CALL TO ORDER & WELCOME
Tom Keegan, WACTC president, called the meeting to order at 8:00 a.m., welcomed those present,
thanked Rich Cummins and Columbia Basin College staff for hosting the meeting, and asked for selfintroductions.
APPROVAL OF MINUTES
MOTION:
It was moved and seconded that WACTC approve the April 26, 2013 minutes without
corrections.
MOTION PASSED.
TREASURER’S REPORT
Jill Wakefield presented the WACTC Treasurer’s Report with an ending balance of $44,443.01 as of May
29, 2013.

THE ASSOCIATION
Ed Brewster introduced Kati Hays, The ASSOCIATION executive director. Kati provided a brief overview
of The ASSOCIATION which is the professional development organization for administrative and
exempt/professional employees and offers conferences, leadership, scholarship, and award
opportunities. Kati spent most of her time speaking about the Leading from the Middle Program.
Leading from the Middle is a series of four day-long modules focusing on broad topics – Leadership,
Human Resources, Budget and Finance, and Understanding the State Board and Legislative process.
She also announced the Summer 2013 Conference will focus on Big Data and be held at Spokane
Community College, August 1-2, 2013.

Competency-Based Degree Draft Recommendations
The goal of the Competency Based-Degree Work Group is to develop a proposal on how the twoyear college system can implement competency based-degrees, including a proposed funding
structure. Rich outlined the work group’s draft recommendations on students, curriculum, faculty,
and finance.
MOTION:
It was moved and seconded that WACTC approve a skim for the following
recommendation regarding financing:
o To join the Coalition, colleges pay a prorated fee based on a share of state
funded FTES or state allocation, to fund the initial costs of developing and
delivering competency-based courses and degrees.
• Currently estimated at average of $36,000 per college for first year
start up.
• Consider a penalty for late joiners or distribution to early joiners.
MOTION WITHDRAWN.
MOTION:
It was moved and seconded that WACTC endorse the competency-based degree
plan and to discuss, and possibly act, on funding in July.

EDUCATIONAL SERVICES COMMITTEE REPORT – Jack Bermingham, chair

Student Achievement Recommendation for Including Certificates
In any academic year, as a milestone based on evidence for further education and middle wage
employment, students could earn a completion point if they
o Received an Exit Code 4 (certificates less than 45 credits) and;
o Earned at least 20 vocational college-level credits in the current or previous year.
