Meeting Minutes
2-18-2011
Present: Carol Cipoletti RESA VI, Delberta Riffe RESA III, Shelly Kerere –
RESA VII, Elaine Riuehart – RESA V, Mary Jane Rinard – RESA VIII,
Paula McCoy –RESA IV, Beth Jordan RESA IV – outgoing, Becky King – WVDE.
I.
Call to Order
The Meeting was called to order by acting Chairperson – Elaine Rinehart.
II.
Introductions and Welcome
Shelly Kerere and Paula McCoy are our newest members.
Susie Poindexter and Christi Staggs (WVASN Conference Planner) were
unable to attend this meeting.
III.
Minutes from March 3, 2010 approved
Minutes from November 3, 2010 approved, motioned by Carol Cipoletti,
and Delberta Riffe.
BMI Guide went out after last meeting to all school nurses.
IV.
Old Business – New Business
Elaine Rinehart – Healthcheck on a student. MD did everything but hearing
and speech. Went to School Based Health Clinic and was to be charged
$100, part of which would be paid by insurance, rest by family. PEIA and
WVCHIP have started auditing the MDs/medical providers to see if parts of
assessment is missing, money will be recovered if documentation is lacking.
PK HealthCheck is required, K are allowable and reccomended by 2007
Superintendent’s Interpretation of W.Va. Code §18-5-17-Screening law
(1977). School Nurses are encouraged to send the parent/guardian back to the
medicla provider to complete the comprehensive physical or have them
complete a HIPAA/FERPA consent for the School to obtain the missing data.
Not all MD’s have audiometers. Alot of counties are still doing the Hearing,
and Vision Screenings for PK. **Parents need to be educated on what needs
to be done by the medical providers when they go for their well child visit.
Problems with Headstart, students not having complete immunizations.
Becky says that they are audited and should be on the same page as us with
screenings. Case Mgr. or RN/LPN with Headstart should be working with us
on the care of these students. If the Headstart Unit is in our school bldg., they
have to follow the same rules as the public school students. Becky King will

conference with the county and DHHR to correct the problem in a county with
any issues if needed.
Elaine’s County did a modified screening day last year. If had PK
Healthcheck done, do not have to have it done again for K. School no longer
has a screening day for K. Has an enrollment day for parents to come in and
see what they need to look for for possible health referrals. Eliminates
redundancy.
New Immunization Recommendation for 2011-2012 will be the following:
 7th grade-Tdap and MCV
 12th grade – MCV booster
Will be REQUIRED for 2012-2013 School Year!
V.
New Business

I-Pads – School Nurses have received funding, not all have gotten them yet.
RESA’s are planning training.
Wyoming and Braxton County are currently not participating in grant
opportunity. Grants have been extended until May 2011.
Purpose of I-Pad is to put ht/wt screening, immunizations, HealthCheck data
into them then do a wireless upload to WVEIS.
WOW screens have not been updated yet due to awating completion of the IPAD Application developement.
The WVEIS app that will be in use has to be used in a school setting.
**Give any usage feedback to Resional RESA School Wellness person – the
old Tobacco person at the RESAs. They will troubleshoot with RESA-WVEIS
directors and WVDE.

Becky will develop a blank form in the Intervention Guide format if anyone
wants to make an individual intervention guide and send out.

Questions regarding 2010/2011 Needs Assessment – cut and paste the memo
link if a problem with link connection.

2011/2012 Topics -The HealthCheck…Working Smarter, Not Harder.
Get parents on board, refer to MD’s. for completion of missing data and
encourage nurses to use HealthCheck data so we’re not redoing screenings.
This also fosters support for a medical and dental home concept. Please
utilize the newly developed WVDE/WVDHHR HealthCheck Tools for
Schools.

Out of state Field Trips – National Council of State Boards of Nursing are
working on guidance for this. NASSNC and NASN working on this as
well. WV RN Boad had a staff member participate in the last national
conference call regarding the ou-of-state School field trip discussion.
Becky will inform us of the outcomes.

Becky now almost completely State Funded, Is now full time School
Nurse Liaison.

Nurses can now bill Medicaid for Special Dietary Medical Statement
Forms. This could reimbursement could add up. Only a RN
can bill.

Varicella Project sent scraping kits to Braxton County and other counties.
We are not Health Dept. nurses and are not to be doing scrapping
chickenpox lesions for diagnostic testing.
Future Conference Dates:
 Fall WVASN Conference Nov. 2, 3 and 4, 2011.
 Childrens Health Conference Nov. 10 and 11, 2011
 Public Health Symposium is Nov. 17 and 18, 2011
 Summer Institute June 9 and 10, 2011

o HealthCheck
o Out of State Field Trips
o School Nurses as Diabetic Educators
o Other issues to be announced.

WVASN - membership is now
tied in with NASN and carries more benefits.
WVASN is looking for nurses in the RESA’s to function as membership
recruitment members. WVCOSN members may recruit on own but not
from a Council perspective.
Next meeting will be held on Friday, May 13th, 10am-3pm
Stonewall Jackson Resort, Exit 91 in Roanoke , WV .
