Is a support institution under the aegis of the Ministry of
Industry,Commerce and Consumer Protection
It is responsible for the development of voluntary national
standards and promotion of standardisation and quality
assurance in industry and trade
The Bureau is an MSTQ service provider




Metrology: national reference standards of measurement
Standards: standards development & enquiry point for WTO/ TBT
Testing: facilities for testing wide variety of products
Quality Assurance: product certification scheme (MAURICERT) and a
national management system certification scheme (ISO 9001, ISO
14001, ISO/IEC 270001, ISO 22000, and HACCP)

The Electrical and Electronic Engineering
Laboratory


The EEEL specialises in carrying out safety tests on electrical
products and accessories viz. electric power cables,
automotive batteries, household electrical appliances and
electrical accessories
The laboratory is fully equipped to perform the following
tests:






Dielectric tests (High Voltage, Insulation Resistance, Impulse)
Low and High resistance (electrical conductors and insulators, Earth
bond)
Functional tests (power, current etc…)
Leakage current and Residual voltage
Dimensional tests (insulation thickness, overall dimensions)
Visual inspection

The EEEL team consist of experience engineers and
technicians who are fully competent in carrying tests on
electrical products and accessories
The laboratory already operates the ISO/IEC 17025 –
Competency of calibration and testing laboratories
management system and has applied to MAURITAS for
accreditation of its services
The laboratory also participates in the Proficiency Testing
(PT) programmes from IFMQS (Australia) on a regular basis

The Consumer Protection (Safety Requirements)
CP-SR Regulations



This regulation has been made under the Consumer Protection
Act whose main object is to promote social and economic
welfare of consumers
Under the schedule of the draft CP-SR Regulations, some 65
controllable items have been identified and would need to
comply to IEC, MS and BS standards
Under para. 5(1), “no person shall import controlled goods
unless it is covered by an original certificate of conformity or a
certified true copy of an original certificate of conformity
issued by a recognized body in the country of origin and duly
certified by the Mauritius Standards Bureau”

CP-SR Regulations



Under para. 5(2), “Where the controlled goods are not covered
by an original certificate of conformity or a certified true copy
of a certificate of conformity at the time of importation, a test
report shall be obtained from the Mauritius Standards Bureau
prior to the clearance of the goods from the Customs”
The regulation makes provision to testing by MSB in the
absence of a valid certificate of conformity (CoC).
No import permit would be required however the onus is on the
importers to provide proof of conformance to the mandatory
safety standards

Implementation of the CP-SR Regulations




The regulations are almost finalised and will most probably
come into force in early 2016.
The Ministry would adopt a phased implementation i.e. the list
of controlled items has been split into batches
Initially the first batch would be covered under the regulations
then followed by a second batch after x months and so on.
The following items are concerned in the first batch:


Appliances: Hair dryers, fans, ovens (fixed), microwave ovens,
coffee/tea makers, vacuum cleaners, washing machines (dish & clothes),
spin extractors, shavers and clippers, heated blankets, whirpool baths &
TV sets
Accessories: table lamps, floor standing lamps, lighting chains, ballasts
(electronic & magnetic) and lamp holders

Implementation of the CP-SR Regulations

The normal pathway is to verify Certificates of Conformity

A CoC can be a CB Test Certificate or a Product Certificate.

A CoC is considered valid if it has the following characteristics:

It can be traced back to the production batch
It should bear the minimum of the following information:

Applicant Name (if different from Factory Name) & Factory Name
Certificate Number and Date of Issue
Date of Expiry (if applicable)
Make and /or Model (s) (if applicable)

Test reports are accepted if they are traceable to the

production batch !
Implementation of the CP-SR Regulations

Testing by the MSB will be done in case invalid CoC

Testing will be done on a risk based approach i.e performing
the pertinent safety tests of the relevant standard(s)

Examples of applicable safety tests:




Visual incl. classification, marking/ labeling, rating, classification
Electrical incl. insulation, electric strength, earth resistance, functional
Mechanical incl. heating, strength
Full testing may be performed upon failure on one of the
pertinent safety tests

The AFD Project: Capacity building of MSB

Project name: AFD ‘Programme de Renforcement des
Capacités Commerciales’ for Technical Assistance in
Upgrading of the EEEL [MSB/BID/11].

The MSB EEEL is benefitting from consultancy services of
APAVE International SAS since 2012.

Component 1 of the TOR which caters for gap analysis and inhouse training has been achieved.

Component 2 of the TOR provides for a training attachment to
an international accredited laboratory.

The AFD Project: Capacity building of MSB

Under component 1, equipment to perform pertinent safety
tests were recommended.

As per recommendations of the APAVE expert, the MSB has
already procured the following state-of-the-art:




A Digital Safety Analyser for main electrical tests
A Glow Wire Tester and Ball Pressure Apparatus for heating tests
An Impulse Generator for transient fault resistance tests
Our laboratories are now well equipped to perform the most
important safety tests and we plan to upgrade further in view of
achieving the status of a IEC national Testing laboratory (NTL)
