It is important for us to reach H2R-learners.
They are the ones who support democracy less
or have less knowledge about our political
system.
Groups with ‘large distance to our
democratic rule of law’
•  Immigrants who are in a naturalization process
Group: People with migrational background
•  Pupils and adults with a (mild) intellectual
disability
•  Adults with a very low budget or who live very
isolated
Group: Economically De-Privileged
•  People who have difficulties with reading
How do we try to reach them?
•  Through entrepreneurs / partners
•  Through education (teachers!)
In the Netherlands every child is obliged to go
to school from 5 years until they are 16.
