I.
School Description
A. Mission
The mission of National Collegiate Preparatory Public Charter
High School is (1) to provide a rigorous 9th- 12th grade
standards-based college preparatory curriculum, (2) to provide
an interdisciplinary curriculum which integrates international
studies themes across the academic curriculum leading to an
International Baccalaureate (IB) Diploma and (3) to prepare our
students to be self-directed, life-long learners equipped to be
engaged 21st century citizens of their school, community,
country and world.
B. School Program
1. Curriculum and Design
National Prep’s educational program is designed to both
accomplish the mission of the school and to meet the needs of
the students. The educational program is designed to support
the needs of struggling students, enhance the abilities of students
currently performing on grade level, and extend the abilities of
students whose current level of performance are above grade
level. The academic program includes co-teaching classrooms in
Reading and Mathematics. In these co-teaching classrooms,
students receive instruction and support from two teachers
simultaneously--one regular education instructor and one special
education teacher. With the goals of improving student
achievement, the educational program also provides two English
classes for all freshman and sophomore students, a remedial
reading class for freshman students who read significantly below
grade level, an honors program, and an International
Baccalaureate program. Students enrolled in the 9th grade receive
a year of international studies which includes the teaching of
geography and a reading support component through an online
adaptive reading program—Achieve 3000. In addition, Achieve
3000 is used by students enrolled in a traditional second
language course to receive additional reading comprehension
support in that second language. As part of its educational

program, National Prep makes provisions for students who
exhibit difficulty with meeting success in a traditional second
language course by offering American Sign Language (ASL). A
component of National Prep’s academic program is preparing
students for attaining academic success on standardized
assessments by offering support and review courses. All 10th
grade students in preparation for the District of Columbia
standardized assessment receive extensive support through an
eight-week review program in mathematics, biology, and
English and in an eight-week Saturday Academy. Students
enrolled in grades 11 and 12 also receive extensive support in
PSAT and SAT strategies during the extended day portion of the
school day. National Prep’s extended day program is designed
to offer students academic support as well as provide
opportunities for extracurricular activities. In the extended day
program, students receive academic support in Spanish,
Numeracy, and Literacy and students are also afforded the
opportunity to complete on line recovery classes.
A driving force in National Prep’s academic program is the
collecting and analyzing of data for the purpose of strategic
planning for instruction. Data is collected and analyzed at
interim periods throughout the school year to determine
students’ present level of performance and is used to design
appropriate interventions. All students complete NWEA
assessments as well as interim benchmark assessments and
teacher made assessments. The data from these assessments are
analyzed by the entire teaching staff and are used to help plan
and guide instruction.
Teacher support and training are integral components of
National Prep’s academic program. It is National Prep’s
philosophy that teachers’ professional growth and learning are
essential to improving student achievement. The academic
program allows for teacher collaboration and planning, weekly
professional development for teachers, and opportunities for
teachers to observe and learn from each other. Teachers attend
International Baccalaureate training and receive certification in
specific contents. In addition, National Prep hosts an annual
summer teacher orientation and training. In an effort to support

students ‘academic growth through teacher training, teachers
also attend in-house and outside professional development
seminars.
2. Parent Involvement
National Prep continues to encourage parents to participate in
the school program. The following reflects activities and
practices that reflect our belief that parental involvement is
essential:

Grade Level Parent Meetings – meetings are held with
parents to discuss pertinent information related to the
grade.

Parent Teacher Conferences- Meetings are held on a
regularly scheduled basis to inform parents of their
children’s academic standing after progress reports and
report cards. Parents have the opportunity to have
individual meetings with their child’s respective
teachers.

College Counseling Meetings- parents are encouraged to
meet with the college counselor to discuss colleges that
meet their child’s career choice, and the colleges that are
aligned to academic standing, ACT and/or SAT scores.


II.
School Performance
A. Performance and Progress
1. Programs/Mission
National Prep follows a demanding, comprehensive, standards
based, literacy enriched, data driven curriculum to meet the
needs of our multi-ability student population. Every core subject
content area follows a curriculum which is aligned with DC,
Maryland, and national educational standards. This year our
curriculum is also aligned to the Common Core Standards.
In addition, our school provides an interdisciplinary and
international approach to instruction. We have been authorized
by the International Baccalaureate Organization to offer the
Diploma Programme. Our first cohort of 16 students will begin
taking IB courses beginning September 2012. The students also
participated in a summer institute to prepare for the rigors of the
IB program by improving study habits, developing appropriate
research methods, building self-esteem, and developing an
appreciation for teamwork and study groups.
We required teachers to use an explicit lesson plan model to
ensure that our teachers utilize identified best practices during
the development of the lesson. We also foster writing skills in
every class by beginning each lesson with a Brief Constructive
Response.
To meet the needs of students with disabilities, National Prep
complies with the requirement of least restrictive environment
by following an inclusive model for those students with
disabilities. We provided a special educator for students in the 9th
and 10 grades. In addition, mandated counseling and related
services were provided for these students by a certified
individuals indicated in their Individual Education Plans (IEPs).
During the planning process, teachers are required to include
modifications and plan with the special educator assigned to
their classes.

Key Mission Related Programs
International Studies - Students will experience Achieve3000, an
online differentiated instruction, reading program. This reading
program works to enhance reading comprehension, fluency,
vocabulary, and writing proficiency. This is a scientific based
research program that dramatically impacts high-stakes test
scores for students across the nation. RM Math is a
comprehensive online math program that supports and
reinforces the skills learned in Algebra 1, Algebra 2 and
geometry. This program also has a basic math component for
students who might require additional support. As part of our
initiative to meet IB status, on a quarterly basis, students will be
expected to complete a project on a different country. At the
conclusion of the class students will have had the opportunity to
explore four different countries. Students will integrate the skills
they learned from Achieve 3000, RM Math, and library skills to
learn about the countries. These projects will become an artifact
for the students’ portfolios. This full year course also focuses on
geography.
Freshman Seminar This standards based literacy program is
designed to integrate literacy into all content areas. Students
improve on skills such as comparing and contrasting, drawing
conclusions, identifying text structure, making inferences,
identifying and analyzing print features, reading and analyzing
graphic organizers, using context clues, summarizing identifying
main ideas, and writing skills in an effort to enhance reading
comprehension and literacy skills. This literacy -based program
is unique in that it allows students to apply literacy skills across
subject areas through the use of varied reading materials. The
program promotes teaching literacy through texts from all
content areas; students are able to make connections between the
skills they learn from this literacy program and the skills that are
required of them when they read texts in other subject areas.
Sophomore Seminar The standards based literacy and
numeracy program is designed to integrate literacy, writing
skills and numeracy competencies in all content areas. This
course is prepared to assist students in mastering requisite skills
to be prepared for the DCCAS.

Lock Down – For a seven-week period, during Freshman and
Sophomore Seminars, students focused on their identified areas
of weakness in literacy, numeracy and biology to prepare for the
DC CAS.
Saturday Academy –This program was held 6 weeks before the
administering of the DC CAS. It was mandatory for 10th graders
to attend school on Saturdays for 3 hours and focus their
attention on reading, mathematics and biology.
Banneker Scholars –During the Freshman and sophomore
classes, students who are delayed readers with decoding
difficulties experience a curriculum during Seminar classes that
is designed to improve their reading deficiencies.
Lower School Honors Program – Students who exceed grade
level reading and math scores accelerate their math and second
language course work in order to meet the criteria to be
considered for the 11th grade IB program.
Exit Quizzes - Exit Quizzes were administered at the end of each
content area class to assess students’ understanding of a day’s
lesson. Exit Quizzes contained no more than five questions of
varying question types—multiple choice, short answer
questions, brief constructed response questions, and extended
response questions. Exit Quizzes served two purposes. First,
they provided an opportunity for students to demonstrate their
mastery of a skill. Second, they provided teachers feedback on
how well or how poorly students grasped the concept of a
lesson. Teachers then used the data gathered from Exit Quizzes
to adjust their lessons in order to best meet the needs of students.
Daily Brief Constructed Responses and Extended Constructive
Responses - Daily Brief Constructed Response questions (BCR)
and Extended Constructive Response questions (ECR) were
administered at the beginning of each class. In an effort to
improve critical thinking and writing skills among students,
students were required to complete daily BCRs in English,
history, and science and ECRs in mathematics. Daily BCRs and
ECRs helped to foster critical thinking and reasoning skills
among students and provided additional practice with
responding to clarifying questions about a text through writing.
ECRs allowed students to use writing to explain the process of
solving mathematical problems and provided an opportunity for
students to demonstrate their understanding of a math concept

or skill through written explanation. In addition, completing
daily ECRs and BCRs provided foundations for building critical
thinking skills, provided practice in writing, and provided
exposure to the types of questions included on Standardized
tests.
International Trip – Our 11th grade students are offered the
opportunity to travel to a foreign country. This year, our
students went to The Dominican Republic and had the
opportunity to attend an IB school, participate in a service
learning project by working at an orphanage, use their Spanish,
and learn about the historical context of Dominican Republic.
Each year our 11th grade students will have the opportunity to
get a passport and visit a foreign country.
2. Goals and Academic Achievement
Required State Testing
National Collegiate Preparatory did not meet the national
standards of growth in 2013. In fact, we experienced a significant
drop in our DC CAS scores compared to our previous two years
of testing. What we discovered was that students were ill prepared in their middle school years; which made preparation
during their ninth and tenth grades quite a challenge. We also
discovered that our sophomore population struggled with
reading and math skills that greatly affected their scores.
Further, our students struggled with attending the necessary
prep classes held on Saturdays that would improve those skills.
Upon evaluation, we made the following changes:
NCP made changes to our faculty in which we felt were
necessary to support preparing our students more effectively.
We contracted with an educational company, which has proven
results to support and strengthen skills, and produce gains in
testing. This organization will work with NCP administration
and faculty to improve preparation for the test. Further, we
changed our preparation classes and determined attendance
during the week. As a result, NCP will hold our prep classes
during the week when students are at school in an additional

block scheduled during the school day. We anticipate these
changes will demonstrate marked gains in our next testing
period.
Charter goals
National Collegiate Prep continues to successfully meet all
charter goals for the 2012-2013 school year.
Organizational Goals:
Board of Trustee Goals
The Board of Trustees has met all charter goals for the 2012-2013
school year.
The Board of Trustees continues to ensure that National Prep is
financially viable and demonstrates fiduciary responsibility for
all monies received by and for the school. The Board of Trustees
annually approves the operating budget for NCP leadership.
Annually, the Board of Trustees discusses all fiscal needs for
operation of the school and works to develop a budget that is
approved for the following year. NCP policies approved by the
Board of Trustees certify fiduciary responsibility for all monies
received by and for the school. The Board of Trustees also
confirms that National Prep has access to appropriate and
quality human and capital resources to support the educational
program. Finally, the Board of Trustees continues to ensure that
National Prep maintains and enforces its fiscal and
organizational policies.
Academic Proficiency
It is the goal of National Prep to meet the following goals:




National Prep will continue to pursue this goal and continues
to meet this goal with all students. Students demonstrate
proficiency in these goals through academic and standardized
assessments throughout the school year. This goal has been
met for the 2012-2013 school year.
Stakeholder Satisfaction
At the end of each year, National Prep leadership facilitates an
opportunity for stakeholders to express concerns and/or
satisfaction with the school. National Prep met the goal of
stakeholder satisfaction and understanding. The students of
National Prep communicated overall satisfaction with the
program’s ability to demonstrate an understanding of” Honor,
Scholarship, and Leadership” for the 2012-2013 school year. In
addition, teachers expressed satisfaction with the school’s
operations and programs during the 2012-2013 school year as
discussed during their end of year retreat day. Also, our parents
revealed overall satisfaction with the school’s program and
operations through our annual survey for the 2012-2013 school
year.
Special Populations
Our Special Education students have demonstrated proficiency
with their goals attaining 80% mastery. Further, all of our
special education students in the 12th grade graduated and were
accepted to college.
Founding Class Graduation
National Prep did meet other programmatic goals. Our founding
class graduated this June. All seniors were on track and
graduated on time. In addition, all fifty-three students were
accepted to various colleges and universities, which included our
Special Education population of students. Many received
financial support that will greatly improve their ability to attend
college with greater financial stability.

International Baccalaureate and International Programs
National Collegiate Prep began the 2012-2013 school year with
our first IB cohort of students. It was the goal of National Prep to
become an IBO World High School within the first five years of
the school. We were approved in spring of 2012 and began with
the junior class. All students successfully completed their first
year of the IB program. In addition, all students were on the
honors list for at least three grading periods. The 2013-2014
school year will include an additional IB cohort. The senior IB
cohort will prepare for the IB exams that are administered in
May 2014.
International Travel
During the 2012-2013 school year, a second cohort of juniors
participated in the second international trip. This year our
juniors traveled to the Dominican Republic for one week. During
their travel, students toured San Pedro and Santa Domingo, as
well as visited an IBO World High School. They volunteered to
distribute clothes and donating food to organizations that
support the victims of the 2011 Earthquake in Haiti. During their
travel students earned twenty hours of community service in
these efforts.
B. Lessons Learned and Actions Taken
To improve instructional effectiveness, the following actions
have been implemented for the 2013-14 school year based on
lessons learned:

Our Informal Observation Form has been designed to
reflect the expected Best Practices.

Whole school interventions are integrated within the
school day, Monday through Thursday, one hour each
day.

Due to poor attendance for Saturday Prep Academy,
those activities are incorporated during the school day.

During 5th block, 9th grade students will be exposed to
the arts and STEM. The 10 grade students will be
participate in activities that will support DCCAS
preparation. 11th grade students will prepare for success
on the PSAT, SAT, and ACT. The 12th grade students
will review SAT and test taking strategies and facilitate
preparation in our ROPES (Rites of Passage
Empowering Students) program.

Our co-teaching model will be visible in both English
and math classes.

We have joined the ANET (Achievement Network) high
school cohort to provide teachers with sufficient training
and coaching to become adept at data driven
instruction.

We have joined with Edmentum (Study Island) which is
academic software designed to help students review
math, English, and biology high school standards via
practice activities and test preparation.

We have developed an In-House preparation program
to improve performance on the SAT. All teachers will
receive training in SAT test preparation strategies and
will become certified SAT instructors.

We will continue to use Discovery Education to provide
interim assessments that assess student mastery of
Biology standards in grade 10 and college readiness
exams in grade 11. The college readiness assessment
serves as a predictor of students’ performance on the
ACT.

For students who are not able to handle the rigors of IB
courses, we are beginning our first AP course in Biology.

A new Special Education Coordinator was appointed
and an internal audit of student files was conducted.

The Code of Discipline was reviewed and revised to
include a point system and address behavioral concerns
within the school community.

Additional technology was added to the school in the
form of an additional laptop cart and IPADS for our new
IB cohort.

Arrangements have been made to provide parents and
students with easy access to the internet.

The Professional Development Calendar has been
redesigned to focus on three major issues: curriculum
and instruction, special education, and classroom
management

family, friends, and the community

Developed an extended day program for students who
exhibited inappropriate behavior in order for them to
graduate on time.

Developed a relationship with Maya Angelou to assist NCP
students who were overage and had difficulty achieving a
high school diploma using traditional methods
