24.1 – Road Use Permits
24.11a – Special Instruction for Certain Clauses.

The replacement value of some roads will be higher than the replacement value of a
road adequate to carry the commercial traffic for that route, e.g., Traffic Service Level
A and B roads. In this case, the replacement value for a road adequate to carry the
commercial traffic should be used to calculate the fee. Normally this road standard
would be single lane with turnouts, Traffic Service Level C, with surfacing that would
be considered adequate for the condition.

Units may elect to calculate their own rate using the direction included in R-6 ID
7709.59-95.2, Section 24.11a – Special Instruction for Certain Clauses.
Three (3) exceptions to the above rates are:
The first exception is when collections are not cost effective. This determination can be

The second exception is where permittees already paid their share of investment costs

Right-of-Way Construction and Use Agreement have completed cost recovery collections, and
no more collections are needed.
