President, Wisconsin Indianhead Technical College. Serve as the College’s Chief Executive

the strategic plan, assure effective and efficient use of College resources, engage the College
with continuous improvement, assure satisfaction of accreditation requirements, enable staff to
achieve the College’s mission, exemplify the College’s tenets and values, act as the primary
spokesperson for the College, and meet the expectations and global ends established by the
WITC Board of Trustees. In providing leadership to WITC, the College has accomplished the

• Launched a Composite Technology, Dental Assistant, Human Services Associate, and
Building Performance Technician program (expanded offerings to 59 programs).
• Deployed effective student success strategies.
• Strengthened WITC’s Prepared Learner Program.
• Leveraged the Community College Survey of Student Engagement (CCSSE), Student
Satisfaction Inventory (SSI), and national benchmarking warehouses to identify
continuous improvement opportunities.
• Expanded partnerships with K-12 districts, technical colleges, and universities.
• Increased WITC Foundation holdings over 50%.
• Secured federal, state, local, and private support for strategic priorities.
• Strengthened and significantly increased remote and online learning opportunities
• Reduced textbook costs 50%.
• Deployed direct lending to students.
• Increased emergency grant and loan opportunities for students.
• Improved internal communications.
• Implemented a spectrum of staff development opportunities.
• Launched a new online student orientation that was recognized by the National Council
for Marketing and Public Relations.

through the Higher Learning Commission.

by Washington Monthly Magazine in 2013 (WITC is the only college in the nation to have
been named in the top ten of over 1,200 two-year colleges in all three of Washington

• Employed sound fiscal management that contributed to WITC’s #18 ranking nationally by
Bankrate.com for affordability (2013).
2007-2008
Assistant to the Chancellor for State and Federal Relations and STTI Director, UW-Stout.
• As Assistant to the Chancellor for of State and Federal Relations developed priority
requests for federal, state, and private funding that promoted the goals of the university
and advanced initiatives related to UW-Stout’s mission as Wisconsin’s Polytechnic
University. Articulated funding priorities to the Governor’s office, key state and federal
legislators, potential private donors, and the university’s stakeholders.
• As STTI Director matched industry needs to university outreach resources and provided
oversight to 12 industrial outreach centers (Apparel Design and Development Center,
Center for Innovation and Development (CID), Center for Performance Improvement
(CPI), Construction Assistance Center, U.S. Economic Development AdministrationUniversity Center (EDA-UC), Food Packaging Center; Northwest Wisconsin
Manufacturing Outreach Center (NWMOC), Packaging R & D Center; People Process
Culture Center, Risk Control Center, Stout Advanced Manufacturing Assistance Center
(SAMA), and the Technology Business Incubator). Expanded STTI activities university-

Dean, College of Technology, Engineering, and Management (CTEM), UW-Stout.
• Worked collaboratively with decision makers as a member of the Chancellor’s Advisory
Council and the Administrative Leadership Team.
• Worked collegially with campus governance groups.
• Provided collaborative leadership to over 100 faculty and staff.
• Prepared for AQIP institutional accreditation with other members of the university
community.
• Facilitated 12 undergraduate programs serving 3,400 students and 5 graduate programs
serving over 160 students.
• Provided oversight to 5 departments and the STTI.
• Managed CTEM’s $9 million budget and STTI’s $1.5 million budget.
• As CTEM Dean engaged the college in strategic planning. As a result the CTEM faculty
and staff team:
o Implemented recruitment strategies that increased program enrollments over
20% (exceeding 500 additional students).
o Implemented 2+2 partnerships with several technical colleges (including
partnerships in Graphic Communications Management at WCTC, Plastics
Engineering Technology at MATC, Information Technology Management at
WITC, Manufacturing Engineering at NWTC, and Industrial Management at
multiple technical college locations).
o Deployed the delivery of numerous programs via distance delivery technology
including Industrial Management, Information Technology Management,
Technology Management, and Training and Development.
o Secured UW-System approval to implement programs in Polymer Engineering,
Computer and Electrical Engineering, and Information and Communication
Technologies and successfully secured new funding from UW-System to support
these program initiatives.
o Implemented minors and emphasis areas in Nanotechnology, Information and
Communication Technologies, and Supply Chain Management and Logistics
Engineering.
o Initiated an external partnering campaign with business and industry that
increased internship sites, expanded student-industry projects, increased
industry participation on advisory committees, improved program curricula, and
developed externally funded equipment and staff professional development
opportunities.
o Expanded STTI services to industry that increased client-reported impacts sixfold (exceeding $90 million annually) and client fee revenue 200% (to $400,000
annually).
o Provided oversight to a new Military Science Department that housed the fastest
growing Reserve Officers’ Training Corps (ROTC) unit in the nation.
Associate Dean of Outreach, CTEM, (UW-Stout).
• As CTEM Associate Dean of Outreach served as STTI Director and provided oversight to
8 industrial outreach centers (Advanced Design and Manufacturing Simulation Center
(ADMSC), Center for Innovation and Development (CID), Center for Performance
Improvement (CPI), Economic Development Administration-University Center (EDA-UC),
Northwest Wisconsin Manufacturing Outreach Center (NWMOC), Packaging R & D
Center, Risk Control Center, and Technology Business Incubator).
• As NWMOC Director strengthened partnerships with five technical colleges (CVTC,
NATC, NTC, WITC, and WWTC), UW-Extension, and NIST/MEP, and provided
leadership to over 20 staff and project managers.
• Managed a budget exceeding $1.2 million.
• Worked with federal and state representatives, the office, and other stakeholders to
increase funding of STTI activities.
• Engaged STTI stakeholders in strategic planning.

As a result, the STTI team:
o Increased the number of industry-based projects by 25% to 200 annually.
o Increased annual client reported impacts from $5 million to over $15 million.
o Increased project revenues by 400% to $200,000 annually.
o Maintained high levels of customer and employee/partner satisfaction ratings.
Program Planning and Curriculum Development
1994-1998
Manufacturing Engineering Program Director (UW-Stout). Was responsible for
all aspects of managing the Manufacturing Engineering program. Developed and
implemented a recruitment plan that increased program enrollment from 60 students to 250
students. Chaired regular meetings of the program advisory committee, brought over a dozen
courses through UW-Stout’s course development and approval processes, facilitated the faculty
team in preparing for ABET accreditation, recruited and advised students, assisted in developing
co-op and placement sites, authored and received over $100,000 in grants supporting
engineering laboratory development, and executed other functions of the program director.
1992-1995
Fryklund Hall Campaign Steering Committee Member (UW-Stout). Provided
leadership in creating a plan for development of engineering/technology laboratory
experiences and related equipment needs for UW-Stout’s Fryklund Hall laboratories.
This plan was used to successfully attract over $10 million of equipment donations
that significantly upgraded 70,000 square feet of laboratories in Fryklund Hall.
Personally negotiated equipment and software donations exceeding $1 million.
1992-1995
Faculty Member (UW-Stout). Played an active role in planning and developing the
new Manufacturing Engineering degree program through curriculum identification,
course development, faculty hiring, and laboratory development. Chaired the
Manufacturing Integration Methods and Systems Design subcommittee for the
Manufacturing Engineering Program during its development.
1991-1996 Program Advisory Committee Member (UW-Stout). Assisted in the Development
of the Apparel Design/Manufacturing, Applied Technology, and Packaging programs as
a member of each program’s respective advisory committee.

Computer Integrated Manufacturing (CIM) Committee Chair (UW-Stout). As
committee chair, provided leadership and direction in developing a three-phase plan to
integrate UW-Stout’s manufacturing related courses. Reviewed and acquired hardware
and was an active member of the CIM Implementation Team.

2003-2006 Cooperatively implemented a National Science Foundation (NSF) Partnership for Innovation
Grant with UW-Madison to support the plastics industry cluster in Wisconsin.
1998-2000 Conducted dozens of workshops on quick changeover and setup reduction for STTI and NWMOC
clients at various locations around the state of Wisconsin and Minnesota.
1985-2000 Implemented quick changeover (setup reduction) programs in many manufacturing
facilities throughout Wisconsin and Minnesota including Jostens, Doboy Packaging,
Kewaunee Engineering, Polaris, and West Industries.
1988-2000 Conducted numerous simulation workshops and applied simulation studies for
several manufacturers in the Midwest including Control Data Corporation, Case,
SNE Enterprises, Ford Motor Company, All Steel, Cray Research, 3M, John Deere,
Jerome Foods, Unisys, Johnson Controls, Phillips Plastics, and Farnam Inc.
1992-1993 Co-directed, with Dr. Don Olson, a feasibility study of employing machine vision
for an inspection application at 3M, Menomonie, WI. Negotiated the donation of a
machine vision system from Allen Bradley to support the study. Then co-developed a
prototype vision inspection system for 3M. The project was conducted by several
graduate students and was facilitated by numerous UW-Stout faculty. The project
also received UW-Stout’s 1993 Graduate Student Council’s Faculty/Student Cooperative
Achievement Award.
1997-1998 Conducted a workshop and provided assistance with implementation of Group
Technology principles at McNally Industries on behalf of STTI (Grantsburg, WI).
Developed software supporting the development of part and machine groupings
which has been utilized in UW-Stout coursework and by STTI staff.
1984-1985 Presented a 32 hour Statistical Process Control (SPC) workshop at several 3M locations
in the United States including St. Paul and Hastings, MN., Nevada, MO., and
Weatherford, OK.
