PROCEDURE STATEMENT
The Northwest Florida State College Human Resources Department is directly involved
in and administers the processes of police recruitment and selection. The processes
described in this procedure apply to the NWFSCPD and ensures member understanding
of compliance requirements.
DEFINITIONS
Class Specification: A systematic examination of the functions and objectives of each
job-related task to be performed as they relate to skills, knowledge, and abilities required
to perform the tasks or duties of the job.
H.R.: NWFSC Human Resources.
J.T.A.: Job Task Analysis (see Class Specification and Position Description).

New Hire: An applicant who is not a Northwest Florida State College employee and is
selected from external sources outside the college to fill a job vacancy.
Position Description: An official written statement setting forth the duties and
responsibilities of a job and the skills, knowledge and abilities necessary to perform it.
Promoted Employee: A Northwest Florida State College employee who has been
promoted and/or appointed internally to fill a job vacancy.
PROCEDURES
I.
CLASSIFICATION AND DELINEATION OF DUTIES
A. A member’s understanding of the duties and responsibilities of a position is
essential and should be based on a written job task analysis (JTA), which at
NWFSC is comprised of the Position Description and Class Specification.
These written descriptions are also used in setting minimum standards for
selection. The results of successful task analyses provides the foundation for
developing job descriptions.
B. A job task analysis and job descriptions are necessary for developing and
implementing recruitment strategies, validating hiring procedures, determining
training requirements, and evaluating employee performance.
C. A written Position Description and Class Specification for each NWFSCPD
sworn classification is on file and available for review by all members, and
includes at a minimum:
1. Duties, responsibilities, and tasks for each position;
2. The frequency with which each task is performed; and
3. The minimum level of proficiency necessary in the job related skills,
knowledge, and abilities.
D. The Northwest Florida State College Police Department shall maintain a job
description for each position through the NWFSC Human Resources
Department.
II.

A. The Northwest Florida State College Human Resources Department has a
recruitment protocol to develop racial, ethnic, and gender composition of its
employees, including fulltime sworn members, in approximate proportion to the
college community that includes:
1. A statement of objectives;
2. An action plan designed to achieve the objectives;
3. Annual evaluation of progress towards the objectives; and
4. Updates or revisions as necessary.
B. Individuals assigned to recruitment activities are trained in personnel and equal
employment opportunity (EEO) matters .
C. The Northwest Florida State College advertises as an equal opportunity
employer on all recruitment literature and all employment applications.
III.
PROMOTION PROCESS
A. Procedures used for each element of the promotion process for both sworn and
civilian promotions shall be job related and non-discriminatory.
1. For clarification, the Northwest Florida State College Human Resources
Department classifies a “promotion” as being made from internal college
resources and a “new hire” as being made from external sources involving
applicants who are not NWFSC employees.
B. The promotional process will include at a minimum:
1. A written announcement of position(s) for which vacancies exist, including
a schedule of dates, times, and locations of all elements of the process;
2. A description of the eligibility requirements; and
3. A description of the process to be used in selecting a member for the
vacancy(s).
4. HR will collect and review all applications for eligibility, job-relatedness,
competency, and diversity using non-discriminatory standards.
5. The Chief of Police will review the applications of eligible candidates,
interview the most qualified ones, and

a. Identify the top candidate(s);
b. Submit a recommendation to the College President or designee; and
c. The College President or designee will appoint the successful candidate.
C. The procedure for an applicant’s review and appeal of an adverse decision
concerning eligibility requirements for and/or appointment to a promotional
vacancy is to:
1. Review the reason(s) for the decision with the NWFSC Human Resources
Recruitment Manager; and if unresolved, to
2. File a grievance with the NWFSC Human Resources Department.
D. Eligibility lists are not used in the Northwest Florida State College Police
Department promotional process.
IV.
SELECTION PROCESS
A. Selection standards shall be job related, uniformly applied, and provide equal
opportunity for all to compete, encouraging the development of a work force
reflective of those being served.
B. A description of the elements of the selection process is found in the NWFSC
Policy Manual under ”Recruitment, Eligibility, and Selection”.
C. All elements of the selection process shall be administered, scored or ranked,
and interpreted in a uniform manner.
D. Background investigations shall be completed on sworn applicants and civilian
hires.
1. Members who conduct background investigations shall be properly trained
in collecting required information.
2. Background investigations shall be conducted on civilian applicants hired by
the NWFSCPD, and include:
a. Warrant, fingerprint, local record, prior employment, and criminal history
checks.

E. Psychological fitness examinations for each sworn candidate shall be
conducted prior to appointment to probationary status, and the results shall
be:
1. Assessed by a licensed professional;
2. Maintained in accordance with Florida Statute; and
3. Stored in a secure manner.
F. A minimum six-month probationary period and completion of all entry-level
training shall be required before sworn members are appointed to permanent
status.
G. All elements of the selection process shall be job related and nondiscriminatory, including, but not limited to:
1. Questions used at oral boards; and
2. The minority and female composition of oral boards.
