DESCRIPTION:
Orange County Department of Social Services has an opening for a Social Worker III. This
position provides professional social work in Child Protective Services, responding to inquiries,
and interviewing and assessing the need for intervention and/or other community
services. Provides adoption services for children in DSS custody.
* This is a safety sensitive position and participation in the Drug and Alcohol Program
is required.
EXAMPLES OF DUTIES:
A position may not include all the work examples given, nor does the list include all
that may be assigned.
Receives and records Child Protective Services referrals and forwards to the supervisor for
review and assignment; screens referrals and makes recommendations to the supervisor
regarding acceptance or non-acceptance for investigation.
Determines the risk of the child and recommends a priority rating and category of referral
ensuring urgent situations are responded to immediately; routes information to appropriate
personnel as required by law and/or departmental policy; provides crisis intervention.
Maintains regular contact with the child and placement provider; provides referrals for other
services; provides counseling, assesses home and school adjustment; and ensures the medical
and emotional needs are met while selection of adoptive parent(s) is in progress; identifies and
selects appropriate adoption resources; maintains current documentation at all times.
Prepares court reports and Permanency Planning reviews.
Completes and files foster home licensing applications and adoption documents.
Consults with professionals, to ensure the completion of a comprehensive assessment of the
child's needs, and includes a strategy for meeting those needs in the child's out-of-home service
plan.
Prepares and/or processes various records and reports.
Performs an extensive background investigation and observation of foster and adoptive
parent(s); interviews, evaluates and documents.
Confers and assists co-workers, as needed.
Facilitates orientation for prospective foster/adoptive parent(s) and works toward recruitment,
training and licensing of future foster/adoptive parent(s).
Adheres to the department's safety rules and regulations.
Performs other related duties as required.
TYPICAL QUALIFICATIONS:
Knowledge, Skills and Abilities
Knowledge of the terminology, principles, practices and techniques of social work especially in
the area of child protective services and foster/adoptive services; remains up-to-date with
social services developments, literature and information.
Knowledge of human behavior and variables affecting behavior.
Knowledge of social, economic, and health problems and solutions.
Knowledge of counseling and intervention methods and techniques.
Ability to identify client needs and develop and implement effective plans to meet those needs.
Ability to plan, prioritize and organize work and manage a heavy caseload; ability to collect,
process and analyze large amounts of information and data; ability to record cases and prepare
reports.
Ability to monitor cases and take action in emergency situations.
Considerable knowledge of occupational hazards and ability to use safety precautions in a
professional and decisive way.
Knowledge of available community resources and programs.
Ability to establish and maintain effective working relationships with co-workers, internal
agencies, professionals, clients, the general public and outside agencies.
Ability to communicate, both in verbal and written forms; ability to read and interpret complex
materials.
Ability to assist other co-workers and departments in order to accomplish goals.
Knowledge of and ability to use a computer for word and data processing and records
management.
Distinguishing Features of the Position
An employee in this position provides professional social work by responding to inquiries,
interviewing and assessing the need for intervention, making referrals to other community
services, recruiting, training and assessing an individual or family's ability to serve as an
adoptive parent(s), transitioning children from foster care to permanent adoptive homes,
assisting in the adoption application process, regularly maintaining case records with
documentation, reporting on the child's progress toward permanence and provides documents
to Court. Work is performed under regular supervision of the Social Work Supervisor.
Education and Experience
Master's Degree in Social Work or a related advanced degree with 0 to 1 year experience; or
Bachelor's Degree in Social Work with 2 years' experience; or Bachelor's Degree in another field
with 4 years' direct experience.
Licenses and Certifications
Valid North Carolina Driver License.
SUPPLEMENTAL INFORMATION:
Physical Requirements and Possible Hazards
Must be able to physically perform the basic life operational support functions of standing,
walking, stooping, sitting, bending, kneeling, pushing, pulling, lifting, crawling, fingering,
talking, climbing, grasping, hearing, handling, carrying, reaching and repetitive motions of the
hands/wrist/feet.
Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently,
and/or up to 10 pounds of force constantly to move objects.
Exposure to emotional stress due to the nature of interactions with clients or service providers.
Exposure to irate clients and/or family members who may be hostile, resistant or violent.
Must possess the visual acuity to prepare and analyze data and figures, operate a computer
terminal, perform extensive reading and operate a passenger vehicle.
Worker is subject to inside and outside environmental conditions.
