HR Business Partner
ARK Organisational Development (OD) Team
Purpose:
Leading the people management agenda and working closely with managers and employees to
provide a comprehensive HR service which guides, coaches and advises on the range of HR activities.
Integral to this is partnering the business and sharing responsibility for the goals and targets within
the people strategy. The HR Business Partner will also line manage the HR Assistant and Reception
staff.
Responsibilities:
Fact Finding and Analysis






Exercise judgement in balancing the competing demands of the area needs and resource
constraints ensuring HR activity is based on sound business need and is in line with the
organisation’s overall strategic direction.
Gather facts and information to advise, inform and influence the organisation’s decisionmaking process from an HR perspective.
Adopt a customer service and solutions orientated approach when responding to queries
from managers and employees.
Determine the HR requirements of designated areas and organise workloads to achieve
strategic and operational requirements.
Use initiative to balance conflicting priorities.
Contribute effectively to the strategic planning process for ARK.
Innovation and Initiative






Use area resources to deliver the business.
Work as part of the business to identify areas where HR and Learning & Development can
add value, and to lead solutions in support of achieving strategic goals to improve area and
organisational performance.
Collaborate with the business to fully understand the key performance issues, objectives and
drivers and the associated people requirements for both current and future business
challenges.
Identify, develop and successfully deliver client responsive, cost-effective solutions utilising a
range of techniques including consultancy and project management techniques.
Support managers to identify staff development needs and ensure HR needs are met using a
range of methods and approaches and ensure L&D needs identified are communicated to
the L&D Business Partner.
Work collaboratively with managers and OD Business Partner to identify staff development
needs and incorportae these into the area development plans.

Review, research and develop current policies and procedures to ensure they are
appropriate for business need, compliant with legislation and in line with the values of ARK.

Contribute to the Area Management Team Meetings and prepare reports/ presentations to
the team as required.
Work closely with managers within HR and L&D and across the organisation to provide
appropriate professional expertise.
Maintain effective relationships with managers and staff within the HR and L&D team and
within the areas.
Contribute to the Senior Leadership Team and prepare reports/ presentations to the team,
as required.
Work closely with the Head of Organisational Development ensuring area plans compliment
the OD plan.
Work closely with the OD & HR Business Partner posts to ensure the delivery of key HR
interventions.
External




Proactive approach to networking both inside and outside the organisation.
Responsibility for managing key stakeholder relationships - to be agreed with the Head of
Organisational Development.
Work with external bodies to ensure ARK is a voice of influence in the development of HR
policy and practice within the voluntary sector.
Work in partnership with recognised trade union representatives to foster excellent
employee relations, whilst supporting business objectives.
Leading and Developing People






Coach/advise managers, in the implementation of robust recruitment and selection,
performance management, disciplinary and employee relations processes.
Assist with the prioritisation of HR activity at an area level.
Set targets with area managers and ensure the effective delivery of HR plans at an area level.
Ensure all activity is within the policies, practices and procedures of ARK.
Ensure the effective allocation and monitoring of HR activity across your areas.
Attend area management and other internal meetings as required.
Resources





Support management of local budgets, ensuring effective monitoring and evaluation to
achieve best value.
Monitoring and providing Key Performance Indicator (KPI) data to support managers to
make decisions and manage their resources effectively and efficiently.
To directly line manage the HR Assistant / Reception posts and be responsible for the
effective management and development of these staff.
Organise and plan the workflow of direct reports.
Report on cost effectiveness and Return on Investment of HR interventions.
Impact on Decisions



Use sound judgement to decide when area HR interventions need to be supported by
additional resources in order to deliver to the required timescale and quality.
Monitor the quality and progress of the work within your areas in relation to HR activity.
Report regularly on HR services against agreed area and organisational Key Performance
Indicators, taking responsibility and addressing areas of concern.
Expertise
*Qualifications


SCQF Level 10 or equivelant knowledge acquired by other means
Chartered Member of CIPD (or equivalent proven track record in HR)
*Where qualifications are not held by internal candidates, ARK will support you to attain these.
Experience






Experience of providing HR input to business strategy, advising Managers/Directors on HR
issues.
A fundamental understanding of the impact of organisational culture on engagement and
performance and significant experience in influencing cultural change.
Delivery of HR solutions to support change.
Practical experience of interpreting and working with HR policies and procedures.
People management.
Evidence of continuing professional development.
