President’s Message
I want to thank all the
participants who attended
our winter technical
meeting at RIT in early
March. Dr. Clive Fraser,
Program
Science
Director for Australia’s
Cooperative
Research
Centre
for
Spatial
Information gave a very
interesting presentation
on
creating
and
georeferencing Australia’s base imagery infrastructure
using high resolution satellite imagery with a strip
adjustment process that requires very few checkpoints
for imagery strips that are 1000s of kilometers in length.
The accuracy they attain from their georeferencing
model is remarkable to say the least.
We are looking forward to the many local presentations
that are coming up at the annual CNY meeting that will
be held in conjunction with the GIS/SIG conference in
mid-April. Our new officers will be installed at the
annual meeting. We will also get an update on the
National happenings from ASPRS National President
Stephen DeGloria. I hope that many of our members
will take the opportunity to attend the conference and
annual meeting.
It has been a pleasure serving as the region President
during the last 12 months. I would like to thank all of the
members of the current board for the great work they
have done this year: Bill Stiteler, John Boland, Trevis
Gigliotti and council members Lindi Quackenbush and
Paul Szemkow. It definitely isn’t easy for anyone to
volunteer their time with lives that are so full already.
But all of these people manage to find the time to
continue the activities of the region. I applaud you and
thank you for your continued service to the region.
We will be going completely digital with our
newsletter by the end of this year. If you would like
to keep receiving the newsletter, and other Region
announcements, then we need your email address.
You can update your email address by going to the
National website at asprs.org and login to preview
and edit your profile. Your default username is
your membership number. If you can’t track down
your membership number, contact Sokhan Hing at
sokhanh@asprs.org to ask for your member
number.
Region Council
The CNY ASPRS Region Council is comprised of a
President, Vice-President, Past-President, SecretaryTreasurer, and National Director. In addition, there
are several board members on the Council who are
appointed by the current President.
If you have an interest in serving on the Region
Council, now or down the road, contact any current
Council member. We are always eager to get new
people engaged in the society. Getting involved
with the Region Council is a great way to become
actively involved in ASPRS and help shape the
direction of this organization.

New President
the state-of-the-art for emerging or potential members. I
believe that if we leverage our region as a tool that the
greater community can benefit from; we have done a
tremendous service to ourselves while simultaneously
stimulating new memberships and thereby strengthening
our region. I am very honored to be serving the Central
New York region.
Statement
Trevis J. Gigliotti
Trevis Gigliotti is a
Senior
Engineer,
Program
Manager
and Technical Lead
at
Exelis
Inc.
(formerly
ITT
Geospatial Systems).
During
Trevis’
tenure with Exelis he
has
dealt
with
multiple facets of the airborne, spaceborne and terrestrial
geospatial market places including business and
customer development, technical oversight and
execution,
budget,
schedule
and
personnel
administration.
Prior to joining Exelis Inc., Mr. Gigliotti served as the
technical and administrative Coordinator of the NASA
Affiliated Research Center in Syracuse, New York
where he provided remote sensing, photogrammetry and
GIS consulting services to promote business growth for
non-geospatial organizations.
In addition, he was
employed as an Adjunct Professor in the Environmental
Resources Engineering Department at the State
University of New York College of Environmental
Science and Forestry where he taught GIS and
Photogrammetry.
Currently, Trevis provides administrative and technical
oversight to programs involving Lidar and Hyperspectral
data fusion for the National Geospatial-Intelligence
Agency and close range photogrammetry for NASA’s
James Webb Space Telescope Program. As part of
Exelis’ Image Science and Intelligence Products
Leadership Team, Trevis manages the Intelligence
Architecture, Design and Evaluation group where he
provides business and technical development support to
an engineering services and product development
paradigm. Mr. Gigliotti is an American Society of
Photogrammetry and Remote Sensing (ASPRS)
Certified Photogrammetrist #1492.
In the coming year as the President of the Central New
York (CNY) ASPRS region I will continue to help
promote the creation of CNY ASPRS as a viable and
meaningful tool for use by the geospatial community.
This region possesses many great resources in academia,
government and industry. I want to help organize and
advertise these resources in such a way as to empower
current members and extend future memberships. This
could potentially include, developing tools that foster
synergies between sustaining members, solidify a
continuing education program and creating insight into

Vice-President
Candidate Statement
Justin Cole, MS, GISP
I graduated from RIT in
2007 with a combined
BS/MS in environmental
science.
My thesis
focused on understanding
the historical aspects of
spatial
data,
mainly
concerning Lake Ontario.
My project entailed an
attempt to estimate the
effect that the lake level
fluctuations
had
on
wetlands.
This study
attempted to estimate the amount of disturbance from
1860-2005. I also looked at the historic photo database
to understand the changes. During that time, my advisor
went on sabbatical. When he did this, I was asked to
teach the introduction to GIS class in his absence. This
was my first academic teaching experience. I am
currently adjunct as needed for RIT.
Outside of academics, I have worked for Monroe County
Department of Environmental Services GIS Division for
over 9 years. I am in charge of the training program, as
well as high level analysis such as LiDAR, hydrological,
and remote sensed land cover. I have been involved in
many emergency activations and developed many
analyses for each.
I received my GISP in 2009 and was elected to the
GISSIG board of directors in April of 2009. I have
presented 24 times at many conferences such as the
ESRIUC, Pictometry's FutureView, GISSIG, NYSGIS,
and NYS Wetland Forum.
The reason that I would like to be the regional vicepresident is that I feel my background in both
Government and Academics can be put to good use for
expanding membership and scholarship. I have planned
events such as GISDay, which brought agencies from
the Private, Public, and Academic sectors together and
showed students the benefits of geospatial technology.
