2204 - RESPONSIBILITIES
2204.3 – Forest Supervisors
1. Pike and San Isabel National Forest District Rangers are delegated responsibility and
authority for the following actions:
After review by either the Forest Range Staff or a journey-level (GS-11) Range Management
Specialist:
(1) Establish range allotments through adjustment of allotment boundaries and/or by
combining existing range allotments.
(2) Approve Allotment Management Plans.
(3) Approve Term Grazing Permits (Ref. FSM 2231.1).
(4) Confirm (sign) Waiver of Term Grazing Permits and Escrow Waivers.
(5) Modify Term Permits (Reference FSM 2231.61a, 2231.61b and 2231.61c in PSICC
Supplement 2200-94-3 to Chapter 2230, dated 4/94).
(6) Issue Temporary Grazing or Livestock Use Permits.
Without review by either the Forest Range Staff or journey-level (GS-11) Range Management
Specialist:
(1) Approve non-use of Term Permits for the following purposes:
a. Permittee personal convenience for up to three consecutive grazing seasons, or for
four grazing seasons out of ten, on a year to year basis.
b. Resource protection.
c. To conduct research, administrative studies, or other fact finding for the length of
the proposed activity.
(2) Make seasonal adjustments (more or fewer numbers, shorter or longer season) of Term,
Temporary Grazing or Livestock Use Permits.

(3) Issue Bills for Collection, and approve refund or credit, for grazing fees related to all
delegated range authorities. The South Park District Ranger may do this for the Pikes
Peak and South Platte Ranger District permittees. The Salida District Ranger may do this
for the Leadville District Ranger.
2. Cimarron and Comanche National Grassland District Rangers are delegated responsibility for
all of the above without review by the Forest Range Staff, plus the following:
a. Determine allowable administrative costs and conservation practice requirements.
b. Recognize and/or withdraw recognition of local livestock associations and
approve special rules.
