State Board Approved Requests (biennial $):
Tuition Reduction Backfill
$41.95 million
$1.98 million
Request adjusted state backfill for tuition reductions in applied baccalaureate degree programs (upper division
tuition). The adjustment will reflect actual enrollment levels as well as anticipated growth in the program for
FY 2015-17. (FY 2016 and 2017)
Tuition Backfill – Fully fund compensation changes
$10.92 million
Request state funding to fully fund the estimated aggregate STATE + TUITION impact caused by 2015-17
compensation policy (i.e., COLAs/CBAs, Health Insurance and Pension contributions). Request includes full
funding for I-732 COLAS and Pension contribution increases. (FY 2016 and 2017).
Faculty Increments
$10.20 million
As requested in the biennial request, the system is requesting the funding necessary to
provide salary step increases (‘increments’) for full- and part-time faculty. (FY 2016 and
2017)
Increase Academic, Completion and Career Planning Efforts
$8.98 million
As identified in the 2015-17 Biennial budget, the request aims at increasing support efforts at the college level
by increasing staffing levels to assist CTC students in their educational experience. The goal of the investment
is to increase student retention rates between year one and year two of their program pathway. (FY 2017
only)
Expand the Opportunity Grant program
$5.58 million
Mirroring the 2015-17 Biennial decision package, the request seeks to expand the Opportunity Grant program
to include 600 additional students as well as provide a 25% increase to the current average grant award. The
program is proven to improve student outcomes in workforce programs and has not been properly adjusted
to reflect increased tuition levels authorized during the Great Recession. (FY 2017 only)
MESA – Student Support for STEM students
$4.29 million
The Washington MESA Community College Program (MCCP) is an academic support
program for community college students on STEM degree pathways. The request will
increase the amount for the college sites to $125,000 (from $58,000) and expand the
number of sites to include all 34 community and technical colleges. (FY 2017 only)
