Lasky Drive Beverly Hills, California 90212 (310) 551-5100 ext. 2236/2237 District Website: www.bhusd.k12.ca.us EXECUTIVE DIRECTOR OF FACILITIES PLANNING, MAINTENANCE AND OPERATIONS DEFINITION The Executive Director of Facilities Planning, Maintenance and Operations is a professional expert who reports to the Superintendent of Schools and is responsible for providing a high degree of leadership and support service to the District in a cost effective manner to ensure the effective coordination of the District’s $334 million Measure E Bond Program, to oversee all planning and facilities development and construction related to that program, and to provide professional expertise and direction for the District’s maintenance and operations program. Under general direction, the Executive Director of Facilities Planning, Maintenance and Operations coordinates and supervises the development and execution of short and long range planning and facility improvement projects, including components such as enrollment projections, facility needs, maintenance and operational functions, and financing and construction; plans, organizes, directs and administers the District's planning, property management, and construction functions; assures efficient and cost-effective departmental operations; supervises and evaluates the performance of assigned personnel; oversees contracts with architects, consultants and vendors, as well as the procurement of supplies, equipment, services, and property control functions as needed; performs specialized and responsible duties related to school facilities projects; and performs other related work as required. EXAMPLES OF DUTIES 1. Plans and directs the day-to-day construction of the district and provides supervisory assistance to the school sites, which includes general/sub-contractors, construction management personnel, architects and general facilities operations of the district. 2. Assists the Operations Manager in the organization and administering of the preventive and corrective maintenance of buildings, equipment, and grounds facilities. 3. Maintains a list of qualified vendors and recommends which ones should be invited to participate in projects; researches required licenses of vendors to ensure validity; corresponds with vendors and others both orally and in writing regarding technical facility processes. 4. Develops and recommends policies and procedures for the effective execution of the Measure E Bond Program. 5. Serves as the District liaison to the Citizen’s Oversight Committee and the Facilities Advisory Committee as related to the Measure E Bond Program. 6. Conducts the RFP for the Measure E Performance Audit as required by law and facilitates the audit process with the selected company. 7. Works with a Construction/Program Management firm, as well as architects, traffic engineers, structural, mechanical and related experts on Measure E projects approved by the Board of Education. 8. Prepares regular and special reports related to Measure E planning and construction activities and projects. 9. Prepares and presents reports on the programs and needs of the Planning and Facilities Department to the Board of Education, County, State, City and public. 10. Provides liaison between the District and engineers, architects, contractors, planning departments and other agencies in matters related to the Measure E Bond Program. 11. Confers with State, County and local officials on matters pertaining to the District’s Measure E construction program. 12. Maintains building records and state reports on school building inventories and coordinates the preparation of documents supporting the application for State School Building Aid involving Measure E site and construction projects. 13. Confers with parents, community members, property owners, land developers and real estate personnel on facility design. 14. Facilitates the development of district facilities standards as related to the implementation of the Measure E Bond Program. 15. Ensures that the comprehensive facilities master plan is updated and approved by the Superintendent of Schools and Board of Education. 16. Prepares annually an objective comparative analysis of results achieved in relation to the facilities master plan. 17. Ensures that all reports required by law or policy are accurately maintained and submitted in a timely manner. 18. Ensures that each employee in the Measure E Planning and Facilities Department is supervised and evaluated in accordance with district policy, laws, contracts, or agreements and that performance is improved in relation to their position description and annual plans. 19. Attends site, district, and community meetings in support of Measure E Bond projects. 20. Assists with District-related real estate issues and transactions associated with the Measure E Bond Program. 21. Provides direction on Measure E Bond projects as an owner’s representative. 22. Ensures proper coordination between all site and district teams and departments on Measure E Bond projects 23. Reviews and recommends for approval Measure E related expenditures and requisitions. 24. Coordinates Measure E related pre-construction, construction, and post-construction activities. 25. Implements a wide range of programs, including but not limited to: State School Building Lease Purchase Programs; the Facilities Master Plan, and Redevelopment Agency agreements (SB198). 26. Conducts Bond related research and/or analytical studies as assigned. 27. Develops and supplies facility information requested by governmental and community groups in support of the Bond Projects. 28. Coordinates schedules of district staff and contractors for construction and alteration of Bond related projects. 29. Facilitates the close out of current OPSA/DSA open projects. 30. Coordinates the fulfillment of the District’s responsibilities related to the BHUSD/City Cable Fiber/Security Camera Upgrade project. 31. Provides professional expertise and direction to the District’s maintenance and operations program; 32. Develops, implements, and maintains effective & efficient methods and procedures for the organization, personnel utilization, management, control, and maintenance of information and documentation systems for areas of responsibility; 33. Ensures effective administration of contracts and agreements; 34. Coordinates, oversees, and/or conducts a variety of inspection/quality control programs areas of responsibility; 35. Regularly visits all school sites to assess facility condition and needs; 36. Regularly visits all construction sites to validate and verify work being done; 37. Directs and participates in the selection, training, and development of staff; 38. Plans regular in-services and training for staff; 39. Establishes standards for effective facilities, maintenance and operations programs and for employee performance evaluations and recommends the appointment, promotion, transfer, demotion, suspension, reinstatement, and termination of assigned employees; 40. Establishes and maintains departmental staff development programs; 41. Establishes and maintains a facilities management information system; 42. Directs the preparation of correspondence, reports, and presentations regarding the operations and activities within areas of responsibility; 43. Monitors and controls expenditures in accordance with established budgets; 44. Plans, organizes, and administers systems and procedures for procuring supplies, equipment, and services; 45. Develops and issues purchasing calendars and schedules; 46. Reviews purchase orders for compliance to District purchasing activity; develops specifications, bid instructions, purchasing procedures, and purchasing standards; 47. Works with other administrators to oversee the development of plans for preventative, ongoing, and routine maintenance; to review work orders to evaluate preventive, routine and emergency facility’s needs; and to plan, organize and direct the development, implementation and evaluation of a formal preventive maintenance system; 48. Applies for needed funding from a variety of agencies (private and public; local, state and federal); 49. Works with District staff and various committees to develop new and revised policies, procedures, regulations and standards related to areas of assignment; 50. Prepares periodic and special reports; 51. Prepares written recommendations for the Board relative to assigned areas of responsibility; 52. Attends Board meetings as needed to present background and recommendations for assigned areas of responsibility; 53. Participates in related professional groups and serves on ad hoc and standing committees as assigned; 54. Attends daytime and evening meetings and hearings in and outside of the District; 55. Education Bachelor’s degree in business administration, public administration, planning, architecture, or related field. Training in FRISK or other employee discipline system preferred. Experience Five (5) years of recent responsible administrative experience in classified services with planning and management level experience involving the direction of staff and oversight of programs in an educational or public agency in one or more of the areas supervised. Certificate and License Requirements Possession of a valid license issued by the California Contractors State License Board, Class B – General Building Contractor, preferred. Possession of a valid and appropriate California driver's license and a good driving record required; insurable under the District’s insurance policies; have use of a personal vehicle. Upon recommendation for employment, prospective employees will be required to provide a current verification of a negative TB test or X-ray and be fingerprinted through the Department of Justice. WORKING CONDITIONS Environment Office environment; subject to driving a vehicle to conduct work; subject to frequent visits to various schools sites within District; occasional travel on District related business; variable hours.
