But there are three compulsory parts which each Plan must consists. Analysis of possible disasters and weather consequences; 2. Measures to prevent or mitigate the effects of disasters; 3. Measures to protect the population; 4. Allocation of duties and authorities and persons to implement the measures; 5. Tools and resources provided for the eradication of the consequences of disasters; 6. Mode of interaction between the executive authorities; 7. Order early notification of the executive authorities and the population threat or occurrence of disasters. Article 9, par. 12 Disaster Protection Low This process has not yet begun, but it is not clear as well the procedure for consideration between the Flood Risk Management Plans and the Disaster Protection Plans on the territorial level - municipal, regional and national, is not determined, i.e. which part of the Flood Risk Management Plan of a river basin should be transferred to the National Disaster Protection Plan, which to the District Plans and what to the Plans at the municipal level. Funding of the program is implemented according to the parameters set out in the Estimates. Measures envisaged in Flood Risk Management Plans under par. 12 are included in the annual plans for implementation of the National Programme for disaster protection. Article 9, par. 13 Disaster Protection Low Management measures for flood risk are a mandatory part of the activities included in the annual plans for implementation of the National Programme for Disaster Protection. The activities entered in the National Programme have relation to analysis of the disasters protection capabilities, guidelines for research projects, trends in education, resource provision of the URS and the degree of implementation of the flood risk management measures included at the previous Program.
