the LS degree will be a
“collaborative transdisciplinary initiative.” !

students and trained teachers to implement curricula in their
classrooms.!

conference involving a Swiss International Teachers’ Program with
University of Applied Sciences Northwestern Switzerland (FHNW),

potential, for a working partnership with universities in China
through the Fulbright Specialist Program award.!
Dr. Susan Magliaro
Drs. Bill Price and Joseph Mukuni, Career and Technical Education
in Teaching and Learning worked with the Ministry of Zambia to
advance workforce development in Zambia by developing an infrastructure in
Vocational and Technical Teacher Education.
Dr. Kelly Parkes attended and presented at the Fourth
International Symposium for Assessment in Music
Education, Music Assessment and Global Diversity:
Practice, Measurement, and Policy. The conference was held
in Taiwan. !
Dr. Kris Tilley-Lubbs co-taught EDCI 5784 with
Universidad, Autonoma de Aguascalientes, Mexico.!

Dr. Dean Sutphin engaged in multiple international initiatives to provide medical care,
health education and other programs (Dominican Republic,

University of Tokyo.!
Dr. Min Sun oversaw the work of a visiting scholar from Ningbo

NSF grants demonstrated contributions to diversity: (1) A MixedMethods Study of the Effects of First-Year Project Pedagogies on the
Retention and Career Plans of Women in Engineering; (2) Studio
STEM: Engaging Middle School Students in Networked Science and

Diversity-related scholarship investigated how to engage rural middle
school students in STEM areas so that they might take more courses in
STEM and pursue a career in STEM; how beliefs affect women in
engineering in an effort to increase the retention rate of females in
engineering; and what strategies students can use to teach diverse

Dr. Jocelyn Wilson designed cross-cultural curriculum that exposes
students to educational research on diverse populations. Established

T&L faculty were involved in diversity initiatives and embedded diversity concepts in
the curriculum. Highlights include ELL Initiative, ongoing programmatic collaboration
across mathematics, science, CTE, and ELL to prepare preservice teachers for work with
English language learners. Collaboration resulted in seminars across programs for
students. Faculty presented at conferences and conducted joint scholarship about
preservice preparation to address needs of diverse learners (Drs. Kris Tilley-Lubbs, !
Betti Kreye, George Glasson, Joseph Mukuni, and Bill Price).!
Project ESTEEM (Collaboration between MCPS, VT, Radford University), an after-school
program for elementary-aged minority students, met twice weekly; serves a diverse
population and involves a research study (Drs. Brenda Brand and Mary Alice
Barksdale). !

A multinational team of graduate students in Dr. Katherine
Cennamo’s Advanced Instructional Design course provided
technological leadership by developing online instructional
modules to assist international non-profit organizations serving
poor and marginalized communities. Modules were released to
80 organizations with 200,000 registered learners in 150
countries. In sharing this service-learning project with VT, the
team hopes to inspire other programs to seek opportunities for
student scholarship through service to others. Service learning
project was awarded second place in the Association for
Educational Communications and Technology IAP Distance
Education Best Practice competition.!
Dr. Katherine Cennamo
Service, an underlying value of the Higher
Education program, spurred student participation
in service activities. Through the VT Higher
Education Association (student run) HE students
coordinated these activities: Big Event, Relay for
Life, and 3.2 Run in Remembrance. The Executive
Board is trying to create a K-12 partnership with a
local school where graduate students can tutor
elementary students in math and reading.!

Faculty members in ELPS (renamed the Faculty of Leadership, Counseling, and
Research with the new acronym LCR) used experiential learning approaches to prepare
graduates. Students in Counselor Education used internships and practica in clinical
settings to practice counseling techniques in real-life settings. Higher Education students
used internships and practica to experience higher education administration and policy
development in different institutional types. Students in Educational Research and
Evaluation participated in apprenticeships to gain real experience before entering work.
Educational Leadership faculty provided in-service training to teachers and
administrative staff throughout the Commonwealth.!
All teacher licensure students worked in K-12 schools throughout their programs. Many
PhD students had the responsibility for supervising these students.!

English Speaking Scholars.!
Dr. Brett Jones’ research collaboration occurred with Fayoum University, Egypt.
Collaborated with faculty in Educational Psychology to investigate the construct validity
of the MUSIC Model of Academic Motivation Inventory with undergraduate Arab
students. Submitted a paper to a peer-reviewed journal. Also presented a poster at an
international conference.!
Research collaboration occurred between Dr. Brett Jones and middle school teachers in
Iceland. Working with faculty at the University of Iceland (and a SOE graduate student)
to design studies comparing the motivation of students in Iceland and U.S. !
Dr. Jim Garrison’s research collaboration underway with Uppsula University Education
Dept, Uppsula, Sweden. Presented research, wrote papers, and met with faculty and

Dr. Barbara Lockee’s outreach was through the International Academic Forum (IAFOR).

Leadership Spotlight!

Dr. Diana Wu, SOE Assistant Director who heads the Office of
Instructional Technology, provided outstanding technologyenhanced instructional support for the school and assistance
to the College. Since assuming full responsibility of the SOE
Labs in 2013, she has worked to change the culture to one of
collaboration and innovation. The lab is operated and
maintained by GAs and Diana hires and trains. With
premium attention on customer satisfaction in her lab space
and has completed several lab databases and a new SOE
website. For herself, she focuses on self-improvement and
was nominated and accepted the opportunity to participate
in the VT Women’s Center mentoring and leadership program.!
