The disastrous rollout of the Obamacare health exchange should not surprise
us. Policy failure is endemic, extending to some of the largest and most popular
federal programs. In this lecture, Professor Peter Schuck will argue that fundamental features of our democratic policymaking process and institutions best explain
this endemic failure, and offer some modest reforms to reduce the failure rate.
