POSITION OBJECTIVE:
The primary objectives of the role are to:
Contribute to Council’s Continuous Improvement Program.
Coordinate the functional operation of the (CorVu) Performance Management application software
solution.
Contribute to Council’s strategic corporate planning processes.
Take an active role in corporate document development.
Provide administrative support for the unit/department.
THE CITY OF GREATER GEELONG:
The City of Greater Geelong is one of the largest local government areas in Victoria. The City
provides more than 120 services to the municipality which has a population of more than 200,000.
The City has an annual budget of $275 million and employs over 2000 staff. It also utilises a large
number of volunteers. The organisation has five divisions: Strategy & Performance, City Services,
Community Services, Planning & Tourism and Projects, Recreation & Central Geelong.
Geelong:
Located 75 kilometres from Melbourne, Geelong is Victoria’s second largest city and is renowned
for its stunning north facing waterfront which overlooks Corio Bay. Geelong is a vibrant
cosmopolitan city with a relaxed coastal flavour. It is recognised as offering one of the best
lifestyles in Australia. Geelong has all the modern amenities of larger cities, combined with a clean
and healthy environment.
Just minutes away from the city centre are kilometres of pristine beaches, charming seaside

Gordon and Deakin University are just some of the schools and tertiary institutions in the region.

Victorians. While each Council is independent, there are common rules, mainly in the form of
State Legislation, which provide the framework in which Councils operate.

measurement and reporting, Communications and Marketing staff,
Information Technology staff, Corporate Strategy Coordinator.
CorVu user group, CorVu (performance management system software
supplier), corporate documents graphic designer, suppliers, staff at other
councils, G21 Regional Alliance, other external groups as required.
KEY RESPONSIBILITIES:
Performance Management
1. Design and facilitate performance measurement training sessions, workshops and information
materials for use by business units and ensure these are accessible.
2. Coordinate other Corporate Strategy unit resources/activities to support continuous
improvement eg. business performance.
3. Provide timely advice and assistance as required to business units in their implementation of
performance management.
4. Provide regular reporting on the performance management project status and executive
scorecard for the Executive Management Team.
Computer Application Software Solutions
5. Assume Applications Specialist role for the (CorVu) performance management application
solution; including its functional operation, future development and ongoing maintenance.
6. Assist with other software applications such as SPSS and CONSULT as required.
7. Promote the take-up and use of the application software solutions across Council.
Corporate Strategic Planning Process
8. Take responsibility for the development of sections of key strategic documents – i.e. City Plan
and annual report – also researching improvement opportunities and providing support in
completion of overall documents.
9. Assist with the organisation of Council’s annual City Plan and budget breakfast launch.
10. Assist with quarterly reporting of the annual City Plan business plan actions in the form of
Council report and appendix containing update on all actions contained in the City Plan.
11. Contribute to the development, implementation and ongoing review of corporate planning
frameworks and associated processes.
General Administration:
12. Assist the Coordinator Corporate Strategy in the performance of the functional duties and
responsibilities of the unit.
13. Process all invoices, purchasing and finance administration within budget guidelines and
delegation levels.
14. Adherence to all Council’s policies and procedures as relevant to this position.
15. Provide backup/support to other Administration Officers within the department as required.
16. Carry out other duties as deemed reasonable and appropriate to the role as directed from time
to time.
KEY SELECTION CRITERIA:
Essential:
1. Proven ability to lead, facilitate and coordinate groups and teams.
2. Ability to design training session and materials.
3. Project management expertise.
4. Systems (applications software) experience either in a key user or analyst role, particularly
with performance management solutions, with the ability to further learn and operate a range
of corporate applications software solutions.
5. Highly developed verbal and written communication skills including the ability to write reports
and present information and to document discussions and agreed outcomes.
6. Proficient (to expert level) in the use of the Microsoft Office Suite, particularly Microsoft Word
and Microsoft Excel.
Desirable:
1. Tertiary qualifications in a related field or a Certificate of Office Administration, or similar,
would be an advantage.
2. Sound working knowledge of the Local Government Act and associated legislation specific to
Council Plan, annual report and best value principles.
3. Local government experience in a similar role.
4. Ability to successfully work in a change management role and develop and maintain good
working relationships with stakeholders across the organisation.
ACCOUNTABILITY AND EXTENT OF AUTHORITY:

Contribute to the corporate strategic planning processes including the development of the
Council’s Corporate Plan (City Plan) and the annual report.

Assist business units with the use of the business performance management solution.

Assist the organisation with performance management and measurement.

As a member of a professional specialist team, the judgements and decisions made have a
potential to influence overall performance of the unit and to impact on the wider community.

Provide timely and accurate specialist advice to key stakeholders across the organisation.

Accountable for creating and capturing accurate and complete records of the business
activities related to this position in accordance with approved policy and procedures. This is
applicable to both hardcopy and electronic information, including email.
JUDGEMENT AND DECISION MAKING:

This position requires the use of judgement and decision making in a variety of complex areas
that is subject to a wide range of management, operational and political dynamics.

The incumbent will be required to coordinate the introduction and adoption of new methods
and approaches and may be required to source and utilise ‘best practice’ methods.

Demonstrate analytical and problem solving skills drawing on technical knowledge and
established techniques and processes and applying to new situations.

Guidance is usually available within the organisation and the incumbent will be required to
analyse, record and use relevant data and information and be involved in external networks.

The position is also responsible for decision making skills and exercising considerable




ensuring the best possible alignment and coordination of service review outcomes into
planning processes e.g. business planning, performance measurement and reporting;

QUALIFICATIONS AND EXPERIENCE:

Extensive high level experience to prepare and deliver presentations.

Systems (applications software) experience either in a key user or analyst role, particularly
with performance management solutions, with the ability to further learn and operate a range
of corporate applications software solutions.

Tertiary educated with local government experience preferably in a similar role.
SPECIFIC HEALTH AND SAFETY REQUIREMENTS:

A pre-employment medical examination may be required.

Participate, where required, in the reporting of health, safety and wellbeing issues.

Demanding deadlines.

Prolonged periods of in-activity i.e. sitting at the computer.

Regular keyboarding associated activities.

Long/short distance travel between sites as necessary.

Dealing with difficult clients and situations.
SPECIAL CONDITIONS:

Employment is subject to the presentation of documentary evidence of the right to work in
Australia.

A National Police Records check may be required throughout your employment with Council.

A current Victorian driver’s licence is essential where the need to drive a Council vehicle is
required.

OTHER RELEVANT INFORMATION:

Employment may be subject to a three month probationary period (please note that following
