Leveraging LTE for a Smart Grid Network:
A Green Mountain Power Case Study

An Investment in Vermont
Vermont Utilities received a Department of Energy Smart Grid
Investment Grant for the projects totaling $138 Million. GMP
was awarded over $69 Million for their portion.
Projects include:
• Meter Data Management System
• Customer Web Presentment
• AMI Deployment
• Substation & Distribution Automation
• Dynamic Pricing & Consumer Study
• Customer Information System Upgrade
A Backhaul Solution:
LTE via Local Telco Vermont Telephone
Vermont Telephone Company (VTel) was awarded an ARRA
grant to build an LTE network on spectrum that they already
owned (700 MHz, PCS, AWS), to meet the needs of un- and
under-served populations in Vermont.
A Partnership for a Better Vermont
•
GMP began negotiations with VTel partner on
the build out of a statewide LTE Network
•
The 5 major entities involved in the
negotiations: GMP, Central Vermont Public
Service, Vermont Governor's office (VTA), the
Vermont Public Service Board, and Vtel.
•
GMP needed reliable, Statewide, hardened
infrastructure
•
VTEL grant funds were insufficient to build to
critical infrastructure standards in the un- and
under-served areas of Vermont
A Partnership for a Better Vermont:
Power Company Assets
•
GMP offered investment of its own grant funds,
that it would spend on a private build network, to
support the extension of the LTE network to
unfunded areas of Vermont and cover the cost of
back up batteries and Generators needed to
harden the infrastructure.
•
GMP offered the operational expenses that it
would spend on a private build to support the
project
•
To ease the burden of a critical infrastructure
build requirement, GMP agreed to co-locate VTel
base stations at some of their mountain top sites
that housed their 2-way mobile radio base
stations and pole top assets
