ORDINANCE NO. 115-2014
EMERGENCY ORDINANCE TO MAKE REPAIRS TO D.G. HUNTER
PURSUANT TO SECTION 2-14 OF THE ALEXANDRIA CITY CHARTER
WHEREAS, during its most recent annual inspection, several leaks
were discovered in the tubes for the #3 boiler;
WHEREAS, Midcontinent Independent System Operator (MISO), the
regional reliability coordinator has advised that without sufficient
generation, Alexandria may be: (1) required to purchase additional capacity
credits in order to maintain market participant status and/or (2) required to
shed a significant portion of its load under certain conditions;
WHEREAS, such additional capacity credit purchases would increase
the cost of service for all Alexandria electric customers;
WHEREAS, such a load shed event would leave sections of the City
without power until the contingent condition is resolved;
WHEREAS, a widespread loss of power service would constitute a
public emergency affecting life, health, property, and public safety under
section 2-14 of the City Charter;
SECTION I: BE IT ORDAINED that the Alexandria City Council
herein recognizes said public emergency and herein authorizes the Mayor
to:
I) take all steps necessary to make said repairs;
II) negotiate and enter into all contracts needed to effectuate repairs
to the defective boiler; and
III) expend unencumbered funding from the Maintenance of Plant
line item up to $125,000.
SECTION II: BE IT FURTHER ORDAINED, this ordinance shall
become immediately effective and remain in effect under Home Rule
Charter Section 2-14.
PASSED AND ADOPTED at Alexandria, Louisiana, this 22nd day of July,
2014.

ORDINANCE NO. 116-2014
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE
LOWEST BID SUBMITTED BY MID STATE SUPPLY FOR
REPLACEMENT UNDERGROUND PRIMARY DISTRIBUTION CABLE
FOR D. G. HUNTER STATION AND OTHER MATTERS WITH RESPECT
THERETO.
SECTION I: BE IT ORDAINED by the Council of the City of Alexandria,
Louisiana, in legal session convened, that the Council hereby authorizes the
Mayor to accept the lowest bid submitted by MID STATE SUPPLY for the
Okonite Brand, Okoguard Cable, Model #140-23-9096, at $19.33 per foot,
total per 1,000 foot reel is $19,330.00; total bid price for three (3) reels
(3,000 feet) is $57,990.00 for replacement underground primary
distribution cable for D. G. Hunter Station by same being the lowest and
best bids received which complied with specifications and this ordinance
having been previously introduced and laid over for publication of notice.
SECTION II: BE IT FURTHER ORDAINED, etc. that the Mayor of the
City of Alexandria be authorized to pay said low bidder from the 2014/2015
budget and to each and every other act or deed needed or necessary to
consummate said transaction.
SECTION III: BE IT FURTHER ORDAINED, etc., that this ordinance
shall become effective upon signature by the Mayor; or, if not signed or
vetoed by the Mayor, upon expiration of the time for ordinances to become
law without signature by the Mayor.
SECTION IV: BE IT FURTHER ORDAINED, etc., that if any provision
or item of this ordinance or the application thereof is held invalid, such
invalidity shall not affect other provisions, items, or applications of this
ordinance which can be given effect without the invalid provisions, items,
or applications, and to this end the provisions of this ordinance or hereby
declared severable.
SECTION V: BE IT FURTHER ORDAINED, etc., that all ordinances or
parts of ordinances in conflict herewith are hereby repealed.

Louisiana, in legal session convened, that the Council hereby authorizes the

phase padmount transformers for use by the Electric Distribution
Department by same being the lowest and best bids received which
complied with specifications and this ordinance having been previously
introduced and laid over for publication of notice.
SECTION II: BE IT FURTHER ORDAINED, etc. that the Mayor of the
City of Alexandria be authorized to pay said low bidder from the 2014/2015
budget and to each and every other act or deed needed or necessary to
consummate said transaction.

law without signature by the Mayor.
