1. Update on Streamlining Service First Agreements
In October of 2010 the Service First Leadership Team chartered an interagency work group with the objective to
“re-engineer current agreements processes . . . into one simplified process that the four agencies may use for
Service First projects and programs.” An interagency team has been assembled (team members listed below) and
has begun the process to meet the objectives and products outlined in the charter. So far, the team has had three
conference calls reviewing what processes each agency currently does under Service First, what types of
agreements fall under Service First versus other authorities, and what current agreements efforts have worked and
have not worked under Service First. The team is currently seeking guidance from solicitors on what types of
agreements fall under the Service First Authority. The group is beginning to developing a proposal to be presented
to the Service First Leadership Team to meet timelines outlined in the charter. Questions or input may be given to
the agency team members below.
Team Members: Jill Zan (USFS, Supv. Grants Mgmt Specialist, Pacific Northwest Region), Willis Mitchell (USFS,
Grants and Agreement Specialist, Washington Office), Elaine Poser (USFS, Administrative Specialist, Carhart
National Training Center), Eric Pagal (BLM, Chief Procurement Branch, Washington Office), Marcus Gress (BLM,
Procurement Analyst, Washington Office), Larry Williams (FWS, Chief NWRS, Budget/Performance/Workforce),
Kathleen Scully (FWS, Financial Specialist, Washington Office), Colina Rivetts (NPS, Contracts and Property,
Washington Office), Rebecca Bizier (NPS, Contracting Officer, Intermountain Region), Karyn Ferro (NPS), and Joan
Guilfoyle (Service First National Coordinator). Facilitator: Bruce Rittenhouse (BLM, Branch Chief for Resources,
Colorado State Office).
