The intelligence staff prepares the surveillance and reconnaissance annex of the operations
order. As Annex L (Reconnaissance and Surveillance) of the order, this product implements
the command’s reconnaissance and surveillance plan. Surveillance and reconnaissance
organizations within the division use the annex to understand their role in the division ISR
effort and how that effort supports its operation. The following describes each portion of the
surveillance and reconnaissance annex.

3. EXECUTION
a. Scheme of Support –State the overall ISR objective. State the overall ISR plan, with
tasks and purposes. Detail how ISR assets operate in relation to the rest of the force. State
the method that ISR forces will use to get to assigned area (infiltration, penetration of enemy
security zone, passage of lines, and so on. (Refer to the ISR overlay)
b. Tasks to Subordinate Units –Each task to a subordinate ISR asset must include the
following.
(1) How the unit will get to assigned area (routes, passage points and so on)
(2) The reconnaissance objective for the unit
(3) Specific collection tasks (PIR with indicators) and where to look (NAIs) as
identified in the ISR matrix.
State when to conduct ISR operation and the time when information is needed
