The direction included in this chapter has been developed through the coordinted effort of Bighorn, Black Hills, Nebraska, and Shoshone National Forests, as the North Zone and applies to all four forests. This coordination was initiated by the North Zone Acquisition Team under the concept of shared services. All four forests must concur on future changes to this direction. A. Appointment 1. Forest Service policy directs that Forest Supervisors and District Rangers must act as Accountable Property Officers for their units. Delegation shall be made in writing for "Acting" authority for property management purposes. All pertinent documents can be signed by the "Acting" over the name and title of the Accountable Property Officer. a. Districts and Centers; an employee of the unit, delegated in writing, may sign as "Acting" APO for property at that Unit. 6404.4 - Property Management Officer A. Property Management Officer 1.Appointment. Purchasing Agent, GS-9 Series 1105, is designated North Zone Property Management Officer (PMO). This person may be located at any office in the North Zone. 2. a. Duties and Responsibilities The North Zone PMO may not purchase accountable property and will not have access to PMIS/PROP, thereby eliminating the potential conflict of interest of having access to MPAY or PRCHT and PROP or APROP. b. Making a determination of employee negligence on all lost, stolen, damaged, or destroyed Government property except motor vehicle accidents. Refer to FSM 6400, 6414.31 for information on the Form AD-112. c. Returning copies of all completed actions to each Unit for filing and corrective actions. d. B. The Forest Special Agent will be provided a copy of the AD-112 by the Forest Property Management Officer in all cases where the property was lost or stolen. Accountable Property Officers 1. Appointment All District Rangers, Center Directors and Staff Officers are designated Accountable Property Officers (APO) on the Bighorn, Black Hills, Nebraska and Shoshone in accordance with FPMR 104G-50.106. Each APO shall be identified in the Department Personal Property Management Information System (PMIS/PROP). PMIS numbers are assigned on an individual basis. Making a determination for corrective action on all lost, stolen, damaged, or destroyed Government property. b. Center Director, Boxelder Civilian Conservation Center and Pine Ridge Civilian Conservation Center shall make all determinations on loss, damage or destruction of Government property involving Corps members in accordance with instructions in FSH 1809.31. c. Forward original AD-112 and all supporting documents for all non-expendable and expendable property that is lost, stolen, damaged, or destroyed to the North Zone Property Management Officer except for motor vehicle accident damages. C. Forest Safety Officer 1.Duties and Responsibilities Making a determination for employee negligence on all lost, stolen, damaged, or destroyed motor vehicles in accordance with North Zone Supplement FSM 640096-2. Refer to FSM 6400, 6414.31 for information on the Form AD-112. D. Property Accounting Clerk 1.Appointment Supply Clerk (Property Accounting Clerk), GS-4 Series 2005 is designated North Zone Property Accounting Clerk. This position may be located at any office in the North Zone. Each Unit may appoint a person to perform accounting and clerical duties associated with APO duties. 2.Duties and Responsibilities Maintaining a file of all AD-112's issued on the Zone except those involving motor vehicle accidents.
