Report on Activities - League for Innovation
Dr. Cosand reported to the Board on the purposes and goals of the
C.
'
3.2
League for Innovation.
"
The Board had approved The Junior College District joining the
League for Innovation at its meeting of February 26, 1968.
The League was established
for colleges interested in innovation and c r e a t i v i t y - not for innovation's sake - but I
because of interest in improving teaching techniques. Twelve district*, compose the League.
Each District was asked to propose one project for consideration. One of the six projects
accepted is one proposed by The Junior College District.
Dr. Cosand and Mr, Walter E. Hunter, Associate Dean of Instruction,
Meramec Community College , are the two District representatives to the League.
Mr. Hunter gave a report to the Board on the activities of the League.
s
^^fc
He noted that the League was rather sizeable in scope as it represented thirty-four colleges
and twelve districts, with 250,000 students. Mr. Hunter used an overhead projector to
„
.
show transparencies illustrating the Junior College District motivated project. This;
project was to improve existing practices and somehow utilize some the newer ideas and
strategies in the field of General Education.
A systems approach to learning should be
based on a set of specifications called educational objectivies. We will need to determine
goals for student , defining his pre-entry behaviors, skills, knowledge to ascertain where
student enters and where he is going.
A workshop will be held in St. Louis on January
20, 1969 to define this proposal, to select a granting agency to whom this proposal might
be submitted, and to select a college for project implementation.

College Presidenfs Report on Scheduling Students for Classes
The three College Presidents reported to the Board on the procedures used in
f
scheduling students for classes:
Dr. Snead stated that Forest Park Community College , at the time o f p r e ^
•--
counseling, issues a schedule card which is passed from the counselor to the instruction areas. •"""
When numbers exceed established capacity, new sections are planned. The real problem
comes in the Central Registration procedures. When a student registers late, he may;need
fifteen hours and has only twelve, he might then enroll in a three-hour course he has been
advised NOT to take. Everything possible is being done to be certain that students are
enrolled in courses they need and desire.
^fc
Mr. Stith noted that the basic problem is one of getting students into appropriate courses in terms of their educational needs and their development at the time*;
At Florissant Valley Community College a course^card is issued for each student who preregisters. The problems occur when a student does not follow through with registration.
A new system has now been instituted. A twenty-dollar refundable deposit is required at
t h e o f pre-registration to get a higher percentage of folloW-thrOUgh. This refundable deposit
may get more students who are sincere about entering, and more students will follow through.
;
If they don't, they w i l l ask for the refund early so that the college can re-adjust its 'needs.
Dr. Clark reported that Meramec Community College usee a system similar to
"
that used by Florissant Valley, but does not use the deposit system. At Meramec they pre-advise,
they have the students already in school indicate their choices and the Registrar then tallies

'':t
After Christmas, entering students are pre-advised to determine whafr bourses
they need and their qualifications. Registrars then tally to find out what courses and number
of classes are needed.
A l l three Presidents noted that a point of misunderstanding is that whdn a
Student pre-registers, he is simply admitted to the College, not to specific classes. iPreregfsJrrfion does not guarantee course selection.
Economics are also involved, since
the college must pre-budget for courses and faculty needs. Also in a community college
situation, some students feel that because of the "open dooF" policy they need not pre- ,
', _,.
register because there is room and we w i l l accept them late.
More publicity is needed
about the time for student pre-registration,

The Florissant Valley Soccer Team has been asked to go on a European tour
I
in August, 1969, under the auspices of the American International Student Exchange. This
\
is a distinct honor, since teams dreselected on basis of potential as goodwill ambassadors as
well as playing a b i l i t y . This trip would have-to be financed through the college or the
community, and the Board needs to authorize the concept of the tourand any fund raising.
Approximately $18,000 is needed to cover expenses.
Whereupon, on motion by Mr. Stewart, seconded by Mrs. Johnson,!and with
!
the aye vote of a l l members of the Board, It was
RESOLVED, That the Board of Trustees does hereby highly commend'
the Florissant Valley Community College Soccer Team for its
excellent performance, and does also recognize the outstanding
contribution of the Coach, Mr. Gene F. (Pete) Sorber.

Dr. Cosgnd requested that-ihe Board give authority to the staff at Florissant

Valley to attempt to raise the needed funds to send the Soccer Team to Europe in August, 1969.
Whereupon, Mr. Stewart offered and moved adoption of the following
resolution:
|
RESOLVED, That the Board of Trustees does hereby approve

the concept of a European goodwill tour, and authorises a
fund raising campaign by the staff arid students Qt Florissant
Valley Community College for the purpose of funding a tour
I
of the Florissant Valley Soccer Team!in August, 1969,
under the auspices of the American International $tud<:nl Exchange. :
I
Mrs. Johnson seconded the motion to adopt the foregoing resolution,;and the
question being pur to a vote, the motion carried five to one, Mr. Williamson voting "!NO".

Mr. Williamson stated that his reason for voting " N O " was because he is
skeptical of the ambassadorial aspect of sending teams to other countries.
