I want to take this opportunity to remind you about several important compliance items that we
all must be aware of. Please review this information carefully and keep it readily available for
reference throughout the year.
Signature Authority
All written agreements with external entities – under which those entities provide the university
with goods or services or the university provides them with goods or services – may only be
signed by individuals authorized by the Board of Regents. At UW-Stout, those individuals
include the people listed below as well as others on campus who have received written
delegation from the Chancellor (selling) or Director of Procurement & Materials Management
(buying).

Written agreements include purchase orders, contracts, memorandums of understanding,
letters of intent, and any other written pledges that commit resources of the university.

Gifts of Money
Gifts of money to the university from individuals, corporations, or foundations should be made
through the Stout University Foundation. All proposals seeking cash contributions are
coordinated through the Foundation Office.

Outside Activities – Wisconsin Administrative Code, UWS 8.03 Standards of Conduct
(1) PERSONAL GAIN FROM UNIVERSITY POSITION. (a) No member of the unclassified
staff may, in a manner contrary to the interests of the university of Wisconsin
system, use or attempt to use his or her public position or state property,
including property leased by the state, to gain or attempt to gain anything of
substantial value for the private benefit of the staff member, his or her immediate
family or any organization with which the staff member is associated.
Further clarification regarding campus procedures is provided in the UW-Stout Unclassified
Handbook, pages 61-63.
In cases where use of university resources is necessary to provide the service to the outside
entity, the unclassified employee should be directed to Research Services for the development
of a university contract.
Similar restrictions exist for classified employees and are defined in the Classified Handbook,
Code of Ethics, pages 34-35.
Compliance with Financial and Administrative Policy (F16)
UW System policy F16 defines required procedures when there is suspected breach of fiscal
integrity.
All incidents involving UW-Stout employees that affect the fiscal integrity of the university,
including suspected theft, embezzlement, or falsification of documents are to be reported
immediately to the Chief Business Officer, Phil Lyons.
The Chief Business Officer will work with the appropriate campus offices to initiate an
investigation, and will notify the Chancellor and the UW System Vice President and Trust Officer
of the incident and preliminary findings.
Continue to report incidents involving campus security, personal safety and theft of personal
items directly to the University Police.
Executive Order #54
In 2011 Gov. Scott Walker signed Executive Order #54, which states that all University of
Wisconsin System employees must report incidents of child abuse and neglect. If in the course
of your UW-Stout employment:
• You observe an incident or threat of child abuse or neglect.
• You learn of an incident or threat of child abuse or neglect, and have reasonable cause to
believe that child abuse or neglect has occurred or will occur.
All UW-Stout employees, regardless of appointment type or method of compensation, are
required to report.
A report must be made to UW-Stout Police, local law enforcement or a county social services
agency:

Sexual Misconduct and Title IX
UW-Stout is committed to maintaining a community in which students, faculty, and staff can
work and learn together in an atmosphere, on and off campus, free of all forms of
discrimination, including sexual misconduct.
Sexual misconduct is prohibited and will not be tolerated at UW-Stout. If you have been
informed, witnessed, or suspect a student, faculty or staff member who believes they are the
subject of sexual misconduct, please assist them in seeking guidance from the Title IX
Coordinator/Deputies.
