Thursday, May 21, 2015 in the President’s Conference Room
Present – Gail Ault, Debbie Collins, Stacy Dorethy, Tammy Klinedinst, Connie Lincoln, Alisha

Absent –
Non-voting members:
I. Director of Human Resources (Pam Bowman) –
a. Merit Board was rescheduled to Tuesday, May 26th
b. A little over 300 employees were recognized at the reception honoring their years
of service
II. Vice President for Administrative Services Report (Julie DeWees) –
a. Budget is still up in the air for FY 16
III. Background Check Policy (Digger Oster) –
a. These will begin for new employees as part of their post-offer pre-employment
conditions.
IV. Smoking Ban (Digger Oster) –
a. As long as everything goes through and is approved the smoking ban will be
enforced beginning July 1, 2015.
b. There will be maps online of places that people will be allowed to smoke around
campus
V. IT Governance Cloud Services Force (Alison Shook) –
a. There is a group formed that is looking into a replacement for Zimbra. Microsoft
365 is a possible consideration according to the group.

VIII. April Treasurer’s Report (Stacy Dorethy) –
1. Motion to approve Treasurer’s Report: Butch Smith

a. All approved, motion carries.
IX. Elections, Seating of New Officers & Committee Assignments
a. Mitch Carey was welcomed in as a new council member
b. 2015-2016 Officers were elected:
i. President: Karen Trusley
ii. Vice-President: Stacy Dorethy
iii. Secretary: Debbie Collins
iv. Treasurer: Connie Lincoln
X. President’s Report (Wendi Mattson) –
a. No report, but she thanked the council for allowing her to serve as President for
the last 2 years.
XI. Civil Service Employee of the Month (Alisha Looney) –
a. Michelle Mussatto – office manager in the Department of Curriculum &
Instruction
XII. Employee Advisory Committee Representative (Peter Skrypkun) –
a. Last meeting was April 16th at Governor’s State University
b. Please contact Peter for an email report regarding the WIU audit that was done for
Civil Service Positions on campus
c. Rule of 3 is waiting for the governors signature
d. Privatizing all state universities bill is stalled in committees
e. State to get rid of all corporal positions within public safety. Positions will go
from Officer to Sargeant. All current corporals will be able to test for promotion
to sergeant.
f. Tom Warlock will be retiring from his position.
XIII. WIU Quad Cities Campus Report (Alison Shook) –
a. A little under 300 students took part in graduation commencement on May 17th.
XIV. Representative Reports to Council
a. Affirmative Action Internship Committee (Butch Smith) – no report
b. University Diversity Council (Karen Trusley) – no report
c. Website and IT Issues (Connie Lincoln) – We will be changing the link for the
civil service personnel changes to link directly to the HR website, to prevent old
information from being posted.
d. Training and Development (Gail Ault) – no report at this time

a. Policy & Appeals (Christine Staley) – no report
b. Awards and Selection (Alison Shook) –

i. Election was held today
ii. 2nd reading of the modifications to the constitution was done. Voting
on it will be at the June 4th meeting
d. Education (Alisha Looney) – no report
e. Fundraising/Social Events (Karen Trusley) – the luncheon went very well
f. Mentoring (Connie Lincoln) – Stephen Ulrich, Carpenter, Facilities Management
–Building Maintenance starts 5/26/15.
g. Open Meetings Act Requirements (Christine Staley) – no report
h. Provost Advisory Council Report (Karen Trusley) – Dr. Newmann will be the
interim Provost

XVII. New Business –
a. Blood drive will be held June 11th from 12:30-4:30
b. Facilities Management donated $115 for the Moving with Rocky Scholarships
c. Motion to move the $576 (lotto raffle deposit) to the endowment: Butch Smith
i. Seconded by Alison Shook
