In submitting the Engineering Change Request ("ECR"), the Author(s) [primary author, additional authors, and contributors], individually and as
an authorized representative of the company of which he/she is employed, agrees that if CableLabs incorporates this ECR in whole or in part into
the relevant Specification, all intellectual property in the ECR and owned by the company and/or the Author shall be licensed under the terms of

DETAILED DESCRIPTION OF PROBLEM:
Multiple projects are now using DOCSIS TLVs to provision services (e.g. DOCSIS 3.0, DOCSIS 3.1, DPoE v1.0, 2.0
L2VPN etc.) As projects define their own TLVs as well, sometimes there is a conflict in the TLV numberspace. The
plan is to list all the TLVs in the CANN spec so that each project can reserve a TLV number (with the help of
CableLabs Standards Team), to minimize conflicts with other projects.
This EC adds all the DOCSIS family of TLVs into the CANN spec. Going forward all new TLVs will need to be
added to CANN via an EC process before reserving the TLV for usage within a project.
