Project Manager for the Colombia Country Programme
1. Background
Since late 2010, CDKN and the Colombian Government have collaborated in order to design and
implement pilot projects in Colombia as well as to design a Country Programme that guides
CDKN’s support to Colombia’s efforts to towards a climate compatible development.
In late 2011, the government issued The Colombia National Climate Change Strategy (CONPES),
which has three key areas: 1) Development of the National Policy on Climate Change; 2)
Creating of the National Climate Change System (NCCS); and 3) To mainstream climate change
adaptation into sectors (agriculture, energy, housing, infrastructure, etc.)
The CDKN Colombia Country Programme, has been designed in response to the priorities
identified in CONPES. The CDKN Colombia programme overarching goal is to build capacity of
key institutions that form the National Climate Change System (NCCS) to support collaboration
for mainstreaming of climate change adaptation into sectors and territories. To this extent, the
programme has 5 work streams, described in the diagram in Annex 1.
1.1.
Work stream 5 - Overall Programme Management, Communications and M&E
The overall objective of work stream 5 is to develop overall policy coordination to assure
engaging policy makers in climate change decisions and planning, develop a communication
strategy and an overall information and monitoring system of CDKNs activities in the country.
This Terms of Reference have been prepared by E3 Asesorias, based on the TOR which are
described in CDKN’s contract with E3 Asesorias, in order to recruit a Program Manager.
2. Objective for Project Manager of Colombia Country Program
The Program Manager will assist, Claudia Martinez, CDKN’s Country Engagement Leader, in
implementing the Colombia Country Programme, and to deliver the products described in the
Contract between PWC and E3 Asesorias (see appendix 2).
3. Sepcific Responsabilities for the Project Manager

Being the contact and focal point for project or programme – managing service
recipients, wider stakeholders, suppliers, partners
Developing work plans and schedules with the Country Engagement Leader to ensure
proper management, follow-up and QA of CDKN projects in Colombia.
Developing the technical content for Terms of Reference that may be required and
getting these approved by CDKN Procurement, TA and LAC offices.
Taking projects through PAG and the procurement process in coordination with CDKN
LAC Office.
Holding the project inception meeting and related processes
Overseeing M&E objectives and completion of baselines
Capturing progress and stories of change – and communicating these stories of change.
Review and draft policy briefs and other materials. Coordinate the work of the part
time communications officer.
Owning the contract management – including regular (bi monthly) reporting, managing
risks, scaling up, contract variations (new Project Review Group), PM input into contract
reviews
Reviewing deliverables manage the quality assurance processes throughout the project
lifecycle.
Making sure complete records of each project are up to date on Huddle / Compass
Capturing wider “level 2” learning – for the programme, country, region, theme?
Coordinating with the suppliers to create the M&E Objectives form and other M&E
related data.
Raising invoices in line with payment schedule. Managing financial reports for projects
and country programme. Provide timely information when required by CDKN.
Assist in developing bi-monthly reports and weekly updates for CDKN
Assist project coordinator in every-day activities. This includes assist with Office
activities as required by the Country Engagement Leader and the CDKN team.
Provide inputs to CDKN Global documents and efforts as requested.
Travel may be necessary to join CDKN meetings or share lessons from CDKN-funded
projects in Colombia.

APENDIX 2 – Objectives and Deliverables Agreed between PWC and E3 Asesorias
1. Scope work stream 1 to develop new projects with Transport and Housing Sectors
Activities to attain objective:
A1.1 Preparation of Terms of reference for sectoral expertise required for each Ministry
in consultation with the appropriate ministries/gov stakeholders
A1.2 Political engagement with Ministries in the process to ensure buy-in to
workstream objectives, terms of reference, and outputs that result from the
projects.
A1.3 Continued oversight and QA of workstreem 1 projects. This includes assisting
suppliers liase with relevant national authorities to ensure results and generating
final deliverables that are usefull to political audiences.
A1.4. Ensure appropriate quality assurance of deliverables, coordinating internal and/or
external review of high risk deliverables.
Deliverables:
D1.1 ToRs
D1.2 QA of deliverables as described in the ToR that will be created for work with each
Ministry.

project implementation, committees in charge of political guidance (with MADS,
IDEAM and Ministry of agriculture and others) activities with relevant
stakeholders, donors, and other relevant actors.
A2.2 Review technical outcomes of the projects and assist in transforming them in
political outcomes that could be used by relevant stakeholders.
A2.3 Scope second phases of the Cartagena and Adaptation projects

and approved by CDKN.

NOTE: Grupo E3 SAS will provide oversight, advice for design and concept, recommend
the list of participants. Coordination and Implementation of the Action Lab itself
will be contracted out.
4. Coordinate donor activities and projects together with the climate change office of
Ministry of Environment
Activities to attain objective
A4.1 Develop regular meetings with other donors and financial sources such as the
adaptation fund in order to coordinate programs.
A4.2 Develop joint activities with other donors and institutions that could sum up to the
projects CDKN is developing in Colombia.
Deliverables:
D4.1 Bimonthly reports on the different coordinating activities with other donors.
5. Develop diverse communication activities in order to raise awareness to specific
stakeholders about CDKN projects and impacts in Colombia
Activities to attain objective
A5.1 Develop together with SPPN (Peru) a communication strategy for each CDKN
project in Colombia, and an overall strategy for the country
A5.2 In consultation with CDKN KM, develop communication tools and innovative
media outreach to communicate the relevant outcomes of CDKNs activities in
Colombia
A5.3 Assure that the project outcomes are translated in a political language that could
reach decision makers.
A5.4 Assist the Office of Climate Change of the Ministry of Environment and Sustainable
Development (MADS) in the implementation of their communication strategy as
possible.
Deliverables
D5.1 Communication strategy which has been discussed and approved by CDKN KM
team
D5.2. A digital file with a copy of communications products which have been generated
as planned in the Communication Strategy, including printed material, newspaper
articles, etc.
D5.3. Review the CDKN website related to the Country Programme and ensure it is upto-date.
D5.4. A blog for CDKN website once every 2 months. We should aim at capturing stories
of change that can de shared with an external audience
D5.5 Project updates to be used in CDKN’s internal weekly update report.
D5.6 2 events (such as breakfasts) convened by CDKN in Colombia to discuss relevant
CCD issues with a high level audience of policy makers.
6. Collaborate with CDKN LAC and London team in several overarching activities and
projects in the region and in the world
Activities to attain objective
A6.1 Assist the LAC team developing general objectives and coherence of relevant
CDKN projects in the region
A6.2 Assist in the general implementation of the Amazon project on climate security
A6.3 Coordinate actions and ideas with CDKN team, finding opportunities of
collaboration of the different regions and programs that could use the Colombian
experience or could enrich the Colombian program.
A6.4 Assist in developing CDKN theme strategy on strengthening resilience through
climate related disaster risk management, with the Colombian experience.
Deliverables
D6.1 Review relevant policy briefs, LAC strategy and other CDKN strategy documents as
required.
D7.2 Represent CDKN team in forums, projects and meetings as needed and request by
CDKN LAC.
7. To Develop and coordinate Monitoring and Evaluation activities of CDKN program in
Colombia
Activities to attain Objective
A7.1 Bi monthly Reports to CDKN capturing progress in all areas described above. The
last report to CDKN should capture the lessons learned of the project (reflections /
lessons learned on the whole country process)
A7.2 In collaboration with project suppliers and clients, complete CDKN M&E objectives
form, supplier report form and other reporting tools for all CDKN activities in
Colombia.
A7.3. In collaboration with project suppliers and CDKN M&E experts determine what
projects need to collect baseline date and how. If necessary prepare TOR for M&E
related subcontracts (chase study, baseline collection,etc).
Deliverables
D7.1 CDKN M&E forms completed
D7.2 Complete the section about Colombia that is needed for Quarterly reports,
Country Reports and other CDKN reports.
D7.3. M&E objectives forms, suppliers report form, client report form for all projects in
Colombia
D7.4 Participate in Project Review Group as required
