23 – SCALING AND MEASURING (B/BT6.8)
FSH 2409.11a, 54.31, discusses calculating the sample size on 3P scaled sales. The
following table of coefficient of variations (CV) is based on experience from numerous
sales in Region 2 and may be used to calculate size of the sample at the start of a sale
when reliable local data is not available. Local data based on a minimum of 50 scaled
loads from an adjacent sale of similar timber may be used if available.

In the Sample Load CV column, the CV is the percent variation of the average load
volume in cubic feet net scale, and it should be used for calculating number of loads
needed for sample load scaling. In the Sample Weight CV column, the CV is the
percent variation in the ratio of cubic feet to pounds, and it should be used when
calculating the number of loads needed for sample weight scaling.
Refer to FSH 2409.11a, 54.31, for the formulas and sample calculations.
23.2 – Presentation for Scaling (B6.82)
Each load to be sample scaled must be plainly marked as a sample before the load is
delivered to the log yard. This must be done with paint, marking "S" on at least one log
at each end or each side of the load
The sample load scaling yard must be a specific separate location in the log yard as
agreed to by purchaser and Forest Service (sec. 27.24) with sufficient space to permit
safe and economical scaling (B6.82). Enough space should be provided so that at least
the last four loads and 3000 gross cubic feet are left in place to permit remote check
scaling. It must be understood by both parties that no logs are to be removed until
scaled and released by the Forest Service.
23.4 – Scaling Lost Products (B6.85)
The reporting period referred to in B6.85 is defined as the beginning of the sale to the
point when the load was lost on flat rate sales, and the beginning of the quarter to the
point when the load was lost on escalated sales.

23.41 – Scaling Lost Sample Loads (B6.851)
The sampling period referred to in B6.851 is defined as the beginning of the sale to the
point when the load was lost on flat rate sales, and the beginning of the quarter to the
point when the load was lost on escalated sales. All quarterly volumes are final on
escalated sales.
24 – SCALING QUALITY CONTROL PROGRAM
24.11 – Forest Service Scaler Training and Certification Program
All Utilization and Production scalers will be certified by the Regional Measurement
Specialist. The Regional Measurement Specialist, or delegated Check Scaler, will
make all check scales necessary for certifying production scalers and for assuring
continued qualification of certified scalers. Advanced Scalers may recommend
recertification of Utilization Scalers.
The Regional Office will provide scaler training to train new scalers, for refresher
training and for recertification purposes. Scalers need attend only the portion of the
training that meets their needs. Training and check scaling will be planned as separate
activities and will be outlined on the agenda sent to the Forest Supervisors prior to the
training.
R2-2440-14, Certificate of Timber Measurement Qualification, will be prepared and
issued by the Regional Office. All scalers will also be provided with a wallet-sized card
showing the level of competency to which certified. See exhibit 01 for levels of
competency.

24.11a – Forest Service Production Scaler
To be certified as a 3P scaler, an individual must have proficiency and knowledge of 3P
log scaling, policies and procedures for Forest Service scaling outlined in Forest Service
Manual 2440, National Forest Cubic Scaling Handbook, FSH 2409.11a, and
specifications of the timber sale contract. The scaler must make a field comparison of
3P and conventional scaling methods on at least 1,000 logs and meet the accuracy

standards in FSH 2409.11a, 23. Forest Service employees assigned to 3P log scale
must have at least one year scaling experience as a Qualified Scaler. Only certified 3P
scalers are authorized to perform 3P log scaling.
Qualified 3P scalers are certified for a period of one year. Advanced 3P scalers are
certified for a period of three years with check scales performed throughout the year. If
certification expires, they may be recertified as a Utilization Scaler, for a 1-year period at
the Forest's request.
24.11d - Utilization Scaler
Utilization Scalers are certified for a period of three years to scale incidental or minor
amounts of volume. All sale administrators who are called upon to judge
merchantability of timber in the woods should be certified at this level. Those certified
as Utilization Scalers are authorized to measure decks for payment on the FS-2400-2
contract.
Formal training is provided by the Regional Office and consists of classroom and a
comparison scale on 50-100 logs. A score of 80% on the written examination is
required.
24.14 – Maintenance of Certification
The Renewable Resources staff maintains the Regional roster of certified scalers and
will provide the Forest Supervisors with a list of personnel who need a check scale or a
comparison check in order to maintain their present level of certification by August 15 of
each year.
The expiration date for all Check, Advanced, Qualified (including 3P) and Utilization
Scalers is January 1. If a scaler's certification is allowed to expire on January 1, scaling
training requirements must be completed. It is the responsibility of the Forest
Supervisors and/or Zone Contracting Officers to see that the necessary checks are
made prior to January 1.
Renewal will be automatic if the scaler has a satisfactory check scale (3P or
conventional) within six months prior to January 1. If there has not been a satisfactory
check scale within that period, they will not be authorized to do any type of scaling for
payment purposes until they receive a satisfactory check scale on at least 3000 gross
cubic feet. If a 3P scaler has been inactive for two years or more, a field comparison
between 3P and the conventional scale methods will be required on 25 to 30 loads. If a
3P scaler’s certification has been revoked, a satisfactory check on no less than 300 logs
will be required. The results must be within the standards as stated in FSH 2409.11a,
23. If a 3P scaler is not available to scale a 3P sale, sample loads may be scaled using
Region 2 Supplement: 2409.15-2014-1

the conventional method, for an interim period, as long as the replacement scaler is
certified to scale for payment.
24.2 – Check Scaling and Reporting
The Regional Measurement Specialist, or delegated Check Scaler, will perform all
check scales in the Region with the exception of comparison checks for Utilization
Scalers. Check scale results will be reported on R2-FS-2440-10, Report of Scaler’s
Performance. This report is for official use only and not for public inspection. Copies
will be distributed immediately to the Forest Supervisor or Zone Contracting Officer who
will discuss the results with the scaler and will be responsible for correcting any
discrepancies in the scaler’s performance. Deficiencies in the purchaser’s performance
may be recorded under the Remarks section or in the Log Accountability Inspection
Report that may be completed during the check scale. The Contracting Officer
responsible for administration of the timber sale will discuss the deficiencies with the
purchaser.
R2-FS-2440-9, Report of Log Check Scale, will be used to summarize check scales and
is available to purchasers and for public inspection.
A check scale shall consist of at least four truckloads of logs consisting of not less than
100 pieces with a minimum volume of 3000 cubic feet gross scale. For 3P, the
minimum number of sample logs that will be considered for an adequate check scale is
35 logs.
The check scale will consist of the following:
1. The total number of pieces will be checked.
2. The number of pieces by species will be checked.
3. The sample logs will be scaled.
The check scale report will be computed as follows:
1. The check scaler’s volume will be computed by using the scaler’s KPI
(predicted volume) and the check scaler’s YI (actual volume) of the sample logs.
2. The variance, both gross and net, will be calculated between the expanded
sample volume of the scaler and check scaler.
The allowable variance will be the same as for conventional scaling (FSH 2409.11a,
23).

Check scale results may be coded on the R2-FS-2440-10 as satisfactory, acceptable, or
unsatisfactory. A check scale will be considered unsatisfactory if the percent of
variance on net volume exceeds the accuracy standards set forth in FSH 2409.11a, 20
or if two or more of the items below are discovered during the check scale.
1. Percent of variance on gross volume exceeds the accuracy standards set
forth in FSH 2409.11a, 23.
2. A missed log or additional log.
3. A difference of species identification on more than two logs in the check.
4. Check consists of less than 100 pieces.
The code number entered on the R2-FS-2440-10 will be one or more of the numbers
above, indicating the reason for an unsatisfactory or acceptable check. When two
consecutive unsatisfactory check scales for reasons of Code 1, 2, or 3 have been
received, the scaler will not be permitted to scale for payment until a satisfactory check
scale on 300 logs has been performed. If circumstances and reexamination results
warrant, the scaler may again be assigned scaling duties. Failure to reestablish scaling
abilities will cause the scaler's certification to be revoked.
24.24 – Checking Frequency
Frequency standards are related to the scaler rather than to an individual sale. They
will be further related to scaler proficiency, as expressed in the certification level.
The check scaling standards are as follows:
1. All scalers will be check scaled within two weeks at the beginning of an
operating season if there has been no scaling activity for a period of three months or
more.
2. New scalers will be check scaled within the first two weeks of scaling for
payment purposes, and then again within two weeks if there is any question as to the
scaler’s competency. If the check within the first two weeks is satisfactory, the scaler
will be checked within one month after the initial check.
3. Due to the intricacy of the 3P sampling system, Qualified Scalers doing 3P
scaling will be checked every two months during an operating season, or more
frequently if conditions warrant, such as high defect, or an indication that potential
problems exist either in scaling or log accountability.

4. Due to the intricacy of the 3P sampling system, Advanced Scalers doing 3P
scaling will be checked every two months during an operating season and more often if
the scaler is scaling under other than normal scaling conditions, or if there is an
indication that potential problems exist either in scaling or log accountability.
24.24b – Follow-up Check Scales On Individual Scalers
All scalers who receive unsatisfactory check scales will be check scaled again within
two weeks following the unsatisfactory check scale. If the second check scale is also
unsatisfactory, a third and final check scale must be made within the second two-week
period.
24.25 – Rotation of Loads
The scaler shall be responsible to see that, at a minimum, loads left for check scaling
are at least the last four loads and 3000 gross cubic feet scaled on a rotation basis.
The scaler shall mark loads to be released by painting at least three X's (XXX) with blue
paint in the middle of the first log of a rollway and the last log of the load to be released.
Loads not marked as described above are not to be picked up. The scaler should use
judgment in the wintertime and not require the purchaser to hold loads that have been
covered with snow and are impossible to check scale. Also, when there is a possibility
of the logs being snowed under before they are scaled, the scaler should make
arrangements with the loader operator not to spread the logs until the scaler is ready to
scale.
24.3 – Resolving Scaling Complaints, Including Adjustments
When unannounced check scales, or check scales initiated as a result of a scaling
complaint from the purchaser, indicate scaling errors outside of the acceptable limits,
the Regional Office will recommend adjustment of volume scaled. Form R2-FS-2440-9,
Report of Log Check Scale, is the official record for adjustment. This report is available
to the timber sale purchaser and for public inspection. The Contracting Officer must
record the basis for adjusting scale volume in a report that supports the Timber Sale
Statement of Account where the adjustment has been posted.
24.33b – Adjustment Based on Check Scales
Adjustments based on check scales must be scaled under the same conditions as the
original scale. The check is on the scaler, not the mill or an individual sale, so
adjustments are normally on all sales scaled by that scaler. Where a scaler scales for
more than one purchaser, each purchaser must be required to hold four loads and 3000
gross cubic feet for check scales.

Scaling adjustments shall not be made when check scaling conditions are as follows:
1. Logs are moved from the original scaling position.
2. It is impossible to determine the exact number of logs in each load.
3. Logs are coated with mud, ice, or snow at the time of original scale and
permitted to wash or thaw free of obstructions before being check scaled.
4. Logs scaled where weather conditions differ extremely from the conditions at
the time of the check scale.
5. Logs scaled and permitted to be exposed to the weather for longer than a
normal period of time. A normal period of time is the time needed to accumulate and
hold the last 200 logs scaled, or five loads of logs consisting of not less than 100 logs,
for check scaling purposes.
Scaling complaints requesting adjustments are considered only when the complaint is
based on the last four loads consisting of not less than 100 logs, and 3000 gross cubic
feet scaled, and when purchaser has made logs available for check scaling purposes at
all times that there is hauling activity from the sale.
Adjustments are made only when the conditions above have been met, and the original
net scale is one full percent higher than the appropriate acceptable limit stated in
National Forest Cubic Scaling Handbook 2409.11a, 23. For example, if the allowable
variance is 2% and the original scale is 2.9% above the check scale, no adjustment is
made. An adjustment is made if the original scale is 3.0% or more above the check
scale.
The procedure used to calculate the volume adjustment due to an unsatisfactory check
for volume sample weight scaled is as follows:
1. Obtain net weight of all loads divided by the net weight of all sample loads
hauled during period of the adjustment to obtain a sample factor (include net weight of
all sample loads scaled).
2. Multiply the sample factor times the sample volume scaled to obtain total
volume for the period of adjustment.
The procedure for volume sample load scaled is the same as for sample weight except
that the load factor for the adjustment period is used.

The National Scale Data Entry Program (FSScaler) shall be used for all scaling in
Region 2. Resulting files are then imported into National Scale Expansion Program for
volume computations, and imported into TSA. A paper copy of the scaler’s CUFT Log
Report for each load scaled shall be filed in the official sale record.
Reports generated by the National Scale Expansion Program serve as written
documentation of volume computation reported to the Automated Timber Sale
Accounting System and provide the same record.
As a general rule, scale loads should be scaled in the month in which they were hauled.
However, it is not required to ensure all loads are scaled in the quarter (or month in the
case of flat rate sales) in which they are hauled. The date sample loads are scaled
determines the charge period. Logs will be charged for in the quarter (or month) that
scaling is done.
Where it can be anticipated that only a few loads are to be hauled during a quarter, it is
best to scale these loads 100 percent rather than sample. This information (monthly
projections, move in/move out, etc.) must be communicated between the FSR’s, SA’s
and the scalers. Care should be taken not to change sample frequencies to force
samples for a given month/period. On escalated sales where hauling on a new sale will
begin in the last month of a quarter, the Forest Service Representative will ensure a
frequency is set to provide a minimum number of scaled loads.
When one or less sample loads are scaled on an escalated sale with prior scale data,
establish a factor by combining current data with data from the last quarter where
sample scale data is present:
For 3P sample load scale: add the number of loads hauled in both quarters together.
This can be done by changing the haul and scale dates of the current loads to be within
the previous quarter (or vice versa) remembering to change back to original dates when
done with the calculations. Perform the normal volume computations using the total
number of loads hauled for both quarters and the total number of sample loads. The
volume of the previous quarter is then manually subtracted from the total volume to
obtain volume for the current quarter.
For 3P sample weight scale: add the net weight of all loads hauled in both quarters
together. This can be done by entering a dummy load in the National Scale Expansion
Program with the previous quarter’s totals, remembering to remove the dummy load
when computations are finished. Perform the normal volume computations using the
net weight of all loads hauled for both quarters and the net weight of the sample loads.
The volume of the previous quarter is then manually subtracted from the total volume to
obtain volume for the current quarter.

For new sales where previous quarter data do not exist, establish the sample frequency
so that a minimum of five sample scaled loads is obtained, or scale each load 100%.
However, if loads are hauled during a quarter with less than five sample scaled loads
and loads were not scaled 100%, assign an anticipated average volume to each load
and manually enter into TSA. Use data from comparable sales.
To ensure that scaling is in accordance with the terms of the timber sale contract,
Forest Service Representatives shall, upon receipt of the sale contract, modification of
the contract, or change in the type of scaling by a scaling agreement, complete the
Scaler's Information Form, FS-R2-2440-3. FSH 2409.11a amendments pertinent to the
contract (number and date) are to be included on the reverse side of the form. The
Scaler’s Information Form must be sent to the Regional Office for use by the Regional
Measurement Specialist.
Total Weight sales are a form of scaled sales. Scaler’s Information Forms are required
to show the weight factor and brands for accountability purposes.
24.42 – Field Data Recorders
Field data recorders will be used for recording scale data.
25 – SCALING AUDITS
25.1 – Audit of Scale Records
Region 2 uses the National Scale Expansion Program to calculate the monthly volume
on all scaled sale contracts. The following audit reports are available:
1. Contract Audit Report (All Contracts; All Load Receipts)
2. Tickets Issued Audit Report by Load Receipt
3. Tickets Issued Audit Report by Book Number
4. Sample Load Audit Report
5. Sample Group Audit Report
6. Duplicate Load Check
At a minimum, the Tickets Issued Audit Report (either by load receipt or book number),
Sample Load Audit Report, Sample Group Audit Report (if applicable) and the Duplicate
Load Check must be run each month and corrections made, if any, prior to running the
monthly volume computation reports. These reports shall be filed with the monthly
volume computation reports.

26.3 – Cooperative Scaling
Forest Supervisors and Zone Contracting Officers are not authorized to make
cooperative scaling agreements for tree measurement sales.
27 - TIMBER AND LOG ACCOUNTABILITY
27.1 - Log Accountability Procedures
Log accountability is determined by the sale contract or permit, sale size and final
destination of the logs. All National Forest products must be accompanied by proof of
authorization to haul. This authorization must be a load removal receipt or firewood
permit. A load removal receipt must accompany all commercial sawlog sales.
All sales must require loads be branded. All scaled sales and premeasured sales in a
scaling area and/or hauled to a scaling location require log branding. Lump sum sales
of forest products of $300 or less require driver to have authorization to haul which
specifies the date, and amount of product authorized to remove.
When logs are to be moved from the scale yard to another location, the following
conditions must be met:
1. The Zone Contracting Officer shall be notified.
2. The Zone Contracting Officer and purchaser, by means of a written
agreement, shall document how to positively identify loads being transported and the
period of time such agreement will cover.
3. If a purchaser owns more than one processing location within the Contracting
Zone, log sorting may occur. The Zone Contracting Officer and purchaser, by means of
a written agreement, develop a permanent transfer brand and procedures of
documenting transferred logs, until the agreement is rescinded.
27.12 – Product Identification (B6.842/BT6.81)
Sales shall be identified by one of the following:
1. The assigned sale brand consisting of two letters and/or numbers in a color
specified by the Forest Service, except on the Black Hills where two or three letters
and/or numbers are specified.

2. All loads will have five paint brands on each end of the load. The paint brand
must be the assigned sale brand. In the event something happens to the attached log
removal receipt, all loads will have the last three digits of the load removal receipt
painted on at least one log on each end of the load.
3. If the load is a truck and pup combination, there must be a minimum of three
log ends paint branded on the front of the load on the truck plus the last three digits of
the load removal receipt painted on one log. The pup must have a minimum of three
log ends paint branded on the back of the load plus one log with the last three digits of
the load removal receipt in paint.
4. Log decks in the woods that are scaled prior to being hauled shall either be
stamped with a "US" stamp or painted with blue paint.
The assigned brands to be used on individual forests are listed below. For most of the
Region, brands have been designated so that each brand identifies a forest. On the
Black Hills, the purchaser or activity has been designated.

Other brands are available and shall be assigned by the Regional Office upon request.
The Forest Supervisor may honor the purchaser’s request for a brand of the purchaser’s
own designation as long as ther is no duplication of brands on any Region 2 Forest.
27.2 – Log Accountability on Scaled Sales (B6.84)
27.21 – Load Accountability
Loaded log trucks shall be observed to ensure a hard copy of the load removal receipt
is attached to a bunk log on the load. This, however, shall not constitute a road check.
An official road check is accomplished when the truck is stopped, the person making the
road check verifies the brands to ensure an adequate number of logs are branded
according to the contract, the load removal receipt is properly filled out, and the load is
in the applicable scaling zone.
The information on the load removal receipt pertaining to road checks should be
transferred to the National Scale Expansion Program.
Road checks shall be made in accordance with contract provision B6.841, shall be
made at random and shall constitute a percentage of each consecutive one hundred
loads hauled. The percentage by type of sale is as follows:
1. Premeasured Sales - 2%
2. Scaled Sales – 3%
Immediate corrective action will be taken when accountability is found to be
unsatisfactory, followed by road checks at least once a week until satisfactory
accountability practices have been established.
27.22 - Load Removal Receipts on Scaled Sales
1. Requirements. All loads will have a load removal receipt firmly attached to a
bunk log on the driver's side. If payment is based on weight (total weight sale or sample
weight sale), and the units are short trucks with pup trailers, the entire unit must be
weighed as one unit and are considered one load and accounted for in the National
Scale Expansion Program as such. However, each unit must have a load removal
receipt attached. Load removal receipts for this truck configuration will consist of an A
and B section of the same number.

If the units are long trucks with pup trailers (e.g. 7 axles) and the entire unit does not fit
on the scale platform, each unit must be weighed separately. Each unit must have a
separate numbered Load Removal Receipt attached.
The weight of a coupled combination may be determined by uncoupling the units,
weighing each unit separately as a single draft, and adding the results together
(National Institute of Standards and Technology Handbook 44). While a clear-cut
definition of uncoupling would include all connections between the tractor and trailer, the
intent of the regulation is to prohibit natural and unnatural forces being applied to the
deck of the scale. If the tractor and trailer are physically separated except for the airline
or electrical connections, the driver could not induce enough lateral force on the scale to
the extent the weights would be significantly affected.
2. Format. Load removal receipt books are of two colors: R2-2400-11A, yellow,
to be used on loads from scaled sales; and, R2-2400-11B, blue, to be used on loads
from premeasured sales. Load removal receipt books will be issued to all scaled sales
and premeasured sales. Sale identity (sale name and date) will be stamped or written
with heavy black felt tip marker on the front cover.
3. Accountability. Load removal receipt books are accountable as property.
The Regional Office Renewable Resources Staff will consolidate an annual order for
load removal receipt books. Orders shall be submitted to Renewable Resources by
January 30. The printing contractor will ship orders directly to the Forests. A
memorandum will be sent by the Regional Office to verify receipt of the order and the
series of numbers assigned to each Forest. The Forest or Contracting Zone property
custodian must sign and return the memorandum.
After verification of the order, the custodian assumes responsibility for safeguarding,
accountability and assignment of books. Books are to be kept under lock and key.
They are issued to the purchaser only under signature of purchaser or the person
designated in writing as the Purchaser's Representative.
The purchaser must return books to the Forest Service when they are completed or
when the sale is completed.
The number of load removal receipt books in the purchaser's possession must be
commensurate with the rate of hauling based on the recommendations of the FSR.
4. Accounting for Lost Load Receipts. The National Scale Expansion Program
must be updated at the time of issuance. The date shown on each receipt must be
entered after each load receipt number. On large sales, entries should be made daily.
On small sales, weekly entries will suffice.
Complete an AD-112, Report of Unserviceable, Lost or Damaged Property, when:

a. unissued load removal receipts and/or books are purposely destroyed.
This would generally involve the destruction of unusable or obsolete books.
b. when issued load removal receipt books are returned unused and it is
determined by the District Ranger that they cannot be reissued.
c. when there is a loss of a book(s) and/or receipt(s) due to a fire, theft, or
other such event.
27.23 - Monitoring Scaling Locations
The Zone Contracting Officer must assure monitoring of each approved scaling location.
It is recommended they appoint the scaler(s) as scaling bay inspectors for log
accountability and to achieve safe and economical scaling.
27.24 - Yard Scaling Agreement
A Yard Scaling Inspection Report must be completed by the scaler each time scaling is
conducted in each scaling bay.
27.3 – Accountability on Presale Measurement Sales
27.32 – Volume Changes
Use the Local Volume Table Option of the National Cruise Processing Program to
create the volume tables when CT6.8# is used for additional volume. See Cruise
Processing User’s Guide for specific instructions.
When additional volume is determined through cruising, all timber must be cruised by a
certified cruiser.
27.4 – Presale Measurement and Scaled Sales in the Same Area
To ensure proper accountability when presale measurement and scaled sales are
occurring in the same area, a Scaler's Information Form, FS-R2-2440-3 must also be
completed for the presale measurement sale. The form shall include the same
information as a scaled sale, such as color of paint brand.
