MILITARY POSTAL SERVICE

1. General Guidance
a. Purpose. This Appendix prescribes responsibilities for providing postal support to US forces
upon implementation of this plan.
b. Concept of Postal Operations
(1) Postal support for this plan will be an expansion of the currently existing postal system.
(2) Full postal services will be provided to the maximum extent possible based upon
operational requirements.
(3) Postal support will be executed in accordance with DOD Postal Manuals 4525.6-M,
Volumes I and II.
c. Assumptions
(1) Transportation of mail may initially be limited to military aircraft.
(2) Transportation support will be available for delivery of mail between postal units.
(3) Disruption of mail service may occur.
(4) The range of postal services may be limited during the initial stage of operations but
should progressively increase as the operation stabilizes.

(5) Free mail and embargo decisions will be made in accordance with DOD Postal Manual
4525.6-M, Volume I.
(6) Arriving and departing units will contact the servicing postal unit at their deployed
location.
(7) Mail will not be transported to locations unless qualified postal personnel are present.
d. Planning Factors. Service Components will use standard Service planning factors and formulas,
except when theater experience or local conditions dictate otherwise. Advise JTF Korea J1 of nonstandard
factors used and the reasons for such use.
e. Responsibilities
(1) The Military Postal Service Agency (MPSA) will serve as the single DOD point of contact
with the US Postal Service (USPS) and other government agencies on Military Postal System (MPS) policy
and operational matters, to include resolution of CONUS origin mail problems/issues, in support of this plan.
(2) JTF Korea, J1 will coordinate with JTF Korea, J4 to obtain dedicated pallet space for
mail transportation aboard military aircraft.
(3) Service Components are responsible for postal support. Service Components will
coordinate postal support plans with the JTF Korea, J1.
(4) Service Components with a pre-existing MPO will provide postal support to deployed
personnel on an area basis.
(5) Service Components will establish a casualty mail section and/or procedures for the
processing/routing of casualty mail.
(6) Service Components will establish procedures for directory service following
disestablishment of contingency MPOs.
(7) Service Components will ensure qualified postal personnel and equipment are deployed
as part of any ADVON team.
(8) Service Components will establish procedures for conducting audits and/or technical
inspections of postal operations.
(9) Service Components will appoint an Official Mail Manager (OMM) who will provide
instructions to deployed units and JTF Korea J1 on processing and funding for official mailings.
(10) Service Component Commanders will provide postal facilities that ensure security,
processing, and storage of mail.
(11) Service Component Commanders will ensure transportation assets are available to
transport mail.

(12) CFC ACCAF will serve as the action agency for mail transportation, to include
establishment/disestablishment of contingency Military Post Office (MPO) numbers, aerial mail terminals
(AMT) and mail routing/massing instructions unless otherwise directed or agreed to.
2. Postal Policies and Procedures
a. Policy. Postal support will be executed according to DOD Postal Manuals 4525.6-M, Volumes I
and II.
b. Specific Guidance
(1) The use of unfranked mail by US forces is not authorized. This mail will be returned to
sender.
(2) Mail screening will be accomplished in accordance with the Memorandum of Agreement
(MOA) between the Federal Aviation Administration and the Department of Defense Concerning the Security
of Military Mail.
(3) Postal finance support is not authorized, at least initially. When financial services are
authorized, equipment, supplies, and postage stock will be provided by each Service Component, with:
(a) Contingency flag stamps.
(b) Contingency meter die hubs.
(c) Contingency ALL-Purpose Date Stamps (APDS).
(4) COMJTF Korea will provide the above listed items to Service Components supporting
this plan.
(5) Aerial Mail Terminals (AMTs) and Mail Control Activities (MCAs) (major transfer points
only) will be staffed by CFC ACCAF personnel. Staffing for MPOs will be determined by CFC. In situations
where there is an equal predominance of force, the JTF Korea, J1, in coordination with the CFC, CJG1, will
determine which component staffs the MPO for each location.
(6) Service Components with the predominant force will receipt and dispatch mail to
military/commercial aircraft at those locations not manned by CFC ACCAF personnel.
(7) The following mailing addresses will be used by personnel and units deployed in support
of CFC JTF Korea.

(8) Mail restrictions and limitations:
(a)
Official mail:
No restrictions or limitations will be placed on incoming or

Personal mail: Will be limited to first class letter mail and audiocassettes (12

recommendation of the JTF Korea, J1 and approval of CFC, CJG1. Pre-existing MPOs should not be
affected.
(d) "Any Soldier Mail" is discouraged and will be collected in one central APO
location for follow-on distribution.
(9) MPO operations within South Korea: Intratheater Delivery Service (IDS)/CONUS mail
will be manifested to the Forward Aerial Mail Terminal (FRAT) and tagged to end destination.
(10) Contingency MPO operations within the Republic of Korea will follow currently
established routing, manifesting, and tagging procedures.
(11) MOP Operations:
(a) Directory service for personnel deploying in support of JTF Korea will be
accomplished for a 90-day period from the date of departure.
(b) Postal claims will be processed in accordance with DOD Manual 4525.6-M,
Volume 1 and the Domestic Mail Manual (DMM).
(c) Casualty mail handling procedures will be in accordance with DOD Manuals
4525.6-M, Volumes I and II.
(12) Aerial Mail Terminals (AMT) Operations:
(a) CFC ACCAF will establish contingency AMTs at the following locations on
order: TBD
(b) CFC ACCAF will establish MCA functions at locations as required.
(c) CFC ACCAF will provide manifesting, routing, and tagging instructions to all
Service Components.
