Request for Expression of Interest (EOI)
Benazir Bhutto Shaheed Human Resource Research and Development Board intends to invite sealed proposals from interested
consulting firms having Valid Registration under companies ordinance/or any other relevant professional body (as applicable) in
relevant category and discipline to conduct the following studies:
a.
Training Needs Assessment of Unemployed Youth in Sindh and Future Career Needs
The TNA will assess the need of various skill trainings/courses to be imparted to unemployed youth in Sindh province of
Pakistan, where statistically significant number of sample from all districts of Sindh can be determined by the firms/
organizations.
To perform this assignment, consulting firm must have the following in their profiles;
 The firm/ organization must possess at least 05 years demonstrated experience of similar assignments
 Personnel having post graduate qualification in relevant discipline with minimum 05 years of experience in similar
assignments for carrying out the assignment through Sindh province
 Performance certificates of assignments /projects completed
 Affidavit that firm has never been blacklisted.
 Documentary evidence of financial position, e.g., a bank statement or audited accounts of the last 03 years, Income tax
return for the last three years
b.
Impact study on Satisfaction and Employability of BBSYDP Graduates.
The Impact study will assess the employment status of trained youth since 2010 provided by different private and public
institutes/ organizations in Sindh Province of Pakistan. In all 200,000 youth have so far been trained, whereas statistically
significant number of sample can be determined by the firms/ organizations.
To perform this assignment, consulting firm must have the following in their profiles;
 The firm/ organization must possess at least 05 years demonstrated experience of similar assignments
 Personnel having post graduate qualification in relevant discipline with minimum 05 years of experience in similar
assignments for carrying out the assignment through Sindh province
 Performance certificates of assignments /projects completed
 Affidavit that firm has never been blacklisted.
 Documentary evidence of financial position, e.g., a bank statement or audited accounts of the last 03 years, Income tax
return for the last three years
The appointed Consultancy firm is expected to be able to commence work immediately on appointment, likely to take place in April
2015.
Request for proposal (RFP) having shortlisting criteria is available on the official website of BBSYDP. Interested eligible consulting
firms may download Request for Proposals (RFP) from www.bbsydpsindh.gov.pk up to Wednesday April 15, 2015 by 05:00 pm.
The request for proposal (RFP) shall be in one sealed envelope and be marked “Request for Proposal Document- Training Needs
Assessment of Unemployed Youth in Sindh and Future Career Needs or Impact study on Satisfaction and Employability of BBSYDP
Graduates” as the case may be. The outer envelope shall consist of a sealed envelope (1 original and 1 copy of the Technical
Proposal) clearly marked “TECHNICAL PROPOSAL” Similarly, the original Financial Proposal shall be placed in another sealed
envelope clearly marked “FINANCIAL PROPOSAL” followed by Training Needs Assessment of Unemployed Youth in Sindh and
Future Career Needs or Impact study on Satisfaction and Employability of BBSYDP Graduates” as the case may be. However, under
no circumstances the procuring agency will be responsible for late delivery or loss of the documents so mailed.
Interested firms should address their inquiries to the address and contact numbers given below. Request for Proposals (RFP) duly
filled and complete in all respect; attached with relevant certificates must reach on the address mentioned herein below on or
before 03:00 pm on Thursday, April 16, 2015.
Board may reject all or any bid subject to the relevant provisions of Sindh Public Procurement Rules 2010.
