WHO MAY APPLY
The 2016-17 BEdA Leadership Block Grant application is open to currently approved BEdA
providers funded by the SBCTC–Basic Education for Adults Office only. The application is noncompetitive, but eligible providers must apply and address all questions in the application in
order to receive the grant.
PURPOSE OF GRANT
The purpose of the 2016-17 BEdA Leadership Block Grant is to support implementation of the
Washington State Adult Education 5-year Plan 2014-2019 with Revised Workforce Investment
and Opportunity Act of 2014 (WIOA) Requirements for Transition Year 2015-2016,
participation in required training and the implementation of all WIOA requirements.

By accessing the 2016-17 BEdA Leadership Block Application through the Online Grant
Management System (OGMS)

FUNDING IS TO BE USED FOR THE FOLLOWING

Required: CASAS, NRS, DPI, WABERS+ trainings;
SBCTC-BEdA sponsored training/activities, e.g., implementation of the 2014-2019 State
WIOA Transition Plan, College and Career Readiness Standards, Team Teacher
Trainings, HS 21+
Funds may also be used for WIOA projects (Section 2 of the OGMS application) that
are targeted to specific issues. If a provider decides to apply for a project, the project
should be based on data, research or evidence with a goal that fully implements WIOA.
All activities/trainings must be targeted to support implementation of the WIOA
requirements and the 2014-2019 State Plan Goals of:
o Implement and scale comprehensive, innovative college and career pathways
to accelerate student completion and foster economic growth.
o Guide and support transformational instructional practices that accelerate
student completion to certificates, the Tipping Point, and AA/BA degrees
leading to family sustaining employment.
o Contextualize adult education courses to support transition to high school
completion & equivalency certification, postsecondary education, and
employment.
o Strengthen and maintain a culture of rigorous instruction and evidence of
increased performance.
o Create and maintain strategic alliances to leverage local resources and
increase navigational support to students.
o Foster student self-efficacy.
With prior approval, funding may also be used for other state and national trainings that
support implementation of the State Plan.

Integrated and contextualized instructional models
Integration of employability skills, solving problems in technology-rich environments,
math for ESL, speaking & listening for ABE, Integrated/co-enrolled employment activities
(I-BEST/I-BEST like) IEL Civics programming, and other required
Designing activities to meet or exceed performance measures
Establishing tractable and measurable goals for outcomes
Activities related to research and effective educational practice
Activities that integrate advances technology
Innovation that increases student progression, transition, and completion
Activities providing learning in real life contexts to ensure that an individual has the skills
needed to successfully transition to college level courses
Activities related to establishment of strong links with internal and external partners
that support increased student educational attainment

PROJECT APPROVAL CRITERIA
Project will be approved if it:
 Targets strategic implementation of WIOA and 2015-2016 State Plan
 Answers each question in this application
 Proposes a project around an issue that needs to be addressed
 Demonstrates a way of tracking impacts that addresses the issue and purpose of the
project
 Prioritizes the participation of part time faculty and staff in the project
 Complies with fiscal guidelines (see FY17 BEdA Leadership Fiscal Guidelines & Grant
Information for more information)
