SCOPE OF SERVICES

D.1
OVERVIEW
A.
The selected firm is referred to herein as either the “Consultant” or the
“Contractor.” If the firm chooses to use the services of Subconsultant(s),
they will be referred to either as the “Subconsultant(s)” or
“Subcontractor(s).”
B.
This Scope of Services includes environmental documentation, public
outreach and participation, real estate acquisition, urban design, survey,
geotechnical investigation and engineering design.
C.
The Consultant shall provide all labor, supervision, materials, supplies,
and transportation necessary to complete the Scope of Services to the
satisfaction of VRE.
D.
The Scope of Services consists of Phase A and Phase B as follows:

1.
Phase A consists of multiple tasks required for compliance with the
National Environmental Policy Act (NEPA) process, as well as
preliminary engineering design in support of the development of a
new rail rolling stock storage facility and associated connecting
tracks to be located in the District of Columbia (D.C.), in the
vicinity of Amtrak’s Washington Union Station, hereinafter
referred to as the “Project.” Phase A also includes feasibility
studies as part of the Project, potential rail transit access
improvements, and a deck over portions of the storage facility.
2.
Phase B consists of detailed and final design of the Project, which
may be performed as an optional task within the Scope of Services,
at VRE’s sole discretion and contingent upon funding availability.
VRE anticipates the Project to be constructed through one (1) or more
competitively bid construction contracts. Alternatively, during Phase A
activities, VRE may elect to accomplish completion of the design and
construction of the Project through a competitively bid design-build
contract, in which case the detailed and final design will be accomplished
as part of said design-build contract.

F.
The Consultant shall perform environmental analyses to prepare NEPA
documentation, acquire property and perform preliminary engineering
design. Given the setting of the Project with adjacent residential and
commercial development, VRE expects special sensitivity will be needed
to incorporate public and stakeholder interests into the design and mitigate
potential impacts of the proposed facility on the neighboring community.
G.
Portions of the Scope of Services will involve property owned by Amtrak,
the District of Columbia and others, including private property owners.
PROJECT DESCRIPTION AND LIMITS
A.
The Project is necessary so Amtrak can re-purpose the space in their Ivy
City Coach Yard, which VRE currently leases for midday storage under its
access and storage agreement with Amtrak, to support growth of Amtrak
operations.
B.
The Project site is located in Washington, D.C., generally between New
York Avenue and Amtrak’s Northeast Corridor where the two (2)
alignments are parallel.
C.
The south Project Limit is C Interlocking at Milepost 135.0 on the Amtrak
Northeast Corridor in the vicinity of the point at which the Union Market
Connecting Track would interface with a restored Washington Terminal
Track 43. Restoration of Washington Terminal Track 43 is not included
in the Scope of Services.
D.
The north Project Limit is in the vicinity of the Amtrak Northeast Corridor
bridge over Bladensburg Pike NE. These limits are approximate and all
cardinal coordinates are stated in terms of railroad geography.
E.
The Project consists of the development of a VRE train storage facility
and associated connecting track through the Union Market. The
Consultant shall examine the feasibility and not preclude providing
improved rail transit access and examine the engineering feasibility to
deck over portions of the proposed facility for other joint uses as part of
the Project.
F.
The storage facility is intended to accommodate storage and servicing of
the VRE fleet during midday layover in Washington, D.C.
G.
The Consultant shall analyze and not preclude shared use of the facility by
Amtrak at times when it will not interfere with VRE storage activities.
Detailed design of electrification is specifically excluded from the Scope
of Services.

H.
The construction phase of the Project is envisioned to include several
major work elements, including demolition of existing structures, site
grading, retaining walls, utilities, trackwork, employee welfare facilities,
access and service roadways, yard lighting, site security, landscaping and
appropriate urban design elements to reflect the gateway theme provided
by New York Avenue and nearby development and redevelopment
projects.

A more detailed description of the Project is provided in
ATTACHMENT
U.1
–
CONCEPTUAL
ENGINEERING
DOCUMENTS included herein for informational purposes only. The
Consultant may use, but not rely exclusively upon these documents in
developing a design that meets or exceeds VRE and Amtrak requirements.
The Consultant shall review and validate the conceptual engineering level
design is feasible and constructible, meets or exceeds all VRE design
criteria and standards, and complies with all applicable laws and
regulations.
OPERATING ASSUMPTIONS
The Consultant shall make the following assumptions:
A.
Northbound VRE trains (presumably in the A.M. peak) would proceed to
the Midday Storage Facility after discharging passengers at the lower level
platforms at Washington Union Station, either via Amtrak Track 2 or via
the proposed Union Market Track.
B.
Southbound VRE trains (presumably in the P.M. peak), would depart the
Midday Storage Facility via the Union Market Track or Track 2 to reach
the lower level platforms at Washington Union Station.
C.
Access over Amtrak Track 2 or the Union Market Track will be controlled
by Amtrak.
D.
Servicing of trains during the midday layover will be limited to light
interior cleaning and janitorial services, as well as essential light running
repairs (e.g., replacing brake shoes, air hoses, inoperative headlights or
marker lights and servicing restrooms).
E.
The number of train consists and the lengths thereof, for which capacity
shall be provided in the Midday Storage Facility preliminary design, will
be no less than would be accommodated in the conceptual engineering
design.

PHASE A TASKS
A.
Project Management Plan
1.
The Consultant shall develop and adhere to a Project Management
Plan (PMP) in accordance with Federal Transit Administration
(FTA) project management guidelines, which shall be submitted to
and approved by VRE.
2.
The Consultant shall periodically update the PMP as necessary to
maintain its accuracy in light of changes in the Consultant’s team
and/or the Project.
3.
The PMP shall include a Real Estate Acquisition Management Plan
(RAMP) and the Consultant’s detailed approach to managing
delivery of the Project including, schedule, risk analysis, cash
flow, quality assurance/quality control, safety, document control,
and project controls. It is intended that the PMP shall be a “living
document” updated and resubmitted to VRE as needed as the
Project progresses and elements of the Consultant’s approach
change.
4.
The Consultant shall prepare a PMP that describes the processes,
procedures, tools and controls the Consultant will utilize to acquire
the necessary property, manage and complete the work identified
in the Scope of Services and fulfill the Contract requirements. At a
minimum, the PMP shall address the following:

a.
Work Plan – Summary of the approach to perform and
deliver the work; understanding of the Scope of Services
and the efficient application of the resources to complete
the Scope of Services on an abbreviated schedule and
within budget.
b.
Organization and Responsibilities – Description of the
project team organization, including specific areas of
responsibility, local work locations, and contact
information; names of individuals and their corporate
affiliations; and an organizational chart.
c.
Assignment Schedule – Description of plans to prepare and
maintain a detailed assignment schedule and list of
deliverables. The schedule shall depict tasks anticipated
throughout the duration of Phase A, including all aspects of
the NEPA process, property acquisition detailed in the
RAMP and preliminary engineering design and shall

include monthly updates at a minimum to reflect actual
progress. The Consultant shall perform the following tasks:

i.
Maintain the assignment schedule and submit
updates/progress to VRE on a monthly basis at a
minimum;
ii.
Prepare the schedule in the format of Oracle’s
PrimaveraP6, Microsoft Project or approved
alternative; and
iii.
Identify relevant opportunities to streamline the
project development process, including key
activities to support property acquisition.
Assignment Budget – Description of plans to report the
budget status. The Consultant shall perform the following
tasks:
i.
Report the budget status to VRE on a monthly basis
at a minimum, either as an integrated element of the
software with which the schedule is prepared or as a
stand-alone document;
ii.
Include in reporting, both incremental and
cumulative expenditures by type and by Consultant
team member, as well as known future financial
obligations and commitments; and
iii.
Report consistently with invoices submitted
separately and provide explanations for any
inconsistencies therewith.
Document Control and Recordkeeping - Systems, processes
and procedures to be employed for document control,
configuration management, and recordkeeping. The
Consultant shall perform the following tasks:
i.
Maintain the proposed methodologies for
determining which records shall be maintained in
hard copy and/or electronically; and
ii.
Perform
document
control,
configuration
management and recordkeeping, as required.

i.
Provide the plan as an attachment to the PMP and
submit it separately to VRE for review and
approval; and
iii.
Adhere to QA policies and procedures, as approved
by VRE.
Meetings – Plan for project meetings. The Consultant shall
perform the following tasks:
i.
Organize and participate in a project kick-off
meeting and subsequent biweekly project progress
meetings with VRE, as well as additional meetings
(assume two (2) meetings per month per phase)
with VRE and/or third parties as necessary and
directed by VRE; and
ii.
Prepare minutes for all project meetings, as
appropriate, and submit draft minutes to VRE
within three (3) business days of the meeting.
NEPA Documentation
1.
In May 2015, VRE consultants completed an analysis of sites
capable of accommodating current and future VRE midday storage
requirements.
2.
That study, referred to as the North Terminal Midday Storage Site
Investigations, identified twenty (20) candidate sites within twelve
(12) miles of Washington Union Station in D.C., Maryland and
Virginia, and located within one (1) mile of one (1) of the active
rail lines serving Washington Union Station.
3.
These twenty (20) sites were subjected to a fatal flaw analysis that
eliminated eleven (11) candidate locations.
4.
The remaining nine (9) sites, including the New York Avenue site,
were evaluated in terms of several factors related to their relative
merit as a VRE Midday Storage Facility, including: size and
potential storage capacity, distance and ease of operations to/from

Quality Control Plan – Description of policies and
procedures which shall document quality assurance (QA)
and quality control (QC) measures for all tasks in the Scope
of Services. The Consultant shall perform the following
tasks:

Washington Union Station, order of magnitude estimate of
property acquisition costs, and potential environmental concerns.
The nine (9) sites were ranked based on these factors and four (4)
sites scored similarly at the top of the range.
5.
Between May and September 2015, VRE continued to explore the
four (4) candidate facility sites, both through internal analyses and
in meetings with other stakeholders such as Amtrak and the
District of Columbia Department of Transportation (DDOT).
6.
The additional insights garnered in this timeframe motivated VRE
to perform a supplemental analysis of the four (4) candidate
locations, essentially repeating the previous analysis, but in greater
detail and in light of insights gained in the intervening months.
This analysis revealed the New York Avenue Midday Storage
Facility site to be significantly more advantageous than the other
three (3) sites.
7.
Based on these initial efforts, conceptual engineering plans were
prepared for the New York Avenue Midday Storage Facility site.
Upon receipt of the Notice-To-Proceed (NTP), the Consultant shall
review the results of the prior North Terminal Midday Storage Site
Investigations and the Supplemental Analysis, as well as verify the
conceptual engineering materials provided by VRE, as the basis for
advancing the New York Avenue Midday Storage Facility as the
preferred midday storage alternative.
8.
The Consultant shall conduct environmental analyses and prepare
NEPA documentation for the proposed storage yard, consistent
with 42 U.S.C. 4331, et seq. as administered by FTA.
9.
Alternatives carried forward to the NEPA analyses shall be
advanced to a level of engineering sufficient to permit evaluation
of potential environmental impacts, support property acquisition
and the development of mitigation strategies for potential adverse
effects.
10.
It is assumed a Categorical Exclusion (CE) is the appropriate level
of documentation.
11.
If applicable, the Consultant shall also prepare a Finding of No
Significant Impact (FONSI) for the proposed action. The NEPA
class of action shall be confirmed by the Consultant, in
consultation with FTA.

C.
12.
The FONSI shall, at a minimum, describe the Project and the
alternatives considered, the public involvement process followed,
identified environmental consequences and findings, and proposed
mitigation measures to minimize impacts.
13.
If it is determined that an Environmental Assessment (EA) is the
appropriate NEPA documentation, the Scope of Services and
corresponding budget shall be amended to reflect any additional
work required to prepare the EA.
Public and Stakeholder Participation Plan
The Consultant shall assist VRE with agency/stakeholder coordination,
management and implementation of a public information and participation
program for the Project. The Consultant shall prepare a Public and
Stakeholder Participation Plan that describes effective participation
activities to be undertaken for the benefit of other agencies, key
stakeholders, and the local community. See ATTACHMENT U.2 – VRE
PUBLIC PARTICIPATION POLICY, included herein. The Public and
Stakeholder Participation Plan shall include, but is not limited to, the
following:
1.
Meetings - Quarterly meetings of a Project stakeholder committee
comprised of technical staff representatives from Amtrak, DDOT,
and MARC. Additional meetings shall be scheduled, as needed, to
gather relevant information or to brief local or regional elected
representatives regarding the Project. The Consultant shall develop
and present meeting materials (e.g., handouts, presentations,
information boards, plans and/or drawings, etc.), and prepare
meeting minutes.
2.
Implementation of the Public Participation Program for the Project
– Implementation shall include, at a minimum, preparing graphic
or written information to support public information and meeting
needs, and providing content for VRE print, electronic and social
media outlets (i.e., VRE website, VRE blog, TrainTalk, Ride
Magazine, Facebook, Twitter, etc.).
3.
Public Meetings - Assume two (2) public meetings during Phase
A. The use of participation forums such as webinars or virtual
meetings is encouraged, and will be considered as an alternative
and/or supplemental means of addressing public information and
participation for the Project. (Note that the development and/or
maintenance of a dedicated Project website is not included in the
Scope of Services.)

4.
Project Updates to the VRE Operations Board, NVTC and PRTC,
DDOT or other Regional Boards or Agencies - Assist in preparing
and/or presenting periodic Project updates. It is anticipated that
VRE staff will conduct most briefings, but assistance shall be
required to address select technical topics. The Consultant shall
support up to six (6) briefings over the course of Phase A.
5.
Public and Stakeholder Meetings – Assist in preparing and/or
presenting at up to three (3) public meetings and three (3)
stakeholder meetings to describe the Project and coordination of
impacts, as well as possible one-on-one meetings with key
stakeholders or interest groups before or after the main meetings.
Survey and Geotechnical
The Consultant shall perform the following tasks:

Conduct a topographic survey of the Project site to confirm
existing site conditions including potential utility work, to verify
the Project limits, and to establish a Project baseline.
2.
Conduct a geotechnical investigation of the Project site, perform
analysis and interpret geotechnical data necessary to finalize the
design, and provide a draft Geotechnical Report to the VRE
Project Manager for review. Upon receipt of VRE’s comments, the
Consultant shall finalize the report.
Preliminary Design (PD)
1.
The Consultant shall complete up to three (3) alternative designs of
the storage facility and associated connecting tracks to the level of
detail sufficient to permit evaluation of potential environmental
impacts, support property acquisition and the development of
mitigation strategies for any adverse effects. At the conclusion of
the environmental studies, the Consultant shall be responsible for
completing the design for the project elements of the
recommended alternative in sufficient detail to support entry into
either a design-bid-build or a design-build project delivery strategy
(approximately a 30 percent (30%) level of design) as deemed
suitable by VRE, and appropriate bid documents.
2.
The PD shall meet or exceed all VRE requirements and standards,
and comply with all applicable laws and regulations. The PD shall
address the Project elements in sufficient detail to support
utilization of a design-build project delivery strategy, in the event

that VRE elects to implement such a strategy. The Consultant
shall perform the following tasks:

a.
Adhere to its Quality Control Plan, policies and/or
procedures as approved by VRE.
b.
Prepare design drawings using AutoCAD 2010 and .DWG
file format. The Consultant shall follow Amtrak CAD and
BIM Standards EP4010, dated November 18, 2013. The
Consultant shall provide VRE with one (1) full size set of
drawings on paper, one (1) half-size set of drawings on
paper, as well as an electronic version of the CAD file.
c.
Prepare construction specifications. The specifications shall
be presented in Construction Specifications Institute (CSI)
format. Standard specifications were previously developed
to support design and construction and shall be understood
to establish general, as well as specific requirements.
d.
Review the standard specifications and determine the
applicability of each specification section to the
Consultant’s design and assumed construction methods,
and determine what additional specifications are required.
The Consultant shall provide VRE with one (1) set of
construction specifications on paper and an electronic
version in an editable file format.
e.
Prepare a Stormwater Management Plan and Stormwater
Pollution Prevention Plan, for review by VRE. The
Consultant shall address VRE’s comments to VRE’s
satisfaction, to finalize these plans.
f.
Prepare a preliminary construction cost estimate. The
estimate shall be organized by specification section,
consistent with the CSI format. The estimate shall be
consistent with the thirty percent (30%) design drawings
and construction specifications and the Consultant’s
assumed construction methodology, and shall be provided
in current and year-of-expenditure (YOE) dollars following
FTA Standard of Cost Categories (SCC). Escalation
assumptions shall be consistent with the estimated dates
presented in the preliminary construction schedule.

g.
Prepare a preliminary construction schedule using Oracle’s
PrimaveraP6 Enterprise Project Portfolio Management,
Release 15.1. The schedule shall be consistent with the
thirty percent (30%) design drawings and construction
specifications and the Consultant’s assumed construction
methodology.
h.
Ensure the PD complies with all relevant VRE, Amtrak and
American Railway Engineering and Maintenance-of-Way
Association (AREMA) standards and guidelines, as well as
District of Columbia land use and zoning regulations. In
the event that Amtrak and AREMA standards are found to
conflict, the more stringent standard shall apply. See
ATTACHMENT U.3 – LIST OF AMTRAK
STANDARDS AND REFERENCES, included herein.
i.
Ensure the PD is consistent with the current stage of design
development for the Washington Union Station Master
Plan and the Washington Terminal Yard Master Plan, as
well as any other Amtrak improvements planned or inprogress in proximity to the Project site.
j.
Identify and coordinate with affected utility owners early in
the design process to avoid and/or minimize utility related
impacts. The Consultant shall confirm utility location
information by review of documentation, interview of
utility owners, potholing, and other methods as necessary.
As the need arises during performance of the Scope of
Services, the Consultant shall support VRE for additional
utility relocation agreements to be finalized and/or
executed for the Project.
k.
Participate as an observer, and/or review results, of
simulations performed by Amtrak and/or their consultants,
to provide VRE with an assessment of their implications
relative to the PD. The PD shall address such implications
to VRE’s satisfaction.
l.
The Consultant shall perform a Value Engineering review
at or near the completion of thirty percent (30%) design.
Value Engineering shall comply with the methodologies
and procedures identified in the American Society of
Testing and Materials (ASTM) E1699-14, Standard
Practices for Performing Value Engineering. The results of
the Value Engineering process shall be documented in a

Value Engineering Report, which shall be submitted to the
VRE Project Manager for review and approval.
F.
G.
At such time as the Consultant has completed preliminary
thirty percent (30%) design documentation for most aspects
of the Project, the design documents shall be submitted to
the VRE Project Manager for review and approval.
Retaining wall designs shall be included in the thirty
percent (30%) design package.
n.
The PD shall not be considered complete until VRE and
Amtrak comments and requested changes provided as part
of the review are addressed to VRE’s satisfaction, and VRE
has provided the Consultant with formal approval that the
preliminary thirty percent (30%) design documentation
satisfactorily addresses all requirements identified in the
Contract.
o.
The Consultant shall not advance the design beyond the
completed PD level unless and until VRE has issued an
NTP for Phase B.
Coordination with Third Parties
1.
Amtrak will have authority to require that select engineering
design work complies with its requirements. This applies to work
directly related to all connections with, and necessary
modifications to, Northeast Corridor trackwork, signals and/or
electrification. The Consultant shall coordinate with Amtrak and
add such coordination to the project schedule, with regard to all
interfaces with Amtrak infrastructure and systems. The Consultant
shall provide to Amtrak, when instructed by VRE, copies of design
review packages as submitted to VRE.
2.
The Consultant shall coordinate as necessary with DDOT, Federal
Railroad Administration (FRA), utility owners, and other relevant
third parties. This includes identification of any required D.C.
approvals, and support of VRE in obtaining said approvals, as well
as adding such coordination and approvals to the project schedule.
Ancillary Development
1.

m.
The Consultant shall examine the feasibility of providing
improved rail transit access to the surrounding neighborhood as
an integrated component of the proposed storage facility plans.
Possibilities to be examined range from a new station served by

VRE or MARC, to new walkways and bikeways connecting the
neighborhood to one (1) or more existing Washington
Metropolitan Area Transit Authority (WMATA) MetroRail
station. The work product for this task shall consist of a draft and
final report that describes the solutions identified, additional
descriptive details for those determined to be feasible, and roughorder-of-magnitude cost estimates for the feasible solutions. The
Consultant shall coordinate with DDOT’s State Rail Plan efforts
to determine potential markets to be served by a prospective
station.

As a separate task, the Consultant shall examine the engineering
feasibility of decking over the propose storage facility for the
purposes of joint development. Possibilities to be examined shall
be determined in consultation with the District of Columbia
government. The work product for this task shall consist of a draft
and final Ancillary Development Report that describes potential
solutions, provides additional descriptive details for potential uses
for air-rights development, potential NEPA implications, and
rough-order-of magnitude cost estimates for the feasible solutions.
PHASE B TASKS - DETAILED AND FINAL DESIGN (OPTIONAL)
At its discretion and contingent upon funding availability, VRE will determine
whether the Consultant shall perform Phase B, which spans preparation of
detailed design at sixty percent (60%) and ninety percent (90%) levels, as well as
final or one hundred percent (100%) design construction bid documents.
A.
Project Management Plan
The Consultant shall update the PMP to be consistent with the
expanded Scope of Services. The need for such update shall be
evaluated at sixty percent (60%), ninety percent (90%) and final or
one hundred percent (100%) design, and such updates performed if
and as necessary.
B.
Engineering and Design
1.
The Consultant shall advance all design drawings and
specifications through sixty percent (60%) design, ninety percent
(90%) design, and final or one hundred percent (100%) design (bid
documents).
2.
The Consultant shall adhere to its Quality Control Plan, policies
and/or procedures as approved by VRE.

3.
The Consultant shall prepare design drawings using AutoCAD
2010 and .DWG file format. The Consultant shall follow Amtrak
CAD and BIM Standards EP4010, dated November 18, 2013. At
sixty percent (60%) design, ninety percent (90%) design, and final
or one hundred percent (100%) design levels, the Consultant shall
provide VRE with one (1) full size drawing set on paper, one (1)
half-size drawing set on paper, and an electronic version of the
CAD file. Upon finalization of the one hundred percent (100%)
design, the Consultant shall provide VRE with construction
drawings, including one (1) signed and sealed full size set on
paper, one (1) half-size copy set on paper, and an electronic
version of the CAD file.
4.
The registered Professional Engineers (PE) who prepare the design
drawings, in signing and sealing the construction drawings at the
one hundred percent 100% design level, shall be responsible for
the construction drawings’ suitability for construction. Their
responsibility shall encompass any reliance of theirs on conceptual
design materials provided by VRE.
5.
The Consultant shall advance the preparation of construction
specifications and prepare revised drafts at sixty percent (60%)
design, ninety percent (90%) design, and final or one hundred
percent (100%) design. The construction specifications shall be
consistent with the Consultant’s design drawings and assumed
construction method. The Consultant shall provide VRE with one
(1) hard copy of standard specifications and one (1) electronic
version of the specifications in an editable file format.
6.
The registered PE who prepare the construction specifications, in
signing and sealing the construction specifications at the final or
one hundred percent (100%) design level, shall be responsible for
the construction specifications’ suitability for construction. Their
responsibility shall encompass the standard specifications
provisions incorporated in the construction specifications.
7.
During the sixty percent (60%) design effort, and during
subsequent design efforts if necessary, the Consultant shall
incorporate any requirements identified in their Stormwater
Management Plan and Stormwater Pollution Prevention Plan, as
previously approved by VRE.
8.
The Consultant shall update the construction cost estimate at the
sixty percent (60%) design, ninety percent (90%) design, and final
or one hundred percent (100%) design levels. The estimate shall
be consistent with the corresponding level design drawings and
construction specifications and the Consultant’s assumed

construction methodology, and shall be provided in current and
YOE dollars. Escalation assumptions shall be consistent with the
estimated dates presented in the construction schedule.

9.
The Consultant shall update the construction schedule developed
during PD using Oracle’s PrimaveraP6 Enterprise Project Portfolio
Management, Release 15.1. The schedule shall be consistent with
the corresponding level design drawings and construction
specifications and the Consultant’s assumed construction
methodology.
10.
Development of the sixty percent (60%) design, ninety percent
(90%) design, and final or one hundred percent (100%) design
documentation shall remain consistent with the then current stage
of design development for the Washington Union Station Master
Plan and the Washington Terminal Yard Master Plan, as well as
any other Amtrak improvements planned or in-progress in
proximity to the Project site.
11.
The Consultant shall evaluate potential opportunities to perform
additional Value Engineering review(s) at the completion of sixty
percent (60%) design, ninety percent (90%) design, and final or
one hundred percent (100%) design levels. Value Engineering
shall comply with the methodologies and procedures identified in
ASTM E1699-14, Standard Practices for Performing Value
Engineering.
12.
At such time as the Consultant has completed each of the sixty
percent (60%) design, ninety percent (90%) design, and final or
one hundred percent (100%) design levels, the design documents
shall be assembled as a design review package and provided to
VRE for review. The Consultant shall not advance the design any
further until after VRE and Amtrak comments and requested
changes have been addressed to VRE’s satisfaction at the given
design level, and VRE has confirmed that the design review
package meets all requirements identified in the Contract to VRE’s
satisfaction.
The Consultant shall update the Public Participation Plan to include two
(2) additional stakeholder committee meetings, two (2) additional public
meetings, and four (4) additional board briefings, anticipated to take place
during Phase B. Other public participation responsibilities in Phase A,
including preparation of meeting materials and drafting of meeting
minutes, will continue during Phase B.

D.
The Consultant shall continue coordination with third parties as follows:
1.
During Phase B, Amtrak will continue to have authority to require
that select engineering design work complies with its requirements.
This applies to work directly related to all connections with, and
necessary modifications to, Northeast Corridor trackwork, signals
and/or electrification. The Consultant shall coordinate with
Amtrak, with regard to all interfaces with Amtrak infrastructure
and systems and add such coordination activities to the project
schedule.
2.
Continue to coordinate as necessary with the DDOT, FRA, utility
owners, and other relevant third parties. This includes
identification of any required D.C. approvals and support of VRE
in obtaining said approvals, as well as adding such coordination
activities and approvals to the project schedule.
