Asafederalcourtconsidersnewna+onalrulesonInternetservice,anewstudybytheUniversityof
Delaware’sCenterforPoli+calCommunica+onshowsmostpeoples+llopposeInternet“fastlanes.”But
thestudyalsoshowsAmericansarereluctanttogivethefederalgovernmentpowertoregulate“net
neutrality.”
Thestudyshowsalargemajorityofpeoplesurveyeds+llopposeInternetfastlanes(71percent).
Opposi+onisdownfromasimilarsurveyoneyearago(81percent),whenPresidentObamaannounced
hissupportfornewnetneutralityrules.SuchruleswouldrestrictInternetprovidersfromoffering“fast
lanes”intheformofpremiumservicetowebstreamingopera+onssuchasNeWlix,Hulu,andAmazon.

Democrats,withRepublicansmorelikelytofavorallowinginternetserviceproviderstochargeextrafor
premiumspeeds.In2014,opposi+ontofastlanesdidnotdiffersignificantlybypoli+calparty.
LindsayHoffman,theCenter’sAssociateDirector,observedthatinjustoneyear,publicopinionabout
thispreviouslylowprofileissuehasbecomepoli+callypolarized.“Whenpoli+calleaderslikePresident
ObamaandSenatorandpresiden+alcandidateTedCruz,whocallednetneutrality‘Obamacareforthe
Internet,’takeaposi+ononanissuelikethis,itbecomespoli+cizedforthepublic.”

neutralityissueisquitenew,andthe2015surveyshowsthatpublicresponsesonthisissuedependon
howtheques+onisasked.“Whenrespondentsareaskedabout‘governmentregula+on’toachievenet
neutrality,48percentareopposed,”Brewersaid.“There’sadisconnecthere;mostAmericansoppose
Internetfastlanes,butnearlyhalfalsoopposegovernmentregula+onstoaccomplishthatgoal.”
TheFederalCommunica+onsCommissionisdefendingitsInternetserviceregula+onsincourtagainst
industrychallengerswhoarguethattheFCChasnopowertoregulateInternetserviceasithas
telephoneandtelevisioninthepast.TheFCCruleswereimposedlastJune,tokeepInternetproviders
suchasVerizonandComcastfromblockingorslowingwebaccesstosomeusers,andsellingpremium
Internetprivilegestoothers.
“Thestudyalsoshowsamodestincreaseinhowmuchpeoplehaveheardabouttheissuesincelast
year.”saidBrewer.

TheNa+onalAgendaOpinionProjectresearchwasfundedbytheUniversityofDelaware’sCenterfor
Poli+calCommunica+on(CPC)andtheWilliamP.FrankFounda+on.Thestudywassupervisedbythe
CPC’sDirector,PaulBrewer,aprofessorintheDepartmentsofCommunica+onandPoli+calScience&
Interna+onalRela+ons.
Resultsarebasedontelephoneinterviewswitharepresenta+vesampleof901adultU.S.residents.
Telephoneinterviewswereconductedvialandline(n=344)andcellphone(n=557).Thesurveywas
conductedundersupervisionoftheCenterforPoli+calCommunica+onbyPrincetonSurveyResearch
AssociatesInterna+onal,andtheinterviewswereadministeredinEnglishbyPrincetonDataSource.The
datawerecollectedfromNovember11-17,2015.Sta+s+calresultsareweightedtocorrectknown
demographicdiscrepancies.Themarginofsamplingerrorforthecompletesetofweighteddatais±3.2
percentagepoints.
