Roll Call:
Present: Suzanne Boussard, Jim Buffalo, Hilary Churchill, Carla Farniok, Ed Lavin, Greg Phelps, Dan

President Goldfarb –
Budget - There is no budget yet. The House and Senate passed but the Governor will not sign. It is 2
billion dollars over budget. Employees will still be paid. There will be a message going out that there
should be emergency purchases only if the budget is not passed by July 9. There will be no pay
increase announced until the budget is passed. There could be a 2.8% increase in the new budget so
this will help with internal reallocations. There is no capital budget either. This will go for the new
Performing Arts Center and the new building in the Quad Cities.
Flood Victims – The Civil Service Employees Council is working on Paw Pails to assist the flood
victims. There have been many people from the WIU community assisting with sandbagging.
Construction - The Student Recreation Center will be air conditioned. The new Multicultural Center is
going up. Memorial Hall architectural funds were released. This will hopefully be complete in 20092010. This is not as quickly as everyone would like.
Enrollment – The income fund comes from the number of full time students enrolled. Summer is the
same as last year. The fall numbers look like they are going to be down by 2%. There are fewer
transfer students and smaller graduating classes in the high schools. We should be close to where we
were last year.
Chillers – The chillers are going. Currens, Horrabin, and Stipes will be getting new ones. Dollars were
found internally for these. They are looking into permanently purchasing a temporary cooler to have on
hand.
President’s Advisory Group – The University may have to look into increasing tuition for deferred
maintenance down the road. Dr. Goldfarb does not want to put this on the back of the students.
Buildings created by the state need to be funded by the state. He does not want to see families go
bankrupt trying to send their children through college. Dan Rathjen thanked him for thinking of the
families when it comes to tuition.
Pay For Exceptional Performance – Dr Goldfarb is in the process of reviewing the questions the
salary committee had about the proposal. He is behind this so individual employees doing exceptional
work can be rewarded. There will be a checks and balances system with this process.
III. Minutes - (Carla Farniok) Martha made a motion to approve the minutes. Hilary seconded and the motion
passed.

VI. Civil Service Employee of the Month (Laura Caldwell)
Warron Abbott with Document and Publication Services is employee of the month for July. His
presentation is July 9 at 9:20 at DPS.
Nominations are still needed so please nominate employees that you feel are deserving.

WIU Quad Cities Campus Report (Lois Retherford) – Things at the Quad Cities continue to be extremely
busy. We will be having some work done on and around the building and we have some repairs made
and prepare to add more faculty this fall. We will also have staff participating in a 4th of July parade in
the Quad Cities and also be visible at the TPC golf tournament next week.

1. Affirmative Action Internship (Amber Dodds) – No Report
2. Affirmative Action & Equity Council (Martha Youngmeyer) – No Report
3. Women’s Center (Martha Youngmeyer) - Women’s Center staff and volunteers are participating in
the Summer Orientation and Registration (SOAR) program by providing information about the
cultural centers for incoming students and their families at the Student Services Fairs; they will
provide information for New Administrators Orientation this month; there will be a book display for
The Girls Plus Math Camp July20-25/copies are still available at the Women’s Center for $5 each
of the Women’s Center’s first Women’s Voices Journal, a compilation of poetry and short stories by
WIU students, faculty, staff and alumni; Director Janine Cavicchia and Feminist Action Alliance
member Nicole Peter attended the National Women’s Studies Association (NWSA) 2008 annual
conference and Women’s Centers Pre-Conference meetings in Cincinnati in June, where they
purchased many new books and other materials for the Resource Library (remember to check out
the library for your summer reading needs!); construction on the new Multicultural Center is
progressing nicely, though the anticipated completion date has been tentatively set back from
November to February due to last month’s rains; the Western Organization for Women’s annual
summer meeting with President Goldfarb and Provost Thomas was very informative and
productive, and both assured us of their support of the Women’s Studies Department and their
commitment to filling the positions of the faculty members who are leaving, including the Chair,
Polly Radosh (Aimee Shouse will be serving as Interim Chair this year), and President Goldfarb
said he is waiting to make a decision on whether or not to change the Westerwinds name until after
the resolution of the OCR (Office of Civil Rights) complaint that was filed last fall; and we are
working on programming plans for the coming year, including highlighting women’s health to tie in
with the 2008-09 campus theme of health and wellness.
4. Web Page (Jim Buffalo) – New website; minutes, agendas, and any information for the website can
be sent to Scott Larson. A new employee section may be added to the homepage.

4. Constitution / Election (Jim Buffalo) – New members fill out the term of the person they replace.
Every election cycle you could lose up to 5 members.

7. Salary (Suzanne Boussaard) – Pay for Exceptional Performance went back to the Vice Presidents
and responses are back. All questions were answered during the meeting but some would feel
better about it if it was laid out better in the proposal. Some employees want it to go through while
others do not. It has not been decided if CSEC or Administration will release the proposal. This
would be added to the base salary and it could mean two raises in one month. It has not been
decided if it will be a certain amount or a percentage of the dollars available. The first eligible
payouts could be next June but not sure if it will be retroactive to July 1. This was asked for since

the only thing that needs to be done is to determine goals. This is for non-negotiated employees.
Negotiated employees will have to take it to their union at time of negotiations.

XIII. New Business:
1. Paw Pails – The council is accepting donations to aid the flood victims with the clean up after the
flood. These are five gallon buckets filled with necessary cleaning supplies and other items. The cost
to assemble each kit is $50.00 so supplies or cash donations are being accepted. Cash donations must
be received by July 15 and other donations need to be received by July 17. The Paw Pails will be
assembled on July 18 in the Malpass Library Acquisitions department. Volunteers are needed. ASME
donated $100.00 to the cause and Martha Youngmeyer was the first member to give a donation.

5. Golf Tournament – There were 13 hole sponsors and 5 teams. The council made approximately
$800-$1000 and everyone really enjoyed it.
