FAMILY & CHILDREN’S SERVICES/TREATMENT: The SWS II position serves as the social work
supervisor for the At Risk Case Management and Prevention Services Program for Buncombe
County DSS. The SWS II position supervises Social Worker II’s who primarily perform at risk case
management prevention services for children (age birth through 17) of families who are at risk of
abuse, neglect or dependency. This position ensures a coordinated effort among the
aforementioned staff members, among members of the social work division, across human services
and with community partners, particularly city and county school systems. Supervises programmatic,
administrative and management concerns of the unit, plans, develops and reviews program
objectives and service delivery needs with staff and community. Organizes and manages caseload
assignments. Provides consultation and oversight for the unit budget and expenditure process.
Conducts intensive orientation and training of new staff. Assures that policies, procedures, and
quality assurance reviews and requirements are meet. Maintains scheduled supervision with staff.
Interviews, hires, makes personnel recommendations and completes performance evaluations on
supervised staff. Provides consultation to staff, other agency staff and the community. Position will
research, develop and implement an outcomes based prevention program for the target
population of children age 6 and under. Represents the agency on committees, boards, etc.
Individual will perform duties as a representative of a public agency and is subject to high standards
for personal and professional conduct.

KNOWLEDGE, SKILLS AND ABILITIES: Must possess considerable knowledge of
the methods and principles of practice and knowledge technique tools. Considerable
knowledge of the laws, regulations, and policies which govern the programs, including a
thorough knowledge of governmental and private organizations and public and private
resources within the community; considerable knowledge of social work principles,
techniques, and practices and their application to specific casework and community
problems; the ability to supervise, train, and direct social workers, students, interns, or
casework aides in the program; the ability to establish and maintain effective working
relationships with administrative supervisors, associates, supervisors, clients, and other
community professionals; the ability to express ideas clearly, concisely, and
professionally as well as to plan and execute work effectively; ability to provide
encouragement and support to workers in crisis situations as well as day to day
supervision. Must possess the ability to define standards for workers in such a way that
the expected performance is consistent with the agency's organizational goals and
ideals. The ability to present information clearly both in oral and written form. The
ability to efficiently and cordially interact with co-workers to accomplish common tasks;
ability to have efficient and courteous interaction with the employer’s customers; and the
ability to function in highly stressful circumstances.
MINIMUM TRAINING AND EXPERIENCE: Master's degree from an accredited school
of social work and one year of social work or counseling experience; or a bachelor's
degree from an accredited school of social work and two years of social work or
counseling experience; or a master's degree in a counseling field and two years of
social work or counseling experience; or four-year degree in a human services field or
related curriculum including at least 15 semester hours in courses related to social work
or counseling and three years of social work or counseling; or graduation from a fouryear college or university and four years of experience in rehabilitation counseling,
pastoral counseling, or a related human services field providing experience in the
techniques of casework, group work, or community organization; or an equivalent
combination of training and experience.
