Safe Transportation of
Household Hazardous Materials (HHM)
E-Waste Recycling
Electronics are BANNED from disposal in Wisconsin
landfills or incinerators and MUST be recycled.
The Household Hazardous Materials (HHM) program
accepts all types of e-waste. Except for Freon containing
appliances, recycling e-waste is free to Wisconsin
residents.
• If possible, bring items in their original containers, or clearly mark contents on container.
If you do not know what is in the container, tell the attendant.
• Tighten all covers and lids.
• NEVER MIX CHEMICALS! They may be fine separately, but together they could produce
toxic fumes, heat, cause a fire or explosion.
• If container is leaking, pack it separately it in a leak-proof container (i.e. pail or tub),
with absorbent material in the bottom.
• To ensure passenger safety, materials should not be loaded into the passenger
compartment of a vehicle.
• To avoid spills, put waste containers, upright, in a sturdy container and place them
securely in the trunk or back of a truck or van.
• Do not put different types of materials into a plastic bag.
• Read and follow all directions when you arrive at the Household Hazardous
Materials Facility.

Salvaging is disassembling an item to remove parts that
have a recycling value. Salvaging electronic waste, especially
TV’s, can be dangerous and is likely a violation of WDNR
regulations. Because of the increased cost of disposal and
an increased risk to employees, the Household Hazardous
Materials Program charges for any electronic waste that has
been salvaged. No exceptions.

Does Your Business Generate
Hazardous Waste?
Many area businesses, including rental properties, contractors,
service stations and shops generate small amounts of hazardous
wastes and are looking for an effective and cost-efficient
means of disposing of such items.
Steps for business users:
1. Prequalification is required. Only businesses that generate
less than 220 pounds of hazardous waste can use the
facility. Call 785-9999 or go to the program website at:
www.co.la-crosse.wi.us/SolidWaste/hhm/business.asp to
get the necessary information.
2. Fill out and return the “VERY SMALL QUANTITY
GENERATORS (VSQG) CERTIFICATION FORM”
3. Call to schedule an appointment on Mondays 11:00 – 4:00 or
Thursdays 8:00 – Noon. Business users will not be allowed
to drop off waste without an appointment.
Why do businesses need an appointment?
There are several reasons. Businesses must pre-register to
determine if they qualify. The price charged for different types
of business waste varies, so technicians need to separate
wastes into categories and weigh each one separately. This
takes extra time.

Why does the Landfill & Household Hazardous Materials Facility have different hours?
The Landfill and HHM provide different services and have different requirements. Waste delivered to the Landfill and
Citizen’s Drop-Off Area is sorted by the customer. This material either goes to the landfill, a labeled container or a
designated location on the landfill property. Waste that is disposed at HHM is sorted by the staff into one of over
30 different waste streams. Because most of this of what is delivered to HHM is classified as hazardous waste and is
highly regulated, HHM staff needs to set aside time to manage it in a safe and compliant manner.

Humanity ReStore has moved into the
neighborhood and we are very pleased
here at the landfill to have them as our
new neighbor. Now everyone coming out
to the landfill will be able to donate

here and disposing of his or her waste.

keep tons of good material out of the
landfill to be reused by citizens in the

may simply exit the landfill. The current flat rate fees are as
follows: $5 for a car, $15 for a truck/van/SUV, and $25 for ANY vehicle pulling a trailer. Check the landfills website,
http://www.co.la-crosse.wi.us/SolidWaste/landfill/public.asp for up-to-date pricing. Businesses, including rental
property owners, will still be weighed and charged 5¢ per pound, with a minimum charge of $2. Tires, brush, yard
waste, and shingles will also still be weighed in and out charged by weight.

What Can Be Dropped Off?
Large Items: Furniture and furnishings including upholstered items, general household waste, toys, bikes, grills,
lawnmowers (without gas and oil), mattresses, stoves, hot water heaters, washers, dryers, small appliances, etc
Demolition/Construction Debris: Wood, drywall, doors, windows, sinks, toilets, tubs, roofing, bricks, carpets, tile,
and flooring.
Garbage: Normal household waste like bagged waste, paper, and food waste.
Other: Yard waste/grass clippings, shingles, brush, and animal carcasses.
Tires: Accepted at a higher fee.
Freon Items ($20 fee): Refrigerators, dehumidifiers, air conditioners.
What Cannot Be Dropped Off?
Ammunition, explosives and radioactive materials cannot be accepted. Hazardous waste can be dropped off at
our Household Hazardous Waste facility (See information on back page).
No Salvaging. Once waste is in the container, it cannot be safely removed.
Only people authorized by site attendants may use the facility. Security cameras are in use, and violators will be

Curbside Brush Chipping (

Yard & Garden Waste
These guidelines have been prepared in order to efficiently
and effectively provide brush chipping services to the residents of the Town of Campbell. This program is intended for
the disposal of small amounts of limbs/branches that are removed by residents for normal maintenance and upkeep only.
Chipping will be done for the residents at a given address. No
brush can be brought in from other locations.
• We now have our own drop-off site for your yard and garden waste. It is located behind the town hall. It is in the
fenced-in area, and the gates are always open. Acceptable
items are grass, leaves, and garden plants. No brush is accepted at this site.
The Town will not pick up brush from lot clearing activities
or from the removal of trees or bushes. Contractor-cleared
brush or trees will NOT be picked up whether FREE or PAID
FOR. It is the contractor’s or resident’s responsibility to
dispose of this. It can be transported to the county landfill,
or check the Yellow Pages under Tree Service.
• You may take recyclable glass, metal, plastic, and paper to
the drop-off site behind the town hall and place it in the
large bin.
The crew will spend up to 10 minutes at each residence.
Any remaining brush should be kept in your yard until the
next pickup date. Brush should not be put out to the curb
until 3 days prior to your pickup date.
The maintenance crew will answer any questions you may have
while they are at your residence. If you are unable to speak
with the crew, please call the maintenance department with
any questions at 779-9805.
• Schedule: Brush chipping will be done the first Monday of
the month for areas NORTH of I-90 ( )and the second
Monday of the month for areas SOUTH of I-90 ( )from
April to October. Town crews will only go by each residence
ONE time each month.
All brush must be curbside by 7 a.m. on the day of your
scheduled chipping. The Town will not pickup brush in alleys.
Town crews will not cross or enter private property to pick up
brush. Brush that is not curbside by 7 a.m. will not be picked
up until the next pickup date. In order to maintain the schedule, brush crews will not return for special pickups.
Christmas trees will be picked up starting the day after
Christmas and ending the second week of January.
• Piling brush: These guidelines must be followed. If brush
piles do not meet these guidelines, the brush/limbs will not
be collected until they do meet the guidelines.
Recycling Bin at Drop-Off Site
Large Article Pickup
NO APPLIANCES
• Furniture, carpet, and other approved large items are picked
up weekly, on your regular recycling day (see calendar).
• One bundle of waste lumber or other construction material
not longer than 4 feet or heavier than 60 pounds may be
placed for collection weekly along with other trash as long
as the material is not produced from a significant remodeling, construction, or demolition project that would create
more than 3 such bundles in total.
Appliance Pickup and
Recycling of Electronic Items
• Major appliances will be picked up upon payment of a $20
fee to the Town. Contact the Town Hall (783-0050) to arrange for pickup.
• You may also recycle appliances and electronic items by
taking them La Crosse County’s Household Hazardous Materials site (see outside of this newsletter).
Burning Permits
• Burning is no longer permitted in the Town of Campbell.
Pile brush with the cut end toward the road, all in the same
direction, and pile as loosely as possible so that brush is
easy to unpile. Branches or limbs over 6” in diameter will
not be accepted. The brush should be as long as possible,
yet easy to handle. One of the biggest problems crews have
is people cutting large branches into small pieces. The crew
has a saw and will make cuts if needed. Pile brush away
from mailboxes, telephone poles, etc.
Stumps, root balls, roots, rocks, rubbish, construction material, dimensional lumber, metal, or yard waste WILL NOT be
collected.
• Brush due to major storm damage: If there is major storm
damage, the Town will chip brush from storm-damaged
trees. The Town will determine and announce emergency
storm-related brush collections.
Unacceptable Trash
Construction or demolition materials
Items include: roofing materials, bath tubs, shower enclosures, windows, sheet
rock, brick, c­ oncrete, asphalt, and kitchen cabinets.
Hazardous materials
Cleaners, solvents, gasoline, oil, or other toxic, corrosive, explosive, or
highly combustible materials may not be placed in the regular trash. These
hazardous materials should be taken to the Hazardous Materials Facility
(785-9999). See outside of brochure for details.

Trash Guidelines
Trash is picked up every Thursday.
Containers: Trash must be placed
in bags approved by the Town
Board with a proper tie or closure.
Residence owners must provide
an adequate quantity of approved
containers to place the bags in.
These containers may not be
larger than 33 gallons and may
not weigh more than 60 pounds
when filled. Residents must
dispose of trash scattered by
wind, rodents, or other animals.
When to put trash out: Put trash
out no earlier than 4 p.m. the
evening prior to collection day
and not later than 5 a.m. on
collection day. Containers must
be removed from the collection
point no later than 24 hours
after collection. Multiple refuse
container stands are allowed on
town streets if they completely
enclose the containers and are
located so as to not be unsightly
for adjacent residences.
Where to put trash for pickup:
Place trash at the alley line where
alleys are available and at the
road where there are no alleys.
Collection for multiple family
dwellings: Owners or operators
of multiple family dwellings (5
or more dwelling units) must
provide a Dumpster or Dumpsters
for trash and separate containers
for the collection of recyclable
materials for their tenants.
Acceptable trash: Household
trash except for aluminum
and steel beverage and food
cans, glass bottles and jars,
and newspaper, computer and
business paper, and corrugated
cardboard, which should be put
in your recycling bin. Newspaper
used for wrapping waste, paint
masking, or other uses that
contaminate the paper, and wet
newspaper, may be put with the
trash. The hauler may refuse to
collect trash or recyclables not
prepared in accordance with the
Town’s requirements.

day to put newspapers out. See box below to find out how

You may also take your recyclables to the recycling bin
behind the town hall next to the yard & garden waste site
(see Recycling Bins at Drop-Off Site on page 2)
Please don’t put recyclables in with your regular
trash and please don’t put nonrecyclables
in with your ­recyclables.
Small amounts of unacceptable materials can cause
whole truckloads of recyclables to be landfilled.
If it doesn’t appear in this guide, don’t put it in the recycling bin!

• Office and computer paper: NO envelopes with plastic windows, but envelopes
can have labels. NO self-carbon paper. Tie
with string or place in a paper bag, and
place beside or on top of recycling bin.
Shredded office paper can be placed in a
paper grocery bag with your newspapers
or, if you have a lot of it, in a clear plastic
bag.
• Corrugated cardboard: Flatten and tie
with string. Place beside recycling bin.
Please keep paper and cardboard dry.
If it is raining or snowing, wait until
the next recycling day to put it out.
